Chapter 1 General Provisions Article 1 In order to maintain the normal order of general aviation activities and strengthen the management of non-commercial general aviation activities, this document is formulated in accordance with the "Civil Aviation Law of the People's Republic of China" Regulation. Article 2 The non-commercial general aviation activities referred to in these regulations refer to non-profit general aviation flight activities carried out by Chinese citizens, legal persons or other organizations within the territory of the People's Republic of China using civil aircraft. Article 3 Any unit or individual engaged in non-commercial general aviation activities within the territory of the People's Republic of China shall register in accordance with these regulations. Article 4 The Civil Aviation Administration of China (hereinafter referred to as the Civil Aviation Administration) is responsible for summarizing the registration status of non-commercial general aviation nationwide. The regional civil aviation administration is responsible for the registration and management of non-commercial general aviation within its jurisdiction. Article 5 Non-commercial general aviation activities include: non-profit artificial precipitation, medical rescue, private business flights, search and rescue flights, ocean monitoring, fishery flights, meteorological detection, scientific experiments, urban firefighting, aerial patrols, Aircraft seeding, aerial fertilization, aerial spraying of plant growth regulators, aerial weeding, prevention and control of agricultural and forestry pests and diseases, grassland rodent control, prevention and control of sanitary pests, aerial forest protection, aerial photography, aviation sports training flights, personal flights and recreational flight activities.
Non-commercial general aviation activities not included above shall be determined by the Civil Aviation Administration of China. Article 6 If a general aviation unit that has obtained a general aviation operating license engages in non-commercial general aviation activities or engages in non-commercial general aviation activities by hosting aircraft, it will no longer need to go through separate non-commercial general aviation registration procedures. Article 7 Units and individuals engaged in non-commercial general aviation activities must abide by the provisions of laws, regulations and rules, and must not harm the interests of the country, society, collectives and the legitimate rights and interests of other citizens. No general aviation business activities for remuneration or for profit are allowed.
It is strictly prohibited to use non-commercial general aviation activities to engage in activities that endanger national security and public safety.
No organization or individual may infringe upon the legitimate rights and interests of non-commercial general aviation activity units and individuals. Chapter 2 Registration Management Article 8 To apply for registration of non-commercial general aviation activities, the following conditions must be met:
(1) Have the qualifications that are suitable for the non-commercial general aviation activities and are consistent with ensuring flight safety Requirements, civil aircraft with nationality registration certificate and airworthiness certificate;
(2) Have aviation personnel who have obtained licenses in accordance with the law;
(3) Have usable airports, airspace and Ground support facilities and equipment;
(4) Comply with other conditions stipulated in laws and administrative regulations.
For those who use ultralight aircraft stipulated in the Civil Aviation Regulations "General Operations and Flight Rules", they are not required to have nationality registration certificates and airworthiness certificates, and there are no license requirements for aviation personnel. Article 9 Units or individuals applying for non-commercial general aviation registration shall be reviewed and registered by the local civil aviation regional administration and reported to the Civil Aviation Administration of China for record.
Article 10 When an unit applies for registration, it shall submit the following materials in triplicate to the regional civil aviation administration:
(1) Registration application signed by the person in charge of the unit;
(2) Documents proving the establishment of the unit;
(3) Articles of association of the unit and office address or contact address;
(4) Person in charge and the person in charge who intends to engage in non-commercial general aviation activities name, age, address, occupation and resume;
(5) The purpose and purpose of the proposed non-commercial general aviation activities and the relationship between the activities and the business of the unit;
(6) The source of funds and method of payment for non-commercial general aviation activities, as well as a copy of the ground third-party liability insurance certificate; (7) Possess the nationality registration certificate and appropriate certificate of civil aircraft Aviation certificate and airborne radio station license, except for ultra-light aircraft specified in the Civil Aviation Regulations "General Operations and Flight Rules";
(8) The medical examination of pilots who intend to engage in non-commercial general aviation activities certificate and pilot license, except for ultralight aircraft specified in the Civil Aviation Regulations "General Operations and Flight Rules";
(9) Intended use of the airport;
(10) The scope and duration of the project to be engaged in non-commercial general aviation activities and other necessary matters. Article 11 If an individual applies for registration, he or she shall submit the following materials in triplicate to the regional civil aviation administration:
(1) Registration application signed by the individual;
(2) The individual Identity document;
(3) Residential address and contact address;
(4) Resume and proof of no criminal record;
(5) The purpose and source of funds for the non-commercial general aviation activities that I plan to engage in, as well as a copy of the ground third-party liability insurance certificate;
(6) Possess the nationality registration certificate, airworthiness certificate and civil aircraft certificate Airborne radio station license (except for ultra-light aircraft as stipulated in the Civil Aviation Regulations "General Operation and Flight Rules");
(7) If I intend to engage in non-commercial general aviation activities, I must have a qualified flight personnel physical examination Certificate and pilot license (copy), except for ultra-light aircraft stipulated in the Civil Aviation Regulations "General Operations and Flight Rules";
(8) Intended use of the airport;
(9) When I plan to engage in non-commercial general aviation activities, the status and agreement of the guarantee agency entrusted to me, the project scope and duration of the activities, and other necessary matters.
