2 Qualifications and Procedures for Driver Registration
3.2.1 Mainland drivers must hold a China Automobile Sports Federation (CASF) Class D Rally License or a higher level license to participate in the competition.
3.2.2 All drivers wishing to participate in the race must submit a completed official entry form to the CCC Standing Secretariat and pay the full fee in order for the entry to be valid. If entry is made by fax or e-mail, the original official form must be mailed before the entry deadline.
3.2.3 Racers holding a non-CAA racing license must have their entry form stamped by the regional governing body of the sport or submit a letter of consent to participate with their official stamp.
3.3 Eligibility for Club Cup and Manufacturers' Cup
3.3.1 Any legal entity with civil capacity registered in the civil affairs department or the industrial and commercial department may first apply for and obtain a team license in accordance with the "Regulations on Registration of Teams in the China Automobile Sports Confederation and Measures for Obtaining a Team License", and then enroll in the Club Cup.
3.3.2 Teams applying for the Manufacturers' Cup must produce a letter of authorization from the manufacturer of the car, and the team must consist of vehicles produced by the manufacturer, with a minimum of three and a maximum of five, and be in the same category.
3.3.3 Teams entering the Club Cup shall consist of a minimum of two and a maximum of five cars in the same category.
3.4 Number of Entries
The maximum number of entries is 50 cars. The rules regarding the refusal of entries are enforced in accordance with Article 74 of the FIA General Regulations. In the event that more than 50 cars are entered, the Organizer reserves the right to refuse to accept any entry at his discretion.
3.5 Vehicle Eligibility
3.5.1 Vehicles participating in the competition shall comply with the provisions of Annex J, 281, 282, 283, 284, 285 of the FIA General Regulations for International Sport, with the exception of the following provisions which are temporarily suspended:

3.6.1 Entry Fee
Each entry fee includes 1 set of road book, 1 set of rules, 1 set of door stickers, 1 order book, 2 badges, 1 set of result CD-ROM and 2 tickets to the prize presentation dinner. and 2 tickets to the awards dinner.
3.6.2 Acceptance of Organizer's Advertisements
(i) RMB 1500 for registration before July 15, 2005
(ii) RMB 4500 for registration before August 5, 2005
3.6.3 Not Accepting Organizer's Optional Advertisements
(i) RMB 3000 for registration before July 15, 2005 CNY

3.6.4 Pit Vehicles (including Support Vehicles and Manager's Vehicles)
Each Pit Vehicle registration fee includes 1 set of Pit Vehicle Road Book, 1 set of Pit Vehicle Door Stickers, and 2 badges.
(i) Registration before July 15, 2005, RMB 500 per vehicle
(ii) Registration before August 5, 2005, RMB 1,500 per vehicle
Maintenance vehicles are required to fill in the prescribed form and submit it before the registration deadline.
3.6.5 Security Deposit
A security deposit of RMB 15,000 must be paid with the entry fee for each car and any driver who fails to pay the security deposit will be refused permission to take part in the Administrative Inspection.
The deposit will be used primarily for the rental of satellite telephones, satellite tracking systems and GPS equipment, and for emergency assistance to drivers who are seriously injured or in other serious danger during a stage.
The security deposit also serves as collateral for riders' compliance with search and rescue and safety rules. Random calls for emergency medical assistance are prohibited and will result in forfeiture of the security deposit.
After returning the satellite phone, satellite tracking system and GPS device and being confirmed in good condition, the security deposit will be refunded to the entrant within 15 days after deducting the satellite phone call and usage fee, satellite tracking system rental fee and GPS device rental fee.

