1? application area
This guideline is applicable to the compilation of special articles on safety facilities design for construction projects of production and storage of hazardous chemicals and chemical construction projects with hazardous chemicals (including long-distance pipeline construction projects of hazardous chemicals, hereinafter referred to as construction projects) newly built, rebuilt and expanded in People's Republic of China (PRC).
This guide does not apply to the following construction projects:
1) Exploration, mining and auxiliary storage of hazardous chemicals;
2) Support crude oil storage and transportation and natural gas exploration and development;
3) Transportation and storage of city gas.
2? Terms and definitions
2. 1 hazardous chemicals
Toxic chemicals and other chemicals that are toxic, corrosive, explosive, combustible and combustion-supporting, and harmful to human body, facilities and environment.
2.2 Safety facilities
Technical measures such as equipment, facilities and devices used to prevent, control, mitigate and eliminate the impact of accidents in production and business activities.
2.3 New projects
A project that meets one of the following conditions is a new project:
1) Newly established enterprises build production and storage devices (facilities) for hazardous chemicals, or existing enterprises build production and storage devices (facilities) for hazardous chemicals that are different from existing production and storage activities;
2) Newly established enterprises build chemical production facilities for hazardous chemicals, or existing enterprises build chemical production facilities for hazardous chemicals different from existing production activities.
2.4 renovation project
A project under any of the following circumstances is a reconstruction project:
1) The enterprise shall update the technology, process, main devices (facilities) and types of hazardous chemicals on the original site for the production and storage devices (facilities) of hazardous chemicals in use;
2) The enterprise shall update the technology, process and main devices (facilities) of chemical production devices (facilities) associated with hazardous chemicals in use.
2.5 expansion project
A project under any of the following circumstances is an expansion project:
1) The enterprise construction is the same as the existing technology, process, main devices (facilities) and dangerous chemicals, but the production and storage devices (facilities) are relatively independent;
2) The enterprise construction is the same as the existing technology, process and main equipment (facilities), but the production equipment (facilities) is relatively independent from the production of dangerous chemicals.
2.6 Hazard sources
The source or state that may lead to personal injury, health damage, property damage, work environment damage or a combination of these situations.
2.7 Dangerous and harmful factors
Factors that can cause casualties, affect people's health and even cause diseases.
2.8 Quantity of hazardous chemicals
The number of hazardous chemicals produced, processed, used or stored for a long time or temporarily.
2.9 Workplace
Any workplace that may expose employees to hazardous chemicals, including the production, operation, disposal, storage, handling and transportation of hazardous chemicals, as well as the disposal or treatment of hazardous chemicals.
3? Compiling content
3. 1 design basis
List the names and numbers of the main documents for compiling special articles, and the contents are as follows:
1) construction project approval (approval, filing) documents;
2) Relevant national, industrial and local laws, regulations, rules and normative documents;
3) Relevant national, industrial and local standards and specifications;
4) Design contract;
5) Safety evaluation report of construction project and review opinions on safety conditions of construction project;
6) Other relevant documents of the project.
3.2 General situation of construction projects
Briefly explain the basic situation of the construction project, the main contents are as follows:
1) Project construction unit, production scale, product scheme, construction nature and land use.
Location, project area, design scope and division of labor;
2) Main technologies adopted and their comparison with similar projects at home and abroad;
3) Names and maximum reserves of main raw and auxiliary materials and products (including products and intermediate products) involved in the project;
4) The technological process of the project, the layout of main devices and facilities (equipment) and the relationship between upstream and downstream production devices;
5) Name, capacity (or load) of public and auxiliary works or facilities supporting the project;
6) List of main equipment of the project device, including name, specification, operation or design conditions, materials and quantity, etc.
7) External supporting conditions or facilities of the project, including water source, power supply, steam, instrument wind and emergency facilities such as fire station, gas prevention station and hospital;
8) Natural conditions where the project is located, including geology, meteorology and hydrology;
9) The surrounding conditions of the project location, indicating the distance between the project and the following important facilities:
A) Residential areas, commercial centers, parks and other crowded places;
B) Schools, hospitals, theaters, stadiums (gymnasiums) and other public facilities;
C) Stations, docks (except those licensed to handle dangerous chemicals according to law), airports, communication trunk lines, communication hubs, railway trunk lines, road trunk lines, waterway trunk lines, subway kiosks and subway station entrances and exits;
Military restricted zones and military administrative zones;
E) Other places, facilities and areas as stipulated by laws and administrative regulations.
3.3 Analysis of hazard sources and hazardous and harmful factors in the process of construction projects
According to the relevant national standards and regulations, the process hazard analysis method recommended in the Guidelines for Safety Design and Management of Chemical Construction Projects (AQ/T3033) or other applicable methods are adopted to analyze the process hazards and dangerous and harmful factors of construction projects.
3.3. 1 material hazard analysis
1) lists the characteristics of hazardous chemicals involved in construction projects. See table 1 hazardous chemicals data sheet for basic data requirements.
2) Analysis of quantity, concentration (content), unit and state (temperature, pressure, etc. Construction projects involved in the production of explosive, flammable, toxic and corrosive dangerous chemicals.
3) Explain the key hazardous chemicals under supervision in the construction project.

3.3.2 Analyze and explain the hazards that may lead to leakage, explosion, fire and poisoning accidents during the construction project.
3.3.3 Point out other dangerous and harmful factors that may cause workers' casualties in construction projects, such as dust, suffocation, corrosion, noise, high temperature, low temperature, vibration, falling, mechanical injury, radioactive radiation, etc.
3.3.4 Explain the main workplaces where hazards and hazardous and harmful factors exist in the above 3.3.2 and 3.3.3.

3.3. 1 1 For construction projects involving multiple sets of devices or construction projects adjacent to devices in use in the same enterprise, the mutual influence and possible dangers shall be analyzed, and the main analysis results shall be explained.
3.4 Safety facilities adopted in the design
The design of safety facilities should be based on the characteristics of the construction project, the analysis results of process hazards and dangerous and harmful factors, strictly implement the requirements of existing national, industrial and local relevant laws, standards, norms and regulations, and adopt targeted, operable and economical safety facilities in accordance with the design principles of intrinsic safety design, accident prevention priority and reliability priority.

1) The design of pressure vessels, equipment and pipelines conforms to national regulations and standards, including the imported pressure vessels conforming to national mandatory regulations;
2) Selection of main equipment and pipeline materials and protective measures;
