Circular of the People's Government of Henan Province on Effectively Strengthening the Prevention and Control of Atypical Pneumonia

Article 1 In order to effectively prevent, control and eliminate the occurrence and prevalence of atypical pneumonia, to protect the people's health and safety of life, in accordance with the "People's Republic of China *** and the State Law on Prevention and Control of Infectious Diseases" and the provisions of relevant laws and regulations, combined with the actual situation of the province, to formulate the circular. All organs, organizations, enterprises and public institutions, villages (residents) and citizens, must strictly abide by the "Chinese People's *** and State Infectious Disease Prevention and Control Law", and conscientiously implement this circular. Article 3 The Leading Group for Prevention and Control of Atypical Pneumonia in Henan Province is responsible for the unified organization, command and social mobilization for the prevention and control of atypical pneumonia (hereinafter referred to as SARS) in the province. Article 4 The prevention and control of atypical pneumonia shall be based on the principle of territorial management. People's governments at all levels are unitedly responsible for the prevention and control of atypical pneumonia in their own administrative areas. They shall establish a strong leading organization, unify the command, coordinate the work, and implement the organization, funds and measures. Article 5 The health administrative departments at all levels under the leadership of the people's government at this level, the prevention and treatment of SARS unified supervision and management, coordinating various types of medical care at all levels, disease control institutions, SARS prevention, monitoring, control, medical rescue and epidemic management. Article 6 The health administrative departments and disease control organizations at all levels must strengthen the monitoring of epidemics and strictly implement the epidemic reporting system and the zero reporting system according to the regulations. Adhere to the principle of equal emphasis on prevention and treatment, early detection, early reporting, early isolation, early treatment. All organs, organizations, enterprises and institutions and village (neighborhood) committees must at all times accurately grasp the unit, the jurisdiction of the epidemic, and timely report to the local disease control agencies, shall not be concealed, misreported, delayed reporting or authorize others to conceal, misreported, delayed reporting of the epidemic. Article 7 Medical institutions of all levels and types must set up specialized fever clinics and isolation treatment wards, and suspected SARS patients must be immediately isolated on the spot and kept in hospital for observation according to the regulations, and effective measures should be taken to strictly manage and actively treat them; patients who need to be transferred to hospitals for treatment after clinical diagnosis should be promptly escorted to designated hospitals for treatment by specialized ambulance vehicles; no medical institution shall shirk or refuse admission of a patient with suspected SARS for any reason. For suspected SARS patients, no medical institution shall, for any reason, pass the buck or refuse to accept them. Any delay in treatment due to shirking or refusal of admission shall be investigated for administrative or legal responsibility. Article 8 The health administrative departments at all levels and the relevant medical and disease control institutions shall take effective protective measures for the medical and nursing personnel engaged in the prevention and treatment of SARS, the health epidemic prevention and control personnel as well as the staff dealing with the epidemic on the spot, so as to prevent the relevant personnel from being infected. Article 9 All organs, organizations, enterprises and institutions and village (neighborhood) committees must, according to the requirements of the local people's government and the administrative department of health, do a good job of preventing and controlling SARS in their own systems, units and jurisdictions, and ensure the implementation of all prevention and control measures. Article 10 The organizations at the township and village levels are responsible for checking and mapping the local migrant workers and registering them one by one; they are responsible for dissuading them from accepting disease prevention and control management on the spot; they are responsible for the implementation of support measures to solve the production and living difficulties encountered by their families in the period of the "Three Summers"; they are responsible for carefully organizing and reasonably allocating human resources and agricultural machinery, and giving priority to helping the families of migrant workers and their families. Article XIII of the government at all levels and relevant departments must take practical measures to ensure that SARS patients receive timely treatment.

Hospitals must strictly implement the provisions of the first treatment, after the settlement of fees, simplify the admission procedures. When patients are hospitalized or kept in the hospital for observation, they are exempted from paying the hospitalization advance payment and all other expenses.

The medical expenses incurred by the diagnosed SARS patients and suspected SARS patients, in accordance with the relevant provisions of the State Ministry of Health, Ministry of Finance, Ministry of Labor and Social Security, Ministry of Civil Affairs, are borne by the original supply unit, the relevant health insurance institutions or the Treasury.

Medical institutions are strictly prohibited due to cost delays in the treatment of SARS patients, especially farmers. Article XIV units and citizens must accept the medical, disease control organizations related to the prevention and treatment of SARS inquiries, tests, investigations, as well as preventive, control and other measures. Citizens who find SARS patients, suspected SARS patients should promptly report to the local disease control organization or township people's government, street office, village (neighborhood) committee. Article XV of the people's governments at or above the county level according to the needs of SARS prevention and control work, adjust the financial expenditure structure or the use of reserve funds, to arrange the necessary special funds for the prevention and control of SARS.

Special funds are mainly used for the purchase of prevention and treatment of medical equipment and drugs, medical assistance to patients and prevention and treatment of front-line health care personnel health subsidies. Article XVI of civil aviation, railroads, highways, public transport, passenger transport, and stores, hotels, hotels, office buildings, construction sites, cultural and entertainment venues where people gather, must be developed in accordance with the provisions of the SARS prevention and treatment of contingency plans to strengthen disinfection and ventilation measures.
