Jilin Provincial Health Department has internal institutions.

According to the above responsibilities, the Ministry of Health has 16 internal institutions:

(1) Office (Foreign Affairs Office).

Responsible for the daily operation of messages, meetings, confidential documents, archives and other organs, as well as security, government affairs disclosure, letters and visits, health statistics, news release, information construction and other work; Responsible for organizing health assistance work and managing foreign affairs administration and foreign affairs activities of organs.

(2) Personnel Department (Department for Retired Cadres).

To study and formulate the development plan of health talents in the whole province and organize its implementation; Responsible for the personnel, organization and labor wages of cadres of organs and directly affiliated units; Responsible for the comprehensive coordination and management of the qualifications of health professional and technical personnel; Responsible for the management and service of senior experts; Responsible for organizing and implementing relevant education and training; To be responsible for the work of retired cadres in organs and guide the work of retired cadres in directly affiliated units.

(3) Planning and Finance Department.

Draw up the long-term development plan and special construction plan of the province's health undertakings, and promote regional health planning; Overall planning and coordination of the province's health resources allocation; Manage the configuration of large medical equipment; Put forward policy suggestions such as medical service price, drug price and basic medical insurance expense settlement; Formulate measures and standards for the management of health equipment in the province and organize their implementation; Formulating relevant standards for purchasing drugs and medical devices and organizing their implementation; Responsible for the supervision and management of financial assets and internal audit of departments and directly affiliated institutions.

(4) the legal department.

Responsible for the formulation of the province's health legal system construction planning, coordination, organization and participation in the drafting of health, food safety, drugs, medical devices and other local regulations and provincial government regulations; Responsible for the formulation and management of local health standards; Guide the construction of local health legal system; Responsible for administrative reconsideration, administrative litigation and law enforcement supervision and inspection; Responsible for the legality review of relevant normative documents of this organ.

(five) health emergency office (public health emergency command center).

Responsible for guiding and coordinating the province's health emergency work; To formulate plans, systems, schemes and measures for health emergency and emergency medical rescue; Guide and organize health emergency activities such as prevention and preparation, monitoring and early warning, disposal and rescue, analysis and evaluation of public health emergencies; Establish and improve the health emergency information and command system; To undertake the organization and coordination of public health issues in major safety incidents such as disaster relief, counter-terrorism, poisoning and radiation accidents; Organize and coordinate the emergency medical rescue work of sudden heavy casualties; Organize health emergency scientific research and emergency knowledge education.

(6) Department of Disease Prevention and Control (patriotic health campaign committee Office).

In view of the public health problems that seriously endanger the health of the people in the province, formulate major disease prevention and control plans, immunization plans and intervention measures and organize their implementation; Improve the prevention and control system of major diseases to prevent and control the occurrence of diseases and the spread of epidemics; Manage the prevention and control of infectious diseases, endemic diseases and occupational diseases according to law, and carry out disease monitoring, early warning and prediction; To undertake the release of information on statutory reporting of infectious diseases; To undertake the daily work of the Office of patriotic health campaign committee and the Office of the Provincial AIDS Prevention and Control Committee.

(7) Rural Health Management Office.

To formulate rural health development plans and policies and measures; Formulate rural basic health care plans and organize their implementation; Responsible for the comprehensive management of the new rural cooperative medical system, organize the formulation of the new rural cooperative medical system and policies, and coordinate, organize and guide the implementation; Participate in planning and guiding the construction of rural health service system; Guide local governments to carry out rural doctors' practice registration and related management according to law; To undertake the daily work of the office of the coordination leading group of the new rural cooperative medical system of the provincial government.

(8) Department of Maternal and Child Health and Community Health.

To formulate policies, plans, norms and organize the implementation of maternal and child health, community health and health education; Formulate management training program and standards of relevant institutions and personnel and organize their implementation; Organize the implementation of technical standards for maternal and child health; Supervise and manage maternal and child health care according to law; Take the lead in organizing the prevention and reduction of birth defects and congenital disabilities.

(9) Medical Administration Department.

Formulate policies, norms and standards related to medical institutions, medical technology application, medical quality and service, and management of blood collection and supply institutions, and organize and guide their implementation; Formulate professional standards and service norms for medical personnel and organize their implementation; Responsible for formulating policies, norms and organizing the implementation of related hospital pharmacy, key clinical specialties construction, hospital infection control, medical emergency system construction and clinical laboratory management; Participate in the management of clinical trials of drugs and medical devices; Responsible for emergency medical rescue of major casualty accidents.

(10) Medical Service Supervision Office.

To undertake the supervision of medical services in medical institutions, organize the formulation and implementation of measures and plans for the supervision of medical services in medical institutions, establish a medical quality evaluation and supervision system for medical institutions in the province, and organize the supervision and evaluation of medical quality, safety, service and financial management; Responsible for the comprehensive management of medical accidents; Responsible for the supervision of medical advertisements; Study and establish a public hospital supervision system with public welfare as the core, and undertake to promote the reform of public hospital management system.

(eleven) food safety comprehensive coordination office.

Participate in the drafting of local laws and regulations on food safety supervision and draft regulations of the provincial government, formulate local standards for food safety, sanitary conditions and norms of food production and operation enterprises, qualification certification conditions and inspection norms of food safety inspection institutions; Organize the investigation and handling of major food safety accidents according to law; To undertake food safety monitoring, risk assessment and early warning; Responsible for the unified release of major food safety information.

(12) Department of Drug Policy and Essential Drug System.

To implement the national essential drug system, organize the implementation of drug codes and national essential drug lists, and draft local regulations and provincial government regulations on the management of clinical application of drugs and medical devices; Participate in the formulation of policies and measures for the procurement, distribution and use of national essential drugs, and participate in the research and guidance of national essential drug price policies.

(13) Department of Science, Technology and Education.

To study and formulate the development plan of key medical science and technology in the whole province; Organize and coordinate key medical research projects, and guide the popularization and application of medical scientific and technological achievements and popular science work; Study on technical standards of medical and health care; To undertake the supervision and management of biological safety in medical and health laboratories; Organize and guide the on-the-job training of health professional and technical personnel; Organize continuing medical education and post-graduation medical education.

(14) Health Supervision Office.

Guide and standardize health administrative law enforcement; Responsible for the supervision and management of occupational health, radiation health, environmental health and school health according to the division of responsibilities; Responsible for the hygiene supervision and management of public places and drinking water; Responsible for the prevention and control of infectious diseases; Rectify and standardize the medical service market and crack down on illegal medical practice and illegal blood collection and supply; Supervise major medical and health violations.

(fifteen) health management office.

To be responsible for the medical care and preventive health care of the health care targets determined by the Health Care Committee of the Provincial Party Committee; Responsible for organizing the medical care and health prevention work of international, national and provincial important conferences and major activities held in our province; Responsible for the medical and health care arrangements and health and disease prevention work for national leaders and senior foreign guests coming to Kyrgyzstan; To guide the medical care work of city (state) cadres; To undertake the daily work of the office of the Provincial Health Committee.

To be responsible for the acceptance and approval of relevant administrative examination and approval items in health management according to the national guidelines, policies, laws and regulations on health work; Responsible for organizing and coordinating the exploration, demonstration and audit of administrative examination and approval items; Responsible for the issuance of relevant administrative licenses; Responsible for the use and management of the special seal for administrative examination and approval; Responsible for administrative reconsideration and administrative litigation of administrative examination and approval matters; Responsible for other administrative examination and approval items undertaken by the health department as stipulated by laws, regulations and rules.
