The people's governments of Yuxi City and Tonghai County shall regularly publicize the status of the water environment; establish an incentive mechanism to encourage the participation of social forces in the protection work; and play the role of supervision by the society and the news media.
Yuxi city, tonghai county people's government in qilu lake protection work to make remarkable achievements of units and individuals, shall be given recognition and reward. Article 10 the people's government of tonghai county set up qilu lake management institutions, to perform the following duties:
(a) publicize and implement relevant laws and regulations;
(b) supervise the implementation of qilu lake protection and development and utilization of planning;
(c) with the relevant departments of the implementation of the annual storage of water, water supply and flood control plan;
(d) according to qilu lake protection and development and utilization of planning, the lake water resources. development and utilization planning, supervision and management of lake water resources, aquatic resources and waters, beach protection and development and utilization;
(e) for Qilu Lake water withdrawal permit, levy water resource fees;
(f) determine the lake closed to fishing, fishing permits, and collection of fishery resources enhancement and protection fees;
(g) for boats to enter the lake permits, is responsible for the water Safety management;
(viii) in conjunction with the environmental protection department to establish Qilu Lake water quality monitoring, water pollution early warning and emergency response system;

(x) in the Qilu Lake primary protection zone according to the law to centralize the exercise of the relevant departments of the people's government of Tonghai County, the management of the lake, part of the administration of administrative sanctions. (1) construction of new buildings and structures, alteration and expansion of buildings and structures other than environmental protection and water works;
(2) discharge and dumping of industrial and domestic wastewater which does not meet the discharge standard or exceeds the total amount of the prescribed control;
(3) discharge and dumping of industrial wastes as well as agricultural and medical wastes and domestic wastes;
(d) large-scale breeding and centralized slaughtering of livestock and poultry;
(e) enclosure of lakes to create fields, land, and fishing ponds;
(f) netting, lake, pen farming;
(g) encroachment, destruction of water works and lake embankments, shore protection and other related facilities, destruction of flood control, hydrology, environmental monitoring and other facilities;
(h) unauthorized withdrawal of water or withdrawal of water in violation of the water Permit to withdraw water;
(ix) the use of motorized boats, electric boats, or polluting water facilities for fishing;
(j) fish frying, fish poisoning, electrofishing, production, sale, use of fishing gear that impedes the growth and reproduction of fish resources;

(l) hunting and trapping birds, amphibious reptiles and other wild animals;
(xiii) unauthorized salvage of water plants;