3.6.6 Payment Methods

Registrations will only be accepted upon full payment. Please note: Please remit the registration fee before the registration deadline and notify the Permanent Secretariat of the Chinese Cross Country Championships in order for this registration to be valid.
3.7 Refunds
A full refund of the entry fee will be made in the following cases:

3.7.2 Failure to hold the CCCC
3.7.3 The Organizer will reimburse 50% of the entry fee to any participant who, due to force majeure (as certified by the participant's automobile association), is not able to start a race in the CCCC. Participants will be reimbursed 50% of the entry fee.
4. INSURANCE
4.1 PUBLIC LIABILITY INSURANCE
Public Liability Insurance consists of the third party liability insurance taken out by the Organizer for the racing cars during the race. The insurance will be effective from the car inspection on Saturday, September 3, 2005 and will lose its validity at the end of the race on Friday, September 9, 2005. Insurance coverage for cars that are withdrawn or removed from the grid during the race also loses its validity immediately.
4.2 Personal Accident Insurance and Medical Emergency Insurance
All crews must have Personal Accident Insurance of not less than RMB 210,000.00 and Medical Emergency Insurance of RMB 40,000.00 per person. Non-Mainland car groups must have additional personal travel insurance. All insurance policies need to be ready at the time of registration and presented at the administrative inspection.
4.3 Third Party Liability Insurance
All participating vehicles other than racing cars, including temporary entry vehicles, are required to take out a local third party liability insurance policy of not less than RMB 100,000.00 during the race. The insurance policy must be presented at the administrative inspection. The Race Organizer will provide the insurance service at the time of registration.
5. ADVERTISING
5.1 Advertisements are permitted on the bodywork of the car, including the roof. Advertising is prohibited on the windows of the car, except that adhesive stickers not exceeding 10 centimeters in width may be posted on the windshield and on the top of the rear window.
5.2 Advertising adhesive stickers will be collected at the time of check-in and registration and will be inspected during the technical vehicle inspection.

