At the fifth session of the 10th National People's Congress of Fujian Province, which opened on January 24, 2007, Governor Huang Xiaojing announced that Fujian will fully implement the new rural cooperative medical care this year, benefiting more than 20 million rural people.
Fujian new rural cooperative medical pilot work from 2004, to the end of 2006, has been expanded to 36 pilot counties (cities, districts), the coverage rate of 45.57%, the actual number of participants 943.76 million people, participation rate of 78.55%.
In 2006, Fujian, all levels of finance (including the central financial subsidies) for each participating farmer annual subsidies of not less than 40 yuan, the level of contributions of not less than 10 yuan. In Anxi County, the maximum subsidy per person per year is 20,000 yuan for each insured farmer who spends 300 yuan or more on hospitalization in township health centers, 500 yuan or more on hospitalization in county hospitals, and 1,000 yuan or more on hospitalization in hospitals above the county level or outside the county in the same year. Last year, Anxi County, the number of rural cooperative medical insurance nearly 860,000 people, the participation rate of 90.08%, are ranked first in the province.
According to the nine pilot counties (cities, districts) run a year of data statistics, hospitalization compensation amounted to 58.1455 million yuan, hospitalization compensation for 6.4 million people, per capita hospitalization compensation amount of about 911.7 yuan, higher than the national average.
In addition, the provincial government also put the "county-level medical and health institutions to help township health centers" as a practical project for the people in 2006, for a period of three years. As of January 2007, the province should help 901 township health centers have all been included in the scope of help. Provincial hospitals sent 258 health technicians to help health centers, and gratuitous support for medical equipment and equipment 386 units (pieces); district municipalities and counties (cities, districts) medical units at the two levels *** sent 5,146 health technicians, to provide funding of 3.76 million yuan, 1,267 units (pieces) of equipment.
The person in charge of the provincial health department said that this year, Fujian will increase the total funding level, continue to carry out medical institutions above the county level to help township health centers, 100 township health centers renovation and upgrading project, more than 1,000 additional doctors in the city to help rural health centers.
