If the crew had not been experienced and handled the situation properly, the consequences would have been unimaginable. So how can portable electronic devices such as cell phones interfere with navigation systems? Devices that can cause electromagnetic interference to navigation systems include active and inactive signal transmitting devices, of which those that have a significant impact are active signal transmitting devices, such as cell phones. According to international conventions, the current navigation system channels are 1200 MHz, 110 MHz and 75 MHz respectively, and other generators are not allowed to use these channels. However, the current channels for cell phones such as GSM system are 800 MHz, CDMA system is 900-1000 MHz and PCS system is 1800 MHz, which are very close to the navigation system. Once the cell phone frequency is changed, it is very dangerous to have the same frequency as the electronic equipment on board. Other non-active signal transmitting devices such as laptop computers, video game consoles, video cameras and tape recorders can also cause interference due to the use of high frequency clock oscillators. Further, even if the signal of electromagnetic interference is weak, it can directly affect the navigation system if the user is sitting in the nose of the aircraft or if there is nothing in front to block it. Internationally, civil aviation authorities and airlines in many countries, including the United States, Canada, the European Joint Aviation Authority and New Zealand, have successively formulated relevant regulations and procedures in restricting the use of portable electronic devices. The Civil Aviation Administration of China (CAAC) has also successively formulated relevant regulations requiring airlines to broadcast reminders to passengers to turn off their cell phones before takeoff. However, there are still individual passengers who lack safety awareness and legal concepts, and are indifferent to the broadcasts of the flight crews, which intentionally or unintentionally caused a number of dangerous situations, some of which were close to the edge of accidents, and seriously jeopardized the safety of other people's lives and properties. The new provisions have increased penalties on the basis of further improving the legislation. According to Article 88 of the Civil Aviation Law of the People's Republic of China*** and the People's Republic of China, "Radio stations and other instruments and devices used by any unit or individual shall not prevent the normal use of the dedicated frequency for civil aviation radio." According to Title II, Chapter 2 of the Criminal Law of the People's Republic of China*** and the People's Republic of China, Chapter 2, Crimes Against the Safety of the Public***, Article 116: "Anyone who sabotages a train, automobile, tram, vessel, or aircraft in a way that is sufficient to bring about the danger of capsizing or destroying it, and has not yet caused any serious consequences, shall be sentenced to fixed-term imprisonment of not less than three years and not more than ten years. " Article 119 stipulates that "Anyone who destroys a means of transportation, transportation facilities, electric equipment, gas equipment, or inflammable or explosive equipment, causing serious consequences, shall be sentenced to fixed-term imprisonment of not less than 10 years, life imprisonment or the death penalty."