Based on Article 10 of the FIA General Rules for Cross-Country Rallies. The names of the crew members, their blood type and the flag symbol of the People's Republic of China (PRC) must be affixed to the front wing panels or rear side windows on both sides of the car. Violation of this rule will result in a fine.
7. LIFE SAVING AND SAFETY EQUIPMENT
The following life saving and safety equipment is part of the technical car inspection.
7.1 For safety reasons, the following equipment must be carried by the entrant in the car at all times:
- 3 liters of spare water for each person
- 1 portion of life-saving food
- 1 10-meter trailer strap
- 1 mirror
- 1 compass
- 1 lighter
- 1 seatbelt scissors
- 1 high-powered handheld horn
- 2 x Sandproof Engineer Boards
- 1 x First Aid Kit
- 1 x Red Flag
- 1 x Green Flag
7.2 GPS Equipment, Satellite Phones, Satellite Tracking Systems
Entrants must rent and use only the GPS equipment, satellite phone and satellite tracking system provided by the organizer.
Except as permitted by the rules, a rider who opens the sealed bag of the satellite phone provided by the Organizer is deemed to have declared voluntary withdrawal from the race. The satellite phone can be used to request emergency medical attention from the Organizer and to notify the situation and location of the event. The satellite tracking system will show the exact location of the rider and touching the alarm button of the satellite tracking system will mean withdrawing from the event and requesting medical assistance.
Activation of the Organizer's Emergency Assistance System by satellite phone or other means for non-safety reasons will result in the removal of the concerned entrant from the Race and financial responsibility.
During the race, riders should ensure that the above equipment is in good condition and turned on, otherwise they will be held responsible.
8. Pilotage and Communication Equipment (GPS)
This event will strictly enforce the FIA Cross Country Rally Regulations, Article 12 Road Book and Pilotage, and will be checked from time to time.
8.1 Global Positioning System - GPS
8.1.1 The installation of a GPS device provided by the Organizer is mandatory. A second copy of this device may be requested if the entrant pays for a new GPS of the same model.
8.1.2 It is forbidden to carry and install any system not expressly provided for in the rules, including other types of GPS or devices with GPS-like functions, on pain of being removed from the race.
8.1.3 It is prohibited to carry and install all other systems navigated by satellite, or to use the waypoint projection method, or to use other means of recording the route. The exception is satellite phones provided by the Organizer.
8.1.4 GPS devices must be kept in working order during the race. It is the responsibility of the entrants themselves to keep these devices in working order. Any anomalies must be reported to Race Headquarters as soon as possible.
8.1.5 Riders are prohibited from exchanging GPS devices with each other. Only the results counter is allowed to do so. The serial number of the device is linked to the race number and is able to be checked. Violators will be removed from the race.
8.1.6 No one may attempt to adjust, rewrite, alter, or delete the settings and records of a GPS device, and the offender will be removed from the race and penalized as decided by the Arbitration Committee.
8.2 OFF-ROAD RALLY GAUGE (Recommended Installation)
An odometer that is connected to the wheel rotation or driveshaft. The device must not be connected to any other component. The device can be fitted with two.
8.3 Magnetic or electronic compass (optional)
The vehicle's compass indicator is designed for the earth's magnetic field. The device may include an internal electronic compensation system. The readout can be analog or digital. The device cannot be connected to any other component. The device can be fitted with two.
8.4 The following are prohibited and offenders may be removed:
● The use of GPS provided by other non-organizers, even though the device may have only one function (compass or odometer, etc.).
● Carrying or installing any system not specified in the rules, in particular fully computerized systems, electronic navigational aids, electronic map positioning systems, electronic map scanners or storage systems.
● Communication systems (wired, airwave, infrared, etc.) connecting different devices, also external communications.
● Installation or use of disabled systems.
● Any antenna that is not part of the authorized installation equipment.
