The rural domestic garbage referred to in these Measures refers to solid waste generated in daily life or in activities providing services for daily life, as well as solid waste regarded as domestic garbage as stipulated by laws and regulations.
Laws and regulations on the management of hazardous wastes, medical wastes, construction wastes, waste electrical and electronic products and other solid wastes have been stipulated, shall be governed by their provisions. Article 3 Rural living garbage is divided into four categories: recyclable garbage, hazardous garbage, perishable garbage and other garbage.
(1) Recyclable garbage: including waste paper, waste plastics, waste glass, waste textiles, waste metals and waste paper-plastic-aluminum composite packages;
(2) Hazardous garbage: including discarded batteries, discarded fluorescent lamps, discarded thermometers, discarded sphygmomanometers, discarded medicines and their packages, discarded paint and solvents and their packages, and discarded pesticides and disinfectants and their packages;< /p>
(c) Perishable garbage: including kitchen waste, discarded vegetables, rotting fruits and vegetables, fallen leaves, feces, etc.;
(d) Other garbage; refers to other domestic wastes besides perishable garbage, recyclable garbage, and hazardous garbage.
The specific classification standards for rural household garbage can be adjusted according to the level of economic and social development, the characteristics of household garbage and the actual needs of disposal and utilization in each place. Article 4 The governance of rural living garbage adhere to the principles of government-led, social participation, urban and rural integration, local management, source management, classification and treatment, and promote rural living garbage reduction, resource utilization and harmlessness. Article 5 The municipal people's government coordinates the city's rural living garbage management work, incorporating it into the national economic and social development plan, determining the management objectives, and improving the coordination, assessment, supervision and incentive mechanism.
The Municipal Urban Management and Law Enforcement Commission is the competent authority of the city's rural living garbage management, and is responsible for the city's rural living garbage management of the overall planning, comprehensive coordination and assessment and supervision work.
Departments such as development and reform, agriculture and rural areas, natural resources and planning, ecological environment, health and wellness, education, housing and construction, commerce, finance, civil affairs, transportation and supply and marketing shall, in accordance with their statutory duties, work together to do a good job in the governance of rural living garbage. Article 6 The people's governments at all levels in the city shall strengthen the publicity and education of rural living garbage management, and enhance the awareness of villages (residents), village units and individuals to categorize and reduce the amount of living garbage.
Newspapers, radio, television, Internet and other media shall publish a certain percentage of public service advertisements on rural living garbage management.
The administrative departments of education should incorporate the knowledge of domestic waste reduction at source, classification, recycling and harmless treatment into the education and social practice of schools and kindergartens.
The youth league at all levels ****, women's federations and other organizations should be the classification of household garbage management of publicity and education into the rural family civilization construction, the ideological and moral education of minors content. Chapter II Management Responsibilities Article 7 The people's governments of counties (cities and districts) shall coordinate the management of rural living garbage in their administrative areas, and specifically fulfill the following responsibilities:

(2) to determine the administrative department responsible for the management of rural living garbage and to clarify the responsibilities of other relevant departments;

(vi) Rational arrangement of purchase outlets, and the establishment of market players to participate in the waste plastics, waste glass, waste fabrics and other recyclable garbage resource utilization system;
(7) the establishment of a comprehensive appraisal system, rural living garbage management work into the functional departments, township people's governments (street offices) of the appraisal and evaluation system;
(8) the laws and regulations of other matters. Article 8 The township people's government (street office) organizes and implements the rural living garbage management work under its jurisdiction, and specifically performs the following duties:
(1) according to the rural living garbage management special plan of the county (city and district) people's government, formulates the rural living garbage management work plan under its jurisdiction;
(2) promotes the construction of garbage transfer stations under its jurisdiction, and ensures that the stations operate normally;
(3) promotes the construction of the rural living garbage management work under its jurisdiction, and guarantees the normal operation;
(3) organizing and implementing the daily management work of sorting, collecting and transporting domestic garbage in the area under its jurisdiction;
(4) supervising, guiding, evaluating and daily inspecting the work of garbage management in villages (communities);
(5) other matters stipulated by laws and regulations. Article 9 The village (neighborhood) committee organizes and carries out the work of garbage cleaning, classification and collection, and specifically performs the following duties:
(1) through the village (neighborhood) meeting or the village (neighborhood) representative meeting, to incorporate garbage management into the village rules and regulations, propaganda and guidance for the villagers, village units and individuals, operators to consciously carry out the classification of garbage, and actively participate in the rural garbage management;

(3) set up a team of cleaners and implement the responsibility of collecting garbage in a classified manner;
(4) equip with garbage sweeping, collecting and transporting equipments and tools, and build garbage collecting and transferring houses (points), classified temporary storage places, perishable garbage composting points or perishable garbage in-situ resource treatment stations;
(E) organizing and carrying out environmental health improvement, maintaining the village appearance neat and hygienic;
(F) guiding and supervising villagers, village units and individuals to put garbage in a separate manner, and dissuading non-compliance with the provisions of the act of putting garbage;
(VII) other matters stipulated by laws and regulations.
