Chapter I General Principles
Article 1 In order to strengthen the funeral management in our city, deepen the funeral reform, standardize the funeral activities, and promote the construction of socialist spiritual civilization and ecological civilization, these measures are formulated in accordance with relevant laws and regulations such as the Regulations on the Administration of Funeral in the State Council and the Regulations on the Administration of Funeral in Guizhou Province, and combined with the actual situation in our city.
Article 2 These Measures shall apply to funeral activities, funeral management and funeral services within the administrative area of this Municipality.
Article 3 People's governments at all levels shall vigorously promote funeral reform within their respective administrative areas, establish and improve the working mechanism of government responsibility, departmental cooperation and social participation, and incorporate funeral reform into local social development planning and work performance management.

The fifth municipal civil affairs department is responsible for the funeral management in the city. County (city, district) civil affairs department is responsible for the funeral management within their respective administrative areas. Chapter II Funeral Facilities
Eighth people's governments at all levels shall incorporate the construction of funeral service facilities into the overall planning of urban and rural construction at the same level, and go through relevant procedures according to law. (1) Cultivated land in forest land and basic farmland protection areas;
(two) city parks, nature reserves, scenic spots and cultural relics protection areas;
(3) Near reservoirs, river dams and drinking water source protection areas;

Existing graves in the areas specified in the preceding paragraph shall be moved within a time limit or buried deep without leaving graves, except for cemeteries with historical, artistic and scientific value protected by the state.
Eleventh shall not have the following acts:
(a) unauthorized construction of funeral facilities;
(2) Repairing or establishing clan tombs;

Article 12 The area of single tomb and double tomb for burying ashes shall not exceed 1 m2; The area of a single tomb for burying remains shall not exceed 4 square meters, and the area of a double tomb shall not exceed 6 square meters.
Thirteenth cemetery renters have the right to rent acupuncture points and places for placing ashes in the cemetery within a limited time, but they have no right to dispose of them. The maximum term of each lease shall not exceed 20 years. After the expiration of the validity period, if it is necessary to continue to use it, it shall go through the renewal procedures in accordance with relevant regulations.
Chapter III Funeral Activities
Fourteenth funeral activities shall abide by the provisions of environmental sanitation, traffic management and city appearance, and shall not pollute the environment, disturb public order, endanger public safety or infringe upon the legitimate rights and interests of others.
Fifteenth funeral shall have the following acts:
(1) Funeral activities are lavish;
(two) where there is a centralized funeral place, a mourning hall shall be set up in other places to carry out funeral activities;
(3) Setting off fireworks and firecrackers in centralized funeral places;
(4) Setting off fireworks and firecrackers or throwing paper money in the urban area during the funeral;
(five) set up a mourning hall in the mortuary of medical institutions to carry out condolence activities.
Article 16 Religious personnel and religious citizens shall hold normal religious ceremonies in funeral activities, which shall be held in places for religious activities.

Chapter IV Disposal of Remains

(four) the need to transport the remains across regions in the province shall be examined and approved by the municipal civil affairs department where the deceased died.
Article 20 The storage and donation of remains shall be handled in accordance with the following provisions.
(a) the body of an abnormal death needs to be temporarily preserved, and it needs to be approved by the judicial organ or the civil affairs department at or above the county level;
(2) Medical teaching and scientific research units need to use the remains for teaching and scientific research, and voluntarily donate the remains for teaching and scientific research. The units using the remains and the relatives of the deceased should go to the notary office for notarization first, and then go through the formalities at the civil affairs department.
Twenty-first cremation shall be handled in accordance with the following provisions.
(a) in areas where cremation has been carried out, the remains of the deceased shall be cremated on the spot, except as otherwise provided by laws and regulations;
(2) The cremation of the remains shall be carried out after passing the inspection in the crematorium with the death certificate, identity card or residence booklet and the notice of cremation of the remains issued by the funeral management department;
(3) The remains and nameless bodies of people who died abnormally shall be cremated by the public security and the court, and the funeral management department shall issue a notice of cremation of the remains, and the cremation place shall be verified before cremation.
Twenty-second whoever died of infectious diseases shall be dealt with according to the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases.
Article 23 It is forbidden to bury the remains that should be cremated.

