Article 7 In the following cases, where no agreement has been reached after consultation, both parties to the dispute may apply for arbitration:

(2) personnel-related disputes occurring in the mobility of professional and technical personnel;
(3) personnel-related disputes occurring in the case of a part-time employment of a professional and technical personnel, resignation
(3) personnel disputes arising from part-time employment, resignation and leave of absence without pay of professional and technical personnel;
(4) personnel disputes arising from cross-unit, cross-system and cross-region contracting, leasing and establishment of enterprises of professional and technical personnel;
(5) personnel disputes arising from the continued functioning of retired and retired professional and technical personnel. Article 8 Any individual or organization requesting arbitration shall submit a written application and relevant materials to the arbitration institution.
