(3) carry out the timely lock chamber, pilotage channel, mouth door (C) carry out timely desilting of the lock chamber, approach channel, mouth gate, connecting section, anchorages and other areas and cleaning of underwater obstructions to ensure the safe navigation of ships;
(D) carry out the maintenance of the locks in accordance with the operation program and national technical specifications to ensure the normal operation of the locks;
(E) strengthen the monitoring and recording of the water level and flow rate, and report to the competent departments of the jurisdictions in charge of transportation on the water level and flow rate at 8:00 a.m. and 4:00 p.m. every day. Article 8 The competent department of transportation of the people's government of the autonomous region shall guide the operating units of the locks to strengthen the construction of information technology, collect the real-time video data of water level, flow rate, ship crossing the locks and the relevant data and information of the ships crossing the locks, and enjoy them with the competent department of transportation of the jurisdictional area and the maritime management agencies ****. The operation unit shall arrange the gate crossing according to the order of the ship's application; however, the rescue and disaster relief ships, military transportation ships, passenger liners, key emergency supplies ships, official ships on duty and other priority arrangements for gate crossing. The scope of the key emergency supplies ship and other priority types of ships to cross the gates shall be determined by the competent department of transportation of the autonomous regional people's government.
Operating units should be developed to carry dangerous goods ship special operation scheduling and navigation protection program and strict implementation, shall not arrange for dangerous goods ships and passenger ships with the same gate crossing. Flammable and explosive chemical ships should be arranged separately through the gate. Article XII of the following circumstances, the operating unit shall stop the opening of the locks:
(a) due to flood control, flood relief and other circumstances, the relevant flood control commanding agency requires the suspension of navigation;
(b) in the event of high winds, fog, rainstorms, earthquakes, or other emergencies, which may jeopardize the safety of locks operation;
(c) the flow of navigable waters, the level of the water is not in line with the operational

In one of the cases listed in the preceding paragraph, the operating unit shall promptly announce to the community the information on the suspension and resumption of navigation, and report to the competent authorities in charge of the jurisdiction of transportation and maritime management agencies.
