The classification of domestic garbage referred to in these regulations means that domestic garbage is classified according to different components, attributes, utilization value, impact on the environment and requirements for treatment.
Laws and regulations on the management of construction waste, kitchen waste, medical waste, hazardous waste and other solid wastes have been stipulated, shall be subject to its provisions. Article 3 These regulations shall apply to the reduction and classification of domestic waste within the administrative area of the city for placement, collection, transportation, utilization, disposal and related management activities.
The specific areas for the implementation of the management of domestic garbage classification shall be determined by the people's governments of cities and counties (cities and districts) in accordance with the principle of steady progress, and shall be announced to the public. Article 4 the classification of domestic garbage management shall follow the principle of reduction, resource utilization, harmlessness, the implementation of government-led, territorial management, market operation, universal participation, social supervision. Article 5 the municipal people's government shall classify the management of domestic waste into the city's national economic and social development planning, to determine the classification of domestic waste management objectives, the establishment of a coordination mechanism for the classification of domestic waste, co-ordination of the reduction of domestic waste and classified put, collection, transportation, disposal facilities, planning and construction, to ensure that the management of the classification of domestic waste capital investment and staffing.
The people's governments of counties (cities and districts) are responsible for the management of the classification of household garbage in their administrative areas, organizing the implementation of the goals of the municipal people's governments for the management of the classification of household garbage, and guaranteeing the financial inputs for the management of the classification of household garbage.
Township (township) people's governments and street offices are responsible for the day-to-day management of the classification of living garbage in their respective areas, and guide and supervise the fulfillment of living garbage classification obligations by units and individuals.
Village (residential) committee shall do a good job of living garbage classification management of publicity, implementation and other work, guidance will be included in the village rules and regulations of living garbage reduction and sorting and placement of village rules and regulations, residents convention, organization, mobilization and supervision of villagers, residents to carry out the reduction of living garbage and sorting and placement of living garbage work. Article 6 the city municipal environmental sanitation management agency in charge of the management of living garbage classification, is responsible for the organization and implementation of the management of living garbage classification, guidance and coordination, assessment and supervision work.
County (city, district) municipal environmental sanitation management agencies are responsible for the organization and implementation of the administrative area of the reduction and classification of domestic garbage, collection, transportation, utilization, disposal and supervision and management work.
City, county (city, district) other departments, in accordance with their respective responsibilities to do a good job in the management of the classification of domestic waste. Article 7 The city in accordance with the "who produces, who is responsible for, who pays" principle, by the municipal people's government in accordance with the relevant provisions of the state and the province, and gradually establish differentiated charges for the disposal of domestic waste.
The units and individuals who produce domestic garbage shall pay the domestic garbage disposal fee. Article 8 encourages and supports the scientific and technological innovation of domestic garbage reduction and classification, the use of Internet technology and information technology and other means to promote the classification of domestic garbage as well as the use of renewable resources, and to improve the reuse of domestic garbage and the level of resources. Article 9 The press, radio, television and network media shall strengthen the publicity of the management of domestic waste classification, popularize the relevant knowledge, and enhance the public's awareness of domestic waste reduction and classification.
The education administration shall take the knowledge of domestic waste reduction and classification as the content of school education and social practice.
Owners' committees and property service enterprises should carry out publicity work on the classification of household garbage and guide residents to separate household garbage.
Operators or managers of shopping malls, markets, airports, stations, terminals, tourist attractions, parks and other places shall take various forms of publicity and education on the reduction and classification of domestic waste. Article 10 The people's governments of cities and counties (cities and districts) may encourage units and individuals to carry out the reduction and classification of household garbage through a variety of incentives.
Social organizations and volunteers are encouraged to participate in activities for the reduction and classification of domestic garbage. Chapter II Planning and Facilities Construction Article 11 The municipal environmental sanitation management agency shall, in conjunction with the relevant departments, organize and prepare a special plan for the classification of domestic garbage, approved by the municipal people's government and then implemented. Article 12 The special planning of domestic garbage classification determined by the land of domestic garbage classification collection, transfer, disposal facilities, without legal procedures, shall not change the use. Article 13 The people's governments of cities and counties (cities and districts) shall, in accordance with the special planning for the classification of domestic garbage, formulate the annual construction plan for the collection, transfer and disposal facilities for the classification of domestic garbage and organize the implementation thereof. Article 14 The municipal environmental health management agencies shall, according to the special planning of domestic garbage classification, the rational layout of domestic garbage classification transfer station and sorting center.
Commercial administration shall, according to the classification of domestic waste special planning layout of renewable resources recycling outlets. Article XV of the municipal environmental health management agencies shall, in conjunction with the relevant departments, according to the relevant provisions of the state and province, in accordance with the convenience of the people, environmental protection, economic, efficient and other principles, the organization of the construction project supporting the construction of living garbage classification facilities specifications.
New construction projects, alteration, expansion, should be in accordance with the requirements of the construction specification supporting the construction of domestic waste classification facilities.
Construction projects supporting the classification of living garbage facilities should be synchronized with the main project design, construction, acceptance; after completion, the construction unit should be to the county (city, district) municipal environmental health management agencies for the record.
