Chapter I General Provisions
Article 1 These Provisions are formulated to standardize the inspection and maintenance of devices (equipment) and ensure the long-term safe and stable operation of production devices.
Article 2 Inspection and maintenance of production devices are generally divided into three categories: device shutdown and maintenance, daily (monthly) inspection and maintenance and temporary repair.
Article 3 These Provisions shall apply to all units affiliated to Yan 'an Refinery.
Chapter II Duties and Responsibilities
Article 4 The Electrical Department is the centralized management department for equipment maintenance of the whole plant, and the electrical and instrument management department is responsible for the electrical and instrument parts.
(a) responsible for the preparation of plant shutdown maintenance plan, the examination and approval of construction scheme and the organization and coordination of on-site construction.
(two) responsible for the inspection, supervision and assessment of the daily maintenance of each unit in the factory.
(3) Be responsible for reviewing the equipment maintenance workload visa form of each unit in the factory.
Article 5 Responsibilities of the production workshop
(a) responsible for the division of labor and implementation details of the unit.
(two) responsible for organizing the implementation of the unit's daily maintenance and temporary repair.
(three) responsible for the preparation and reporting of the unit's shutdown maintenance and daily maintenance plan.
(four) responsible for the preparation of the unit maintenance plan and related plans.
(five) responsible for the inspection and acceptance of the construction quality of the maintenance project and the preparation of the maintenance workload visa.
(6) When the new equipment is installed, the production workshop will inform the Electrical Engineering Department, which will organize the docking of electrical, instrument and other related units to clarify the maintenance contents of the electrical instrument part of the new equipment.
Article 6 Maintenance Workshop Responsibilities
(a) responsible for the maintenance of mechanical parts of equipment such as pumps in the production workshop.
(2) Responsible for the maintenance work arranged by the maintenance headquarters during the shutdown and overhaul of the device.
(three) responsible for the completion of the temporary repair work arranged by the motor department.
Article 7 The electrical workshop is responsible for the maintenance and overhaul of electrical parts of power transmission and transformation systems, pumps and other equipment in the whole plant, as well as the disassembly and assembly of electrical parts during equipment overhaul.
Before motor overhaul, the electrical workshop should remove the coupling protectively and hand over the coupling parts to the production workshop for safekeeping. The workshop is responsible for reassembling and aligning the coupling.
Article 8 The instrument workshop is responsible for the installation, maintenance, repair and calibration of all instrument components in the whole plant, as well as the disassembly and assembly of instrument components during the maintenance of other projects;
Article 9 The Budget Department is responsible for the pre-(final) calculation of the project cost of the outsourcing construction project for the overhaul (emergency repair) of the whole plant.
Chapter III Maintenance Plan
Tenth maintenance plan is divided into annual equipment overhaul plan, daily (monthly) repair plan and temporary repair plan.
Article 11 The annual overhaul plan of the whole plant is to prepare the annual comprehensive plan according to the notice of preparing the annual comprehensive plan of the whole plant.
Article 12 The emergency repair plan for the device (equipment) is a plan for emergency repair of the device (equipment) according to the production arrangement or the failure of the device (equipment). The emergency repair plan for devices or large-scale equipment must be approved by the oil refining company before implementation.
Article 13 Equipment overhaul plan:
(1) After receiving the notice from the factory planning department, each unit will start to prepare the equipment maintenance plan for the next year. All units shall timely collect relevant drawings, materials, technical data and economic indicators that need to be reported to the device overhaul plan, and the project plan shall be comprehensive and accurate.
1. After the workshop overhaul project plan is completed, the workshop shall organize leaders and management personnel to hold a meeting to discuss, and the workshop leaders shall report it to the functional departments after examination and approval.
2. Functional departments (motor, instrument management, infrastructure) organize relevant units to discuss the overhaul project plan of the whole plant.
3. After the overhaul project plan is determined, the production workshop will send it to the competent leader for approval, then to the functional department for approval, and finally to the competent leader of the functional department for approval.
4. All functional departments summarize the overhaul project plans of all units in the plant, send them to the budget department for cost budget, and then report them to the planning department.
5. The Planning Department shall organize the factory plan review meeting to discuss and pass, and report it to the refining and chemical company with the consent of the factory leaders.
(2) All technical renovation projects included in the shutdown plan shall be summarized by the Engineering Department and submitted to the Electrical Engineering Department. The engineering department is responsible for the implementation of the project, and the mobile department organizes the construction.
(3) After the overhaul project plan is determined, the centralized management department informs the workshop to declare the material plan in the OA system.
(four) the cost of comprehensive overhaul project and emergency repair project shall be paid by the annual planned repair cost and included in the production cost.
(5) Before the start of equipment maintenance 1 month, each production workshop shall prepare an equipment maintenance (emergency repair) plan, which shall include an overview of equipment maintenance (emergency repair), workshop organization, maintenance project plan and construction network diagram.