8.5 Satellite Phones
8.5.1 For safety reasons, the cars must be equipped with a satellite phone provided by the Organizer. The use of a satellite phone is not permitted during the race, except to report an incident to the Organizer (including, but not limited to, breaking down, getting lost, requesting shelter support, requesting emergency medical assistance), which also implies a declaration of voluntary withdrawal from the race.
8.5.2 Satellite phones are not allowed to be used for any data transmission. Any other external devices are prohibited, including but not limited to: data cables, infrared ports, Bluetooth ports. Only phone mode is allowed. All violations will result in removal from the tournament.
8.6 RADIO TRANSMISSIONS
8.6.1 The use of any HF, VHF or CB transmitters and/or receivers and other communication devices, other than satellite phones uniformly supplied by the Organizer, is prohibited for racing during the Race.
8.6.2 It is prohibited for a racing car to have any satellite connection or other connection to an external base or other vehicle. Only GPS antennas supplied by the Organizer's official supplier are permitted, other wired or wireless types are rejected and all violations will result in removal from the race.
8.6.3 All data transmission systems, capable of searching for vehicles and managing the fleet are prohibited and will result in removal from the competition, regardless of the technical system method used.
8.7 Safety equipment
8.7.1 During the special stages, all crew members must wear crash helmets, which are recommended to use FIA-registered products, or Flying S-868 and S-869 models that comply with the European ECE2205 standard.
8.7.2 During special stages, all crew members must use seat belts that meet the requirements of the FIA standards.
8.7.3 FIA registered race suits must be used. Other personal equipment, including: face masks and socks, must be made from non-flammable materials.
9. Fuel
Racers should use fuel that meets the standards of Rule 252-9 in Annex J of the FIA Sporting Rules, i.e., fuel from a local commercial filling station. The use of FIA specified fuel is permitted but not provided by the Organizer.
10. Road Surveying
No one is allowed to survey the road in any form, otherwise, the penalty will be in accordance with the FIA General Rules for Cross Country Rallies 12.1.c.
11. Environmental Protection
Registrants are responsible for collecting the garbage produced by their crews and teams during the competition. Teams must collect the garbage in the pit lane and wait for the organizer to collect it. When refueling or repairing the vehicles, participants must keep the ground clean and must put the used surplus oil into the oil tank of the race. Open flames are strictly prohibited in the pit site. Violators will be penalized and be responsible for the cost of cleanup. 12. Administrative Inspection
12.1 Place and Time
Administrative Inspection will be held at the same place as the Technical Car Inspection, with the crews attending the Administrative Inspection 20 minutes earlier than the Technical Car Inspection. Administrative Inspection may also be held at the same time as check-in and registration, if the crew can provide complete information and request it in advance. Crews must complete the Administrative Inspection prior to the Inspection.
12.2 Required Information
The following materials will be presented during the Administrative Inspection:
Team Entry Form, full details of the Entry Form, proof of payment of Entry Fee and Security Deposit, Driver's and Pilot's License and Race License, Team Race License, Vehicle Driving License or other legally valid proof, Medical Emergency Insurance Policy, Maintenance and Repair Vehicle Third Party Liability Insurance Policy, Non-Non-Carrier Vehicle Third Party Liability Insurance Policy, Vehicle Maintenance and Repair Vehicle Third Party Liability Insurance Policy. Vehicle Third Party Liability Insurance Policy, Participation Permit from the local sports administration for non-Mainland drivers, Vehicle Third Party Liability Insurance, Personal Accident Insurance and Personal Travel Insurance Policy.
Vehicle registration information should be presented at the vehicle inspection.
13. Car Inspection, Sealing and Marking
13.1 Venue and Timetable: see the Race Program for details.
13.2 Technical Inspection
The technical inspection will be carried out in strict accordance with the FIA rules and Article 3.5 of these rules, and will be sealed and marked.
14. Opening Ceremony and Start
14.1 Announcement of Starting Sequence