(II) The ashes of the deceased with local household registration shall be verified by the local funeral management department on the materials such as the deceased's identity card or household registration book, proof of grave location, grave purchase contract, grave purchase invoice, and the identity card of the ashes receiver, and an "ashes collection notice" shall be issued, which shall be registered and issued by the crematorium;
(3) The ashes of the deceased who are not registered in this Municipality shall be verified by the funeral management department of the crematorium on the identity certificate of the deceased, the cremation certificate and the identity certificate of the handler, and a notice of receiving the ashes shall be issued, which shall be registered and issued by the crematorium;
Twenty-sixth ashes disposal shall be handled in accordance with the following provisions.
(1) Burial of ashes (release): Urban residents should be buried (release) in operating cemeteries, and rural residents should be buried (release) in rural public welfare cemeteries;
(two) the implementation of ecological and diversified disposal of ashes, voluntary application for deep burial, tree burial, flower burial, lawn burial, scattered burial, etc., shall be organized and implemented by the local funeral management department;
(three) the ashes shall be kept by the funeral home for 30 days free of charge, and the storage fee shall be paid according to the regulations; Unclaimed ashes after 6 months shall be regarded as unclaimed ashes 30 days after the announcement. The ownerless ashes shall be treated without pollution by the local funeral management department.
Article 27 The following acts are prohibited:
(1) Building graves and erecting monuments outside cemeteries;
(two) the establishment of large tombs and luxury tombs in the cemetery;
(3) In areas where cremation is practiced, the ashes shall be buried in coffins.
Chapter VI Funeral Supplies
Twenty-eighth production of funeral equipment, must meet the technical standards prescribed by the state. It is forbidden to manufacture and sell funeral equipment that does not meet the national technical standards.
Twenty-ninth production and sale of funeral supplies must be registered by the industrial and commercial and tax departments.
Thirtieth prohibit the production and sale of feudal superstitious funeral supplies and illegal grave materials. It is forbidden to produce and sell funeral supplies such as coffins in cremation areas.
Chapter VII Funeral Service Units
Thirty-first funeral service units refer to relevant organizations that provide services for funeral activities according to law.
Without the approval of the civil affairs department, other units and individuals may not engage in funeral services such as body transportation, anti-corrosion, cosmetic surgery, refrigeration, cremation and ashes storage.
Thirty-second funeral service units should strengthen the management of funeral service facilities and equipment, keep funeral service places, facilities and equipment clean and intact, strengthen environmental greening and beautification, and prevent environmental pollution.
Thirty-third funeral service units should establish and improve various rules and regulations, strengthen the training of employees, abide by professional ethics, and provide high-quality, efficient, fast and convenient services with institutionalized and standardized management.
Thirty-fourth funeral service units should strengthen file management, establish and improve the information database, and improve the management level of information registration.
Thirty-fifth funeral service units should be approved by the price department according to law, and should publicize the charging items and standards, and consciously accept supervision and inspection.
8 th Zhang Huimin funeral
Thirty-sixth people's governments at all levels should include funeral expenses in the fiscal budget, establish an investment growth mechanism, and continuously improve the government's funeral service capacity.
Article 37. What are the transportation, parking, cremation and ashes storage of the remains? Four items? Basic funeral services, the expenses incurred are included in local financial security, and additional services are encouraged to be included in the scope of protection.
Article 38 The following persons are not subject to this restriction? Four items? Basic funeral service fee:
(1) Urban and rural residents with Zunyi household registration;
(2) Full-time students who are not registered in Zun's universities in this Municipality and active servicemen stationed in Zun's troops;
(3) Migrant workers who have signed labor contracts with enterprises and institutions, paid endowment insurance according to regulations 1 year or more, and registered and lived in the public security organs of Zunyi City and county (city, district);
(4) Persons who died due to natural disasters;
(5) Unknown corpse.
Those who enjoy funeral subsidies from the state, enterprises and relevant institutions are not exempted.
Thirty-ninth funeral service units should actively introduce low-cost, reduced Huimin service projects to provide services for funeral activities of low-income people.
Chapter IX Punishment Rules
Fortieth unauthorized construction of funeral facilities shall be handled by the civil affairs department in conjunction with the construction and land departments according to law.
Forty-first graves with an area exceeding the prescribed standard shall be handled by the civil affairs department in accordance with the relevant provisions of the Regulations on the Administration of Funeral.
Forty-second in violation of other provisions of these measures, the civil affairs department or in conjunction with other relevant departments shall be dealt with according to law.
Forty-third hinder or interfere with the funeral management staff to perform official duties, the public security organs shall give administrative penalties for public security; Anyone suspected of committing a crime shall be investigated for criminal responsibility according to law.
Forty-fourth party member cadres in violation of the provisions of these measures, in addition to the provisions of these measures, by the discipline inspection and supervision departments in accordance with the relevant provisions.
Article 45 If a party refuses to accept a specific administrative act, it may apply for administrative reconsideration or bring an administrative lawsuit according to law.
Chapter X Supplementary Provisions
Forty-sixth overseas Chinese, Hong Kong, Macao and Taiwan compatriots and foreigners who die in this city and ask for burial shall be carried out in accordance with relevant state regulations.
Article 47 These Measures shall be implemented as of the date of promulgation. The Measures for the Administration of Funeral in Zunyi City (Decree No.22 of the municipal government) promulgated on February 25th, 2000 shall be abolished at the same time.
