The emergency network hospitals referred to in these regulations, refers to accept the municipal emergency center instructions, undertake pre-hospital medical emergency task of medical institutions.
The first aid station (point) referred to in these regulations, refers to the municipal first aid center, first aid network hospitals in accordance with the relevant planning were set up within the medical institutions, specific pre-hospital medical emergency services unit. Article 4 pre-hospital medical emergency is a government-sponsored public welfare undertakings, is an important part of the basic public **** medical services.
City and district people's governments shall strengthen the leadership of pre-hospital medical emergency work, pre-hospital medical emergency care into the health care development planning at this level, pre-hospital medical emergency funding into the annual financial budget, improve and perfect the financial security mechanism, the establishment of the economic and social development and the needs of the masses of pre-hospital medical emergency protection system. Article 5 the administrative department of health planning is the pre-hospital medical emergency work of the competent department, is responsible for the organization, coordination, supervision and management of pre-hospital medical emergency activities in the administrative region.
Development and reform, economic and information technology, education, public security, civil affairs, finance, human resources and social security, culture, radio, television and press and publication, land resources, prices, planning, transportation, tourism, Red Cross, communications and other departments and units, in accordance with their respective responsibilities to do a good job of pre-hospital medical emergency related work. Article 6 The municipal health care administrative department shall, in conjunction with the relevant departments, integrate the information and resources related to pre-hospital medical emergency care, and establish an information ****sharing, interconnection and interoperability of the pre-hospital medical emergency care public ****information and command infrastructure platform. Article 7 The administrative department in charge of health planning shall regularly organize and carry out social first-aid skills training and publicity and popularization activities of first-aid knowledge, and establish an information platform for guiding the public in self-rescue and mutual rescue. The Red Cross shall, in accordance with the law, carry out the popularization of medical first aid knowledge, primary health care training.
The administrative department of education shall incorporate knowledge of first aid and basic first-aid skills into the content of school education, under the guidance of professional organizations, to carry out targeted training suitable for the actual school and the characteristics of the students, to improve the students' awareness of safety and self-rescue, self-rescue ability.
Radio, television, network, news publishing and other units, as well as public **** places, tourist attractions management units should cooperate with the competent administrative department of health and family planning to carry out public **** health knowledge, routine medical first aid knowledge and other knowledge of emergency protection of publicity and education, to improve the public's first time self-rescue, self-rescue ability.
Encourage state organs at all levels, enterprises and institutions, social organizations to organize their own staff to participate in first aid knowledge and skills training. Article 8 encourages units or individuals through public donations, volunteer services and other ways to support the development of pre-hospital medical emergency care and participate in pre-hospital medical emergency services.
Volunteers participating in pre-hospital medical emergency shall receive relevant professional training from the Red Cross and the Municipal First Aid Center, obey the unified organization and management of the competent administrative department of health planning and health care, and abide by the standards of pre-hospital medical emergency services and codes of conduct.
The donated units shall publicize the use of the donated funds and materials and the audit results to the society and accept social supervision. Article IX of the pre-hospital medical emergency work in units and individuals who have made significant achievements, by the competent administrative department of health and family planning in accordance with the relevant provisions shall be recognized and rewarded. Chapter II system construction Article 10 The city to establish the city emergency center, emergency network hospitals and their first aid stations (points) *** with the composition of the pre-hospital medical emergency system, and gradually increase the city emergency center set up first aid stations (points) of the proportion.
The city actively promote land, water, air and other multi-faceted, three-dimensional rescue network construction. Article 11 The municipal health care administrative department shall, in conjunction with the planning, land and resources and other administrative departments, the preparation of health care facilities layout planning, clear first aid stations (points) set up, reported to the municipal people's government for approval and then incorporated into the detailed planning of control.
The administrative department of land and resources shall, in accordance with the layout planning of medical and health facilities, guarantee the land for the construction of first-aid stations (points). Article XII of the city's urban management of the region, ambulance activity within a radius of three to five kilometers at least one first aid station (point); densely populated areas every 200,000 people to set up a first aid station (point). Other areas of each town (street) set up a first aid station (point).

Article XIII of the first aid network hospitals by the municipal health plan administrative departments according to the layout of medical and health facilities planning, hospital specialties set up, and announced to the community.
The medical institutions identified as emergency network hospitals shall meet the following conditions:
(1) equipped with physicians and nurses with professional knowledge and skills in medical emergencies in accordance with the relevant provisions of the state;
(2) equipped with ambulances, the equipment in the car, emergency drugs, medical equipment in line with the configuration standards;
(3) with a comprehensive pre-hospital medical emergency
(4) other conditions stipulated by laws and regulations.
The shortage of emergency medical resources in the region, the municipal health planning administrative department in accordance with the actual needs of the local town (street) medical and health services can be determined to undertake pre-hospital medical emergency work.
Without the determination of the municipal health and family planning administrative department, no medical institution shall carry out pre-hospital medical emergency activities in the name of the municipal emergency center, emergency network hospitals, emergency stations (points).
