Utility special funds in the repair and purchase: incentives: welfare: the withdrawal ratio of other funds?

I. The withdrawal ratio of the employee welfare fund of an institution shall be determined within 40% of the annual non-financial allocation balance of the institution. If the state provides otherwise, it is subject to its regulations.