14.2 Ceremonial Start:
Ceremonial start will be held at 09:00 on September 4, 2005 in the North Square of Workers' Stadium, Beijing. All drivers must gather in front of the pre-race restricted area parking lot at 06:30 on September 4, 2005. At 06:30 on September 4, 2005, the cars will follow the organizer's guide car to the ceremonial starting site, pass through the starting stand in the order of the day's start under the organizer's command, and follow the organizer's guide car to the official starting site in a line.
All cars must attend the ceremonial start. Any car that is late for the start and fails to line up on time will be fined 1000 RMB.
14.3 Official Start:

14.4 Starting Area:
The Organizer will set up an enclosed area for the cars prior to the starting line, and a waiting area prior to the enclosed area. a waiting area which is not considered a closed area. It is the responsibility of each driver to ensure that his car follows the lead car from the ceremonial starting place to the waiting area.
Race cars must report to the Starting Closed Area 10 minutes prior to the scheduled starting time and will be subject to a fine of RMB 400 per minute for any delay.
15. Race Operation
15.1 Special Stages
15.1.1 Special Stages of Cross-Country Rallies are held on roads that are open to public **** traffic, and the organizer will conduct traffic diversion and speed control in areas with more cars and people, but special attention should still be paid to other cars and people on the road.
15.1.2 Driving against the direction of the race is prohibited in the Special Stage and offenders will be penalized and may even be removed from the race. Special Stages will be run in strict accordance with the FIA Cross-Country Rally General Regulations 21.
15.2 Stage Start:
15.2.1 The official time used in the course of the China Cross Country Championship is the standard time issued by the organizer. A standard clock displaying the official time will be set at Race Headquarters.
15.2.2 Starts in accordance with Clause 21.3 of the FIA Cross Country Rallying Regulations. The referee will show the 30-second and 10-second cards. At the countdown of 5 seconds to the start, the marshal will signal the competitors with a hand signal.
15.2.3 Starting order
The starting order for Stage 1 will be established on the following basis:
1. CCA seeded drivers
2. All other drivers
Note: The organizer reserves the right to insert other drivers in the group if appropriate.
15.2.4 Starting intervals
The starting interval for each stage will be 1 minute.
15.3 Road Book and Pilotage
The rules of Road Book and Pilotage for this event are strictly in accordance with Article 12 of the FIA General Rules for Cross-Country Rallies, except for the following which are expressly stipulated:
15.3.1 Road Book
The race route will be kept confidential until the Road Book has been issued to the crews. Descriptions and maps of the race will be distributed to entrants during administrative inspection. The road book for each stage will be distributed at 18:00 the day before at the secretariat of the headquarters of the accommodation. In case of modifications to the route, the organizers will announce them on the race bulletin board and also make a notification at the briefing.
15.3.2 GPS Waypoints and Defined Route
According to the principles of Article 12.1.k of the FIA General Rules for Cross-Country Rallies, the cars must not drift more than 100 meters from side to side when passing the waypoints.
In accordance with the principles of Article 12.2 of the FIA Rallycross General Regulations, which defines the course of the track, it is forbidden to drift more than 1,000 meters to either side.
15.3.3 GPS Route
According to the principles of Article 12.1 and 12.2 of the FIA General Rules for Cross Country Rallying, in the Pilotage Area, the GPS road markers are connected to form a virtual route, and the cars must travel within the corridor within 1,000 meters to the left and right of the virtual route, and those who drift more than 1,000 meters from side to side, or drive out of the corridor, will be penalized.
15.3.4 GPS Pilot
During the whole period of the cross-country race, the registrant must operate the GPS device provided by the organizer correctly, and keep the GPS device permanently in working condition, no matter in the driving section, or in the special section. Any anomalies must be reported immediately to the race headquarters.
15.4 Traffic Regulations and Speed Limit
According to Article 13.1 of the FIA General Rules for Cross-Country Rallies, all participating vehicles must comply with the traffic regulations throughout the competition.
15.4.1 Speed Limit Zones
Speed limit zones may be set up in some areas of the special stages, with a speed limit of 50 kilometers per hour. The Organizer will notify the set-up of the speed limit zones through announcements and will monitor them during the stages by means of speed measuring devices and GPS.
All pit areas set up during the special stages will be speed restricted areas.
15.4.2 Penalties for Speeding
Speeding will be penalized in accordance with Article 13.1 of the FIA General Rules for Cross-Country Rallies:
1st violation: 30 seconds for every 1km of over-speeding plus a fine of 2500 RMB
2nd violation: 2 minutes for every 1km of over-speeding plus a fine of 5000 RMB
3rd violation. Violation: Removal
Failure to pay the fine will result in denial of the start.
15.4.3 Driving Behavior
● When a following vehicle asks to overtake, politely yield to the vehicle.
● Be courteous and respect local residents.
● In the event of an accident in a crew, if assistance is not required, the crew must show the green flag to the next three cars and to the helicopter preparing to intervene, or place the green flag high up in the direction of the oncoming car or on the roof of the car, to alert the oncoming car, or else a penalty may be imposed. In the event of a serious accident resulting in personal injury and requiring assistance, the red flag shall be shown. When a following car sees the green flag shown by the group in front, it may continue the race and report the situation to the next observation point or control point judge. If the incident crew shows the red flag, they must stop for assistance or they may be penalized. If it is confirmed that the crew requires emergency medical assistance, the crew's satellite tracking system can be used to alert the police and the satellite phone to notify the headquarters. Drivers are encouraged to stay at the scene of the accident to accompany the injured. Subject to confirmation by a third party, such stay will not be counted as part of the race time or a reasonable result will be awarded at the discretion of the arbitration.
Breaking the above code of conduct will be considered an unsportsmanlike conduct and may result in penalties and, upon the recommendation of the Arbitration Committee, may even result in removal from the race.
15.5 Time Control Points (TC)
Time control will be carried out in accordance with Articles 18 and 19 of the FIA Cross Country Rally General Regulations.
15.5.1 A time penalty of 1 minute for each minute late. If you are less than 1 minute late, you will be penalized 1 minute.
15.5.2 For each minute of early arrival, the penalty is 2 minutes. If you arrive less than 1 minute early, you will be penalized 2 minutes.
15.5.3 Maximum Allowable Time
The maximum allowable time is given for each stage. The maximum permitted time is clearly stated on the course list in the road book.
15.5.4 Fixed Penalty
Failure to complete a stage within the maximum time allowed will result in a fixed penalty. The fixed penalty is 3 hours. It is permissible to receive ***3 fixed penalties for this purpose during the entire event. Failure to complete the stage within the maximum time allowed for the 4th time will result in removal from the race.
15.6 Passing of Control Points (PC)
Passing of control points will be carried out in accordance with Article 20 of the FIA General Rules for Cross-Country Rallies.
Passing a control point will be subject to a fixed time penalty of one (1) pass per missed control point, with a penalty of three (3) hours. A maximum of 2 fixed penalties per stage will be accepted. A 3rd missed pass through a control point in the same stage will result in removal from the race.
During the entire event, each crew is allowed 4 fixed penalties for missed passes through control points. The 5th missed control point in total will result in removal from the grid.
15.7 REPORTING OF ACCIDENTS:
Any vehicle participating in the event that causes injury to a spectator in an accident must be reported immediately to the event headquarters, to the nearest staff member and to the police, and the route must be marked. Failure to comply with this rule will result in penalties from the Arbitration Committee up to removal from the event.
15.8 Ceremonial Finish
Venue: Ruyi Square, Hohhot