1. Briefly describe the problems existing in the operation of the device and list the main problems solved in this overhaul (emergency repair);
2. The maintenance (emergency repair) project plan should be classified and clear item by item, with accurate specifications, models and quantities;
3. Explain the overhaul (emergency repair) plan shutdown purging time, start-up time and overhaul time.
4. The person in charge of the outsourced construction project must be clear; The project schedule shall be signed by the equipment supervisor and the person in charge of the electrical department at the bottom of each page; The items of workshop self-inspection are detailed and clear, and implemented by people (implementer, monitor and project leader).
5. After the completion of the equipment overhaul (emergency repair) plan, the workshop leader, the factory director in charge of production, the production department, the technical department and the motor department shall examine and approve it.
6. The bidding plan for overhaul (emergency repair) shall be prepared by functional departments and reported by the Mobile Division.
Article 14 Daily (monthly) maintenance plan:
(1) The monthly maintenance plan of the equipment is proposed by the production workshop in view of the problems and hidden dangers existing in the operation of the equipment in this workshop. The plan is comprehensive, accurate and the workload is clear, and it shall be reported to the mobile office before 10 every month. After the examination by the mobile office, it shall be reported to the Planning Office before 15. The Planning Department will distribute the audited plan to the workshop, the minor repairs will be organized and implemented by the production workshop, and the major repairs will be organized and implemented by the Electrical Engineering Department.
(two) once the maintenance plan is issued, it shall not be added or modified at will to ensure the accuracy of the plan, and each unit shall be assessed.
Article 15 The temporary emergency repair plan of the device shall be formulated by the workshop and implemented by the mobile office. After the workshop prepares the emergency repair plan, it shall be submitted to the electrical engineering department for approval, and the workshop shall be submitted to the planning department, which shall report to the relevant departments of the refining and chemical company for approval according to the procedures. If the emergency repair project is particularly urgent, you can report it directly to the Electrical Engineering Department, implement it after approval, and then supplement the plan.
Chapter four? Maintenance construction management
Sixteenth maintenance materials, accessories recipients management:
(1) The equipment and accessories for factory overhaul shall be collected according to the Methods for Collecting Materials for Overhaul of Yan 'an Refinery.
(2) The workshop equipment technician shall timely and accurately report the materials needed for daily equipment maintenance and repair to the Electrical Engineering Department and the Supply Department every month according to the operation of the workshop equipment. Maintenance materials and accessories are collected by the production workshop. The quality of equipment and accessories shall be confirmed by the production workshop and construction unit before installation, and those that cannot be confirmed shall be reported to the Electrical and Mechanical Department of the whole plant. Unqualified parts are returned to the supply department.
Article 17 Daily (monthly) inspection and maintenance of construction management:
(1) When the equipment breaks down and needs maintenance, the workshop should make preparations before maintenance. When the maintenance conditions are met, the workshop equipment technician shall notify the maintenance workshop and fill in the "Equipment Repair Sheet".
(2) After receiving the work order, the maintenance workshop will send maintenance personnel for safety inspection before maintenance. After meeting the requirements, carry out maintenance according to the equipment maintenance regulations and fill in the "Maintenance Record".
(three) for major technical problems in maintenance, the technical director of the maintenance unit shall report to the Electrical Engineering Department in time, and the Electrical Engineering Department shall organize relevant personnel to study and solve them.
(4) After the maintenance is completed, the maintenance personnel shall notify the equipment technician of the maintenance unit to conduct trial operation and acceptance of the maintenance equipment, and hand over the completed maintenance records to the maintenance unit, which shall be signed by both parties.
(5) When the main equipment and key equipment fail, the production workshop should contact the maintenance workshop and report to the Electrical Engineering Department in time, and the Electrical Engineering Department should organize the treatment in time.
Eighteenth temporary repair construction management:
(1) When the main production equipment that endangers production safety or breaks down outside normal working hours and needs maintenance, the production unit shall report to the obstetrics department, and the production department shall notify the relevant units to arrange maintenance.
(2) When the whole plant is shut down for emergency repair, it shall be decided by the main production leaders of the whole plant, and the Electric Machinery Department shall organize relevant functional departments and production units to formulate emergency repair plans and implement them according to the plans.
Article 19 Construction management of factory shutdown and overhaul
(a) Before the device is shut down for maintenance, the following work should be done.
1. Establish the overhaul headquarters, and define the organization, the person in charge of the professional group and the responsibilities of the professional group.
2. Before the overhaul, the production department is responsible for organizing other professional departments and production workshops to assist in the preparation of the start-up and shutdown plan of the refining unit, which will be implemented after being audited by the professional departments and offices of the factory and the refining and chemical company.
3. Before the overhaul, the Electrical Engineering Department is responsible for organizing other professional departments and production workshops to assist in the preparation of the maintenance plan for oil refining equipment, which will be implemented after being audited by the professional departments and offices of the factory and the refining and chemical company.
