Can you watch a downloaded movie on a plane?

Yes, you can use your cell phone, MP5, tablet PC, or computer to watch downloaded movies on the plane, but if you use your cell phone to watch a movie, you have to turn on the flight mode, turn off the cellular data, and not connect to the Internet.

Based on CCAR-121.573 Portable Electronic Devices (PEDs), this Advisory Circular provides specific requirements and guidance for certificate holders on how to validate and assess the use of onboard PEDs, and provides guidance for the Bureau to assess the use of PEDs by certificate holders. It also provides the basis for the Bureau to carry out supervision and inspection on the use of PEDs on board the certificate holders during and after the incident.

The Certificate of Compliance holder shall notify travelers of the available types, times, environments, and limitations of PED devices through effective means. The means of notification include but are not limited to: information notices at the check-in counter, information notices in the quarantine area, pre-flight announcements, safety alert videos, safety instruction cards, captain's announcements, flight attendants' announcements, and so on.

Certificate holders must specify the restrictions on the use of PEDs. When onboard navigation and communication equipment is interfered with, or when the flight crew is in an emergency and gives instructions, all onboard PEs (except for medical electronic equipment such as pacemakers and portable oxygen concentrators) must be disabled.

During the flight, when the captain discovers the existence of electronic interference and suspects that the interference comes from the portable electronic equipment used by the crew on board, the captain and the captain's authorized personnel shall ask them to turn off these portable electronic equipment, and in serious cases, they shall hand over to the ground public security authorities to deal with it in accordance with the law after the aircraft has landed, and report it to the Bureau afterwards.

PEDs also have some special restrictions on their use, in the low visibility phase of the flight, the aircraft is suspected of receiving PED interference should be turned off the PED cellular mobile communication function (voice and data).