All cars must participate in the ceremony. Any participant who is late or fails to line up on time will be disqualified. 16. Maintenance
Maintenance for this event will be in strict accordance with Article 14 of the FIA General Regulations for Cross-Country Rallies.
16.1 Permitted Repairs
16.1.1 Repairs and refueling are permitted, except on special stages and in other areas specifically provided for in these rules.
16.1.2 In special stages, pit stops are limited to: the use of in-car, self-contained tools between cars still in competition, and may not receive outside support.
16.1.3 A car that has withdrawn from a race or has been removed from a race will be considered a pit car.
16.2 Pit stops under the following conditions are prohibited and will result in the car and team being removed from the race.
16.2.1 Repairs by non-enrolled pit cars. Repairs performed by unauthorized personnel.
16.2.2 Repairs by pit cars on the route of a special stage.
16.2.3 Pit stops in closed parking areas.
16.2.4 Entrants towing or hauling a race car on the race course.
17. Withdrawal and Accommodation
17.1 Withdrawal
17.1.1 When withdrawing from a race, the Race Headquarters must be notified immediately using a satellite phone to inform the location (including GPS coordinates and location in the road book), the reason for withdrawal, whether emergency medical assistance is required, and whether the Organizer's accommodation services are needed.

17.1.2 To withdraw from the race, a withdrawal form must be filled out, signed and given to the first official who sees it (e.g. Rescue Judge, Time Control, Passing Control, Race Director, etc.). The withdrawal form is in the road book.
17.1.3 Failure to notify the Organizer of an abandonment or withdrawal from a race, which results in a search and rescue operation by the Organizer, will result in the entrant being held financially responsible for the search and rescue operation and other sanctions, including removal from the race and forfeiture of the deposit.
17.1.4 Withdrawal from the race or removal from the race, the entrant must tape the door and roof number of the car with black tape and forfeit the deposit.
17.1.5 Under no circumstances will the organizer be held responsible for the accommodated car.
17.1.6 Entrants withdrawing from the race must return the satellite phone, satellite tracking system and GPS provided by the Organizer, and must pay for any damage or loss.
17.2 Accommodation
17.2.1 The Organizer's "Finishing Car" will close the control points of the Special Stage and will be responsible for accepting requests for withdrawal and accommodation.
17.2.2 On desert sections, it is not possible to ensure that the recovery vehicle will be able to accurately pass the site where the vehicle has broken down. It is therefore the responsibility of the entrant to notify Race HQ directly of the location of his/her wreck using a satellite phone.
17.2.3 If possible, the recovery vehicle may carry a broken down person, but under no circumstances will it tow the broken down vehicle.
17.2.4 Personnel who refuse to be picked up by a closing vehicle must sign to confirm that they are responsible for their own safety.
17.2.5 On special stages, riders who have withdrawn due to mechanical failure must wait in place for the finishing car or helicopter.
17.2.6 A crew that requests the Organizer to search and rescue a crew for non-safety reasons, or a crew that loses contact with the Organizer in order to search and rescue a crew for crew safety, will automatically forfeit the crew's deposit.