4. Before the equipment (equipment) is overhauled, the outsourcing construction unit must receive safety education, and sign a safety construction contract or agreement with the safety department of each factory, otherwise the construction may not be carried out.
5. Do a good job of "Ten Implementations" before maintenance. That is, the implementation of safety measures, organization work, construction projects, maintenance time, equipment and spare parts, various materials, labor, construction drawings and political and ideological work. In particular, the materials and equipment entering the site shall be strictly inspected to prevent unqualified materials and equipment from reaching the site.
6. Before maintenance, the mobile engineering team should organize relevant departments and construction units to complete the construction disclosure, so as to achieve the disclosure of engineering tasks, construction drawings, quality standards, construction safety measures, equipment parts and materials.
7. The mobile office is responsible for compiling the network diagram of overhaul construction of the whole plant. The construction scheme, construction safety plan and network diagram of key equipment and key maintenance projects shall be compiled by the construction unit, audited by the Mobile Division, and submitted to the Mobile Equipment Department of the company for review and filing.
(2) During the construction, the maintenance unit shall strictly implement the rules and regulations of petrochemical equipment maintenance procedures and the provisions of Yan 'an Refinery Maintenance Standardization Process to ensure the safety of maintenance.
(three) the maintenance work should implement total quality management, in strict accordance with the quality standards in the technical regulations for maintenance. The maintenance of key equipment must have an intermediate acceptance link, and the project leader will check and sign the quality of the intermediate acceptance.
(4) Site management of equipment maintenance
1. The start time of overhaul shall be subject to the safety inspection organized by the safety department of relevant units. Without permission, it is forbidden to arrange the construction unit personnel to enter the site in advance.
2. When entering the site, the construction unit shall strictly abide by the relevant requirements of our factory and the maintenance headquarters, and shall not disassemble, weld or climb at will.
3. After the start of equipment overhaul, the overhaul headquarters should pay close attention to the inspection and implementation of planned projects and concealed projects.
4. Before the implementation of a single maintenance project (such as large units and high-risk devices, etc.). ), the production workshop should handle the handover formalities with the construction unit, and handle the relevant tickets and on-site inspection at the same time.
5. During the overhaul period, the professional groups under the overhaul headquarters are responsible for the management.
6. Equipment maintenance should be civilized, and the maintenance site should adhere to:
"Three lines" (one line for tools, one line for accessories, one line for parts and one line for materials;
"Three can't see the sky" (grease can't see the sky, washed parts can't see the sky and lead powder can't see the sky;
"Three don't fall to the ground" (accessories and parts don't fall to the ground, tools and measuring tools don't fall to the ground, oil stains and sundries don't fall to the ground);
"Five don't use it indiscriminately" (don't use sledgehammer, pipe wrench and flat shovel indiscriminately, don't disassemble, unload, pull or top it indiscriminately, don't tamper with other equipment, don't break the insulation layer and don't tamper with other equipment spare parts).
7. Yan 'an Refinery manages the construction safety of the maintenance site.
Chapter V Maintenance Acceptance, Visa and Data Filing
Twentieth key equipment, major equipment, key projects and equipment completion acceptance by the overhaul quality supervision team for acceptance, maintenance records by the production workshop archive. The inspection report of special equipment shall be filed by the mobile office.
Twenty-first general equipment and engineering acceptance by the workshop organization construction unit, maintenance records by the workshop archive.
Article 22 Equipment, pipelines, etc. Those that have been overhauled should reach the intact standard to avoid oil leakage, water leakage, steam leakage (gas leakage), material leakage and electric leakage.
Twenty-third maintenance quantity visa:
(1) Before maintenance, the production workshop shall issue a "Maintenance Project Construction Instruction Sheet" to the construction unit. The construction unit shall carry out the construction strictly in accordance with the construction scope of the "Maintenance Engineering Construction Instruction" during the construction process, and shall not expand the construction scope without authorization. After the overhaul begins, the construction unit shall report the new overhaul project to the Electrical Engineering Department for approval, and fill in the "Maintenance Project Construction Guidance Sheet" before construction.
(2) After the maintenance project is completed and accepted, the production workshop will issue a "quantity visa".
(3) The overhaul project visa should be completed within 1 month after the completion of the overhaul, and the routine maintenance visa should be completed within 5 working days after the completion of the overhaul.
Chapter VI Evaluation
Article 24 The assessment of this system shall be carried out in accordance with the Detailed Rules for Monthly Assessment of Equipment Management in Yan 'an Refinery.
Chapter VII Supplementary Provisions
Article 25 The Electrical Machinery Division is responsible for interpreting and supervising the implementation of this system.
Article 26 This system shall be implemented as of the date of promulgation, and the original Regulations on Equipment Maintenance and Management of Yan 'an Refinery (Yan Lianfa [2010] No.6) shall be abolished at the same time.
