1. Planning background

(1) Development achievements of the “Tenth Five-Year Plan” Since 2001, under the correct leadership of the Provincial Party Committee and the Provincial Government, all parts of the province have implemented the “Tenth Five-Year Plan” The development ideas and goals determined in the plan, conscientiously implementing and implementing the Scientific Outlook on Development, vigorously promoting the adjustment of rural economic structure, increasing investment in "agriculture, rural areas and farmers", deepening rural reform, and achieving stable and rapid development of agriculture and rural economy. “The planned goals were achieved as scheduled, and the development of agriculture and rural economy has reached a new level.

The comprehensive agricultural production capacity has been significantly improved. The comprehensive grain production capacity has stabilized at more than 40 million tons, and the output of major agricultural products has ranked among the top in the country. In 2005, the total grain output reached 45.82 million tons, the highest level in history and ranking first in the country. The total output of meat and vegetables reached 6.89 million tons and 58.8 million tons respectively, ranking second in the country. In the past five years, the effective irrigation area has increased by 112,000 hectares, and the total power of agricultural machinery has increased by 21.54 million kilowatts. The contribution rate of agricultural science and technology progress and the conversion rate of scientific and technological achievements reached 45 and 40 respectively, both 4 percentage points higher than in 2000.

The structural adjustment of agriculture and rural economy has achieved remarkable results. A production and processing base for high-quality wheat and high-quality livestock products has initially taken shape. In 2005, the province's high-quality special wheat area reached 2.69 million hectares, accounting for 54.3% of the province's wheat sown area. The animal husbandry industry continues to develop, and the dairy industry has become a new highlight in the development of animal husbandry. In the past five years, the province's milk production has increased by 5.2 times. The proportion of animal husbandry output value in total agricultural output value increased from 32.4 in 2000 to 40 in 2005. The grain-to-economic ratio was adjusted from 68.7:31.3 at the end of the Ninth Five-Year Plan to 64.3:35.7. In the past five years, 4.2 million new rural laborers have been transferred.

The level of agricultural industrialization has been further improved. The scale of leading enterprises continues to expand, and there are 23 national key leading enterprises, 128 provincial key leading enterprises, and 480 regional key leading enterprises. Industrialized planting and breeding bases have developed rapidly, with 2.47 million hectares of planting bases, 49.57 million livestock and 338.6 million poultry breeding bases. The processing capacity of agricultural products has been further improved, with the province's annual processing capacity of grain, meat and dairy products reaching 32 million tons, 3.9 million tons and 1.45 million tons respectively. A large number of industrialized organizations have emerged, and 8,473 farmers' professional cooperative economic organizations of various types have been developed, with 1.83 million participating farmers.

Farmers’ living standards have steadily improved. In 2005, the per capita net income of farmers in the province reached 2,870 yuan, with an average annual real growth rate of 5 in the five years. The Engel coefficient of rural residents dropped from 49.7 in 2000 to 45.4 in 2005. The per capita housing area of ??farmers increased from 23.1 square meters in 2000 to 27.21 square meters in 2005.

We implemented “two exemptions and one subsidy” for students from poor families in the compulsory education stage in rural areas, renovated 1,107 township health centers, solved the drinking water difficulties of 4.96 million rural people, developed rural household biogas for 1.2 million households, and affected 4 million poor people in the province. Rural infrastructure has been significantly improved. We have completed the treatment of the Chenzu Bay Dagang District and the Guandian District of the main stream of the Huaihe River, and implemented the post-disaster reconstruction and resettlement projects of the Yellow River beach area and the main stream of the Huaihe River. The Panshitou Reservoir was built, and 22 large and medium-sized reservoirs, including Baiguishan, were repaired and reinforced. Breakthrough progress has been made in the reform of the grain circulation system, and comprehensive liberalization has been implemented. Grain purchase and sales markets and prices, and a diversified pattern of grain market entities have initially taken shape; the reform of township institutions has achieved remarkable results, reducing the number of townships by 153 and diverting overstaffed personnel of more than 170,000 people; the reform of rural credit cooperatives is progressing smoothly, and the ability to support agriculture has been further enhanced.

Prominent manifestations include: low income level of farmers, weak rural infrastructure, greater pressure for rural labor to relocate and find employment, low levels of agricultural industrialization and organization, lagging development of rural social undertakings, and increasingly prominent resource and environmental constraints.

2. Overall requirements

3. Main tasks

(1) Continue to focus on the construction of "two bases" and accelerate the strategic adjustment of agricultural structure

Continue to promote the construction of high-quality grain production and processing bases focusing on high-quality wheat. We will adhere to the direction of high-quality and industrialized grain production, further improve supporting policies, promote large-scale development in 24 major grain-producing counties, and focus on investing in the construction of core grain-producing areas. Strengthen the construction of farmland water conservancy facilities, accelerate the transformation of medium- and low-yield fields, continuously improve agricultural production conditions, and increase comprehensive agricultural production capabilities. Implement major projects such as the national high-quality grain industry project, large-scale commercial grain bases, and comprehensive agricultural development to comprehensively improve the comprehensive production capacity, processing and transformation capabilities, and market competitiveness of 71 major grain counties (fields). Accelerate the construction of specialty agricultural product production and processing bases. Strengthen the construction of high-quality cotton bases and promote the concentration of cotton planting in advantageous areas. Accelerate the development of rural tertiary industry. To adapt to the needs of urbanization development and the consumption upgrade of urban and rural residents, vigorously develop suburban service agriculture with multi-functional functions such as sightseeing, leisure, tourism, ecology, science and technology. Rely on the construction of small towns to develop traditional service industries such as transportation, catering, culture and entertainment. Focusing on the construction of new rural areas, we will vigorously establish rural community service centers to provide farmers with comprehensive services such as commodity purchase and sales, scientific and technological information, intermediary agents, etc., and strive to cover the largest administrative villages in the province by 2010. We will further improve policies and measures to promote the development of the rural service industry, actively promote the development of modern service industries such as rural finance, insurance, logistics, information, marketing, legal, and elderly care services, and strengthen the driving role of the tertiary industry in the rural economy.

(5) Strengthen agricultural resource protection and ecological environment construction, and improve sustainable development capabilities