20. Results and Ranking
20.1 The results of this year's China Cross-Country Championship will be assessed in accordance with Article 27 of the FIA General Rules for Cross-Country Rallies. Preliminary results will be announced as specified in the schedule.
20.2 Drivers who have completed the race and finished in the top 15 in the T1 Petrol Car Class and T1 Diesel Car Class will be awarded points according to the ranking of their results, which will be tabulated as follows:

20.3 Club Cup Assessment: Among the teams that have gained the points, take the two best-placed cars, and the one that has the most points will win, and in case of an equal number of points, take the driver's place in the ranking of the team that has ranked the most, and the one that is in the top will win. If the points are equal, the top driver of each team will be decided by their rankings, and the top driver will win.
20.4 Manufacturer's Cup: Each team will take the two best-ranked crews, and the winner will be the one who has the most points, and in case of a tie, the winner will be the one who has the most points.
20.5 If there are more than five cars registered for the class, the top three will be taken. If there are more than three cars (including) and less than five cars, the first place will be taken. If there are less than three cars, there will be no class, and the cars concerned will only compete in the overall results of the race.
21. Protests and Appeals
21.1 Protest Fee
The protest fee is 2000 RMB.
21.1.1 If the protestor requests the disassembly and assembly of different parts of the car, an additional deposit required for this is required:
● Protest involving a distinct part (engine, transmission, steering, system) - RMB 4,000
● Protest involving the whole car - RMB 8,000
21.1 .2 If the protest is not sustained, the cost of disassembling and transporting the car shall be borne by the protesting party; if sustained, the cost shall be borne by the defendant.
21.1.3 If the protest is not sustained, and the amount of expenses incurred as a result of the protest (for inspection, transportation, etc.) is greater than the difference between the protest fee and the total amount of the deposit, the protesting party shall make up the difference; if, on the other hand, the expenses are less than the deposit, the balance shall be refunded to the protesting party.
21.1.4 If the protest is sustained, the costs incurred shall be borne by the losing party.
21.2 Complaint Fee

22. Penalties
The following table of penalties has been prepared in accordance with the FIA General Rules for Cross-Country Rallies and the provisions of these Rules. Failure to comply with the penalties will be subject to further penalties by the Arbitration Committee (see Table of Penalties) (omitted for the time being)
Definition of Classes and Vehicles for Track Race Competitions:
1600cc Open Class Series
Drivers of up to and including 1600cc displacement, registered with the FIA and meeting the qualifications of the participating vehicles of the "Domestic Automobile Race Vehicle Technical Rules". Racing cars. The race will be held in accordance with the Technical Rules for Vehicles in Automobile Racing and the Rules of the Sport formulated by the China Automobile Sports Federation (CASF).
Polo Cup National Challenge
Driving Polo cars with the same displacement and the same car model, and meeting the qualification requirements of the "General Rules for Domestic Automobile Circuit Racing". The race will use the vehicle safety modification standards for track car races set by the China Automobile Sports Federation and the rules of the sport, and the technical modifications of the vehicles will be set by Beijing Orient Sky Automobile Investment Co.
National Formula Campus Series
Driving the same rules of Formula Campus racing cars in accordance with the FIA Vehicle Technical Regulations. Vehicle technical security is the responsibility of Zhuhai Formula Development Co.
Local Classes
Localized cars of the same displacement, of different makes and models, and with safety modifications are allowed to participate. The specific displacement will be determined by the Supplementary Rules of the Race
