Chapter I: Institutions, Personnel and Duties 1.1 National-level disease prevention and control institutions establish tuberculosis prevention and control centers and clinical centers for tuberculosis prevention and control.
1.2 Provincial, prefectural (municipal) and county (district) level disease prevention and control institutions set up specialized sections (institutes and rooms) engaged in tuberculosis prevention and control, or health care institutions designated by the health administrative department to undertake the corresponding functions. Institutions carrying out services such as diagnosis and treatment of tuberculosis must comply with the provisions of the Regulations on the Administration of Medical Institutions and have the appropriate qualifications.
1.3 Township (township) health centers (community health service centers) designate specialists to be responsible for tuberculosis prevention and treatment.
1.4 Village health offices (community health service stations) designate personnel responsible for tuberculosis prevention and treatment. 2.1 Disease prevention and control institutions at all levels or medical and health institutions designated by the health administrative departments reasonably allocate appropriate professional and technical and management personnel to be engaged in tuberculosis prevention and control work according to their responsibilities, work tasks, geographic location and service population.
Reference standards for staffing at all levels:
Provincial-level organizations are composed of at least 20 experienced professional and technical personnel, and are appropriately increased according to the number of counties (districts) under their jurisdiction. For provinces with more than 50 counties (districts), one additional staff member will be added for each additional 10 counties (districts).
Prefecture (city) level organizations are composed of at least 15 experienced professionals and technicians, and increased appropriately according to the number of counties (districts) under their jurisdiction. For counties (districts) with more than 400,000 people, the number of personnel shall be increased by one for each additional 50,000 people.
Separate specialized institutions for tuberculosis prevention and treatment established at or above the county (district) level may appropriately increase the number of specialized personnel in accordance with the standards for the establishment of relevant medical and health institutions and the actual needs.
The township (township) health centers (community health service centers) have full-time or part-time tuberculosis prevention and treatment professionals.
Village health centers (community health service stations) should have personnel responsible for tuberculosis prevention and treatment.
2.2 Tuberculosis prevention and control professionals and technicians need to have the appropriate professional qualifications for the work they are engaged in, or have gone through the relevant technical training organized by the health administrative departments and business authorities at or above the county (district) level and passed the examination before they are allowed to take up their duties. 3.1 National level

3.1.1.9 To organize and carry out research related to tuberculosis prevention and treatment, and to promote scientific and technological achievements as well as new technologies and methods.
3.1.1.10 To accomplish other tasks assigned by the competent authorities of the Ministry of Health.
3.1.2 Main duties of the Clinical Center for Tuberculosis Prevention and Control of the Chinese Center for Disease Control and Prevention:
3.1.2.1 To provide scientific basis and technical support for the formulation of laws, regulations, rules, policies, standards and prevention and treatment plans related to tuberculosis prevention and treatment.
3.1.2.2 To formulate clinical technical programs for tuberculosis prevention and treatment and to guide the implementation of such programs in various places.

3.1.2.6 Carrying out TB drug resistance monitoring and research.

3.2 Provincial level

3.2.2 Provide technical guidance and evaluation on the discovery, treatment and management of TB patients.

3.3 Local (municipal) level
3.3.1 According to the provincial-level tuberculosis prevention and treatment planning, provide technical support for the formulation of tuberculosis prevention and treatment planning, work plans, funding budgets, etc. at the local level in the light of the local reality, and assist in the organization and implementation.
3.3.2 Provide technical guidance and evaluation on the discovery, treatment and management of TB patients.

3.4 County (district) level

3.4.2 Undertake the discovery, reporting, registration, treatment and management of tuberculosis patients, and set up a full-time staff responsible for the management of tuberculosis patients to supervise chemotherapy.
3.4.3 Responsible for the collection, entry, verification and reporting of information on tuberculosis, and timely analysis and evaluation of information materials.
3.4.4 Inspecting and guiding the work of medical institutions in the region, such as epidemic reporting and referral, and carrying out tracking of TB patients and examination of close contacts.
3.4.5 Carrying out sputum smear examinations, gradually carrying out the isolation and culture of mycobacteria in accordance with the actual situation in the region, carrying out laboratory quality assurance work under the organization of the prefecture (city), and carrying out quality control, technical guidance and training on sputum smear examinations in laboratories of medical institutions and sputum check points in townships.

3.6.2 Supervise the patients to review and collect medication on time, and retain and send qualified sputum specimens on schedule.
3.6.3 Recommending people with suspected symptoms of tuberculosis to consult the tuberculosis prevention and treatment organizations at county (district) level, assisting in the follow-up of patients with tuberculosis or suspected tuberculosis, and making relevant records.
3.6.4 Provide training and technical guidance to family members or volunteers of patients who implement supervised chemotherapy.
3.6.5 Disseminate knowledge of TB prevention and treatment to patients and the public.
3.7 Medical institutions
3.7.1 Report and refer patients with tuberculosis or suspected tuberculosis found at the first diagnosis in accordance with relevant state regulations.
3.7.2 Responsible for the treatment of patients with critical tuberculosis or serious comorbidities and the timely referral of discharged patients.
3.7.3 Responsible for carrying out health education activities on tuberculosis prevention and treatment in the hospital.
3.7.4 Accept the supervision and guidance of the disease prevention and control institutions (tuberculosis prevention and control organizations). According to the responsibilities and tasks of the institutions at all levels, they provide working rooms with reference to the corresponding construction standards of medical and health institutions, guarantee funds for personnel and work, etc., and configure corresponding instruments and equipment.
