Article 24 of the bidding documents require bidders to submit a bidding security, the amount of security generally does not exceed two percent of the bidding price of the survey and design fees, up to a maximum of 100,000 yuan.
Article 25 After the deadline for submission of bidding documents until the termination of the bidding validity period stipulated in the bidding documents, the bidder shall not supplement, modify or withdraw its bidding documents, otherwise its bidding deposit will be confiscated. Article 26 The bidding documents submitted by the bidder before the deadline for submission of bids, the notice of supplementing, modifying or withdrawing the bidding documents, the alternative bidding documents, etc., must be stamped with the official seal of the unit and signed by its legal representative or authorized representative.
The bidder shall check whether the seal or signature is intact when receiving the above materials and issue to the bidder a return receipt indicating the signatory and the time of signing.
Article 27 If the bidding is made in the form of a consortium, each party of the consortium shall sign *** the same bidding agreement and submit it to the bidder together with the bidding documents.
Consortium parties shall not be separate in their own name, or participate in another consortium to bid for the same tender.
Article 28 of the consortium won the bid, shall designate the lead person or representative, authorized to sign a contract with the bidder on behalf of all members of the consortium, is responsible for the coordination of the entire contract implementation phase. However, it is required to submit to the bidder by the legal representatives of all consortium members signed by the power of attorney.
Article 29 Bidders shall not bid in the name of others, nor shall they participate in the bidding by utilizing forged, transferred, invalid or rented qualification certificates, or in any way invite other units to sign and seal the bidding documents prepared by themselves on behalf of the bidding documents, to the detriment of national interests, social public **** interests and the lawful rights and interests of the bidders.
Article 30 The bidder shall not cheat the bidder by means of intentionally lowering the amount of investment, lowering the technical requirements for construction, reducing the floor space, or shortening the construction period.
