Integrated wastewater discharge standard
In order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Water Pollution and the Law of the People's Republic of China on the Protection of the Marine Environment, to control water pollution, to protect the environment of rivers, lakes, canals, channels, reservoirs and the sea, etc. , canals, reservoirs and oceans and other surface water as well as groundwater quality in good condition, to protect human health, maintain the ecological balance, and promote the development of the national economy and urban and rural construction, specially formulated this standard.
1 Theme content and scope of application
1.1 Theme content
This standard in accordance with the direction of sewage discharge, the maximum permissible discharge of 69 water pollutants in accordance with the annual provisions of the highest permissible discharge concentration and the maximum permissible discharge of some industries.
1.2 Scope of application
This standard applies to the existing units of water pollutant discharge management, as well as environmental impact assessment of construction projects, construction projects, environmental protection facilities design, completion and acceptance of the project and its commissioning after the discharge management.

1.3 After the promulgation of this standard, the new national industry water pollutant emission standards for the industry, according to its scope of application of the implementation of the corresponding national water pollutant industry standards, and no longer implement this standard.

3 Definitions
3.1 Wastewater: refers to water discharged in production and living activities. water is a general term.
3.2 Discharge: refers to the discharge of water used directly in the production process for process production. Does not include indirect cooling water, plant boilers, power station drainage.
3.3 All sewage units: refers to all sewage units included in the scope of application of this standard.
3.4 Other sewage units: refers to all sewage units in a control project, in addition to the listed industries.
4 Technical Contents
4.1 Grading of Standards
4.1.1 Sewage discharged into GB3838 Class III waters (except for the delineated protected areas and swimming areas) and discharged into GB3097 Class II waters, the implementation of Class I standards.
4.1.2 Discharged into GB 3838 Ⅳ, V type of waters and discharged into GB3097 in the third category of sewage in the sea, the implementation of secondary standards.
4.1.3 Discharged into the set of secondary sewage treatment plant of the town drainage system, the implementation of tertiary standards.
4.1.4 Discharged into the urban drainage system does not set up a secondary sewage treatment plant sewage, according to the functional requirements of the drainage system effluent receiving waters, respectively, the implementation of the provisions of 4.1.1 and 4.1.2.
4.1.5 GB3838 Ⅰ, Ⅱ class waters and Ⅲ class waters in the delineation of the protection zone, GB3097 in a class of sea, prohibit the construction of new outfalls, the existing outfalls should be in accordance with the functional requirements of the water body, the implementation of the total amount of pollutants control, in order to ensure that the receiving water quality of water quality in line with the specified use of water quality standards.
4.2 standard values
4.2.1 This standard will discharge pollutants according to their nature and control is divided into two categories.
4.2.1.1 The first category of pollutants, regardless of the industry and sewage discharge methods, and regardless of the functional category of the receiving water body, all sampling in the workshop or workshop treatment facilities outlet, its maximum allowable discharge concentration must meet the requirements of this standard (tailings dam outlet in the mining industry shall not be regarded as a workshop outlet).
4.2.1.2 The second category of pollutants, sampling in the discharge outlet of the sewage unit, its maximum allowable emission concentration must meet the requirements of this standard.
4.2.2 This standard specifies the maximum permissible discharge concentration of the first category of pollutants and the second category of pollutants and the maximum permissible discharge volume of some industries by year, respectively:
4.2.2.1 December 31, 1997 before the construction (including alteration and expansion) of the unit, the discharge of water pollutants must be implemented at the same time the provisions of Table 1, Table 2, Table 3.
4.2.2.2 January 1, 1998 onwards construction (including alteration and expansion) of the unit, the discharge of water pollutants must also implement the provisions of Table 1, Table 4, Table 5.
4.2.2.3 The construction time of the unit (including alteration and expansion) is divided by the date of approval of the environmental impact assessment report (table).
4.3 Other Provisions
4.3.1 If the same outfall discharges two or more different categories of sewage, and the discharge standard of each type of sewage is different, the discharge standard of the mixed sewage shall be calculated according to Appendix A.
4.3.2 The maximum allowable discharge load of industrial wastewater pollutants is calculated in accordance with Appendix B.
4.3.3 The maximum permissible total annual discharge of pollutants is calculated in accordance with Appendix C. 4.3.4 For the discharge of sewage containing radioactive substances, in addition to the implementation of this standard, but also in accordance with the GB8703-88 "Radiation Protection Regulations".
