Measures for the administration of equipment of CAAC

Chapter I General Provisions Article 1 These Measures are formulated in light of the actual situation of civil aviation in order to implement the Regulations on Equipment Management of Industrial Transport Enterprises Owned by the Whole People issued by the State Council and strengthen equipment management. These Measures shall apply to all civil aviation and enterprises and institutions owned by the whole people. Collectively owned enterprises, institutions and Sino-foreign joint ventures may refer to the implementation. Article 2 All fixed assets and equipment of civil aviation enterprises and institutions are an important material basis for civil aviation production and scientific research. Managing, using and repairing the equipment is of great significance to developing production and improving economic benefits. Article 3 Equipment management shall follow the policy of "relying on technological progress, promoting production development and putting prevention first". Adhere to the principle of combining design, manufacture and use, combining professional management with mass management, and combining technical management with economic management. Article 4 The basic task of equipment management is to implement the relevant national guidelines and policies in accordance with relevant laws and regulations, and comprehensively manage the equipment through technical, economic and organizational measures, so as to achieve comprehensive planning, rational allocation, preferred purchase, normal use, careful maintenance, safe operation, scientific overhaul, timely transformation and renewal, so as to keep the equipment in a good technical state and achieve the best economic benefits. Fifth equipment management is an important part of the management of enterprises and institutions, and it is an important responsibility of leaders at all levels to do a good job in equipment management. The main economic and technical indicators of equipment management should be included in the responsibility objectives of the unit leaders during their term of office and included in the regular assessment of the contract. Article 6 The equipment management department is responsible for (or participates in) the whole process of equipment planning, type selection, procurement (design and manufacture), installation, debugging, acceptance, use, maintenance, overhaul, transformation, renewal and scrapping, and implements comprehensive management. Chapter II Organizational Structure and Responsibilities Article 7 According to the principle of "unified leadership and hierarchical management" in equipment management, the Civil Aviation Administration and its regional administrations shall set up equipment management institutions, designate corresponding leading cadres to be responsible for equipment management, and be equipped with corresponding equipment management personnel.

The Equipment Management Department of CAAC is responsible for the comprehensive centralized equipment management of civil aviation; The relevant departments of the bureau specifically manage the special equipment of this system according to the business division. The airworthiness department is responsible for the management of aircraft equipment, the navigation department is responsible for the management of communication, navigation and meteorological equipment, and the equipment management department is responsible for the specific management of other equipment. Article 8 Companies, airports, universities and factories shall, in accordance with the principle of classified management of equipment, set up institutions and be equipped with equipment management personnel. All grass-roots units should be equipped with necessary professional management personnel according to the complexity coefficient of equipment. Article 9 The main responsibilities of the equipment management department of the Civil Aviation Administration are:

(a) to implement the laws, principles and policies of the state on equipment management, and to formulate measures and rules and regulations for civil aviation equipment management;

(two) to supervise, inspect, organize and coordinate the management of civil aviation equipment, and participate in the preparation of medium and long-term plans for equipment purchase and annual investment plans for equipment purchase;

(three) to master the quantity, technical status and safety of high-tech, sophisticated and sophisticated civil aviation equipment, and to exchange and popularize new technologies for equipment management and maintenance;

(4) Organizing the maintenance of industrial equipment in specialization and cooperation;

(five) to organize the inspection of civil aviation equipment and carry out equipment management and evaluation activities;

(six) the organization of equipment management personnel business training;

(seven) statistics and reports on the management of civil aviation equipment on schedule;

(eight) to understand the investigation and handling of major equipment accidents. Article 10 The main responsibilities of equipment management of regional administrations, companies, airports, universities and factories are:

(a) to implement the laws, principles and policies of the state on equipment management, and formulate the equipment management rules and regulations of the unit according to the relevant provisions and the specific conditions of the unit;

(2) Supervise, inspect, organize and coordinate the equipment management of the unit, and participate in the preparation of medium and long-term plans for equipment purchase and annual purchase investment plans;

(three) to master the quantity, technical status and safety status of the equipment in this unit, and to exchange and popularize the new technology of equipment maintenance;

(4) specialization and cooperation who organizes the equipment maintenance of the unit;

(five) regularly organize equipment inspection and carry out equipment management evaluation activities;

(six) to organize technical training for equipment management and maintenance personnel;

(seven) report the relevant reports of the equipment management of the unit on schedule;

(eight) to formulate the work plan of equipment management and participate in the handling of extraordinarily serious equipment accidents;

(nine) to organize the formulation of the scope of equipment management responsibilities of subordinate units at all levels. Article 11 The responsibilities of airworthiness departments and navigation departments and relevant specific rules and regulations shall be stipulated separately. Chapter III Pre-management of Equipment Article 12 All units shall, in accordance with the requirements of comprehensive equipment management, do a good job in equipment planning, selection, purchase (design, manufacture) and acceptance, attach importance to and strengthen pre-management of equipment, fully consider applicability, reliability, maintainability and economy, and lay a foundation for later management.

When purchasing important imported equipment, each unit shall conduct type selection, technical and economic demonstration, and report it for approval according to relevant regulations. Imported equipment should have maintenance technical data and necessary maintenance accessories; After the arrival of the goods, carefully organize the acceptance, install, debug and put into use in time, and handle the claim with the relevant departments in time when problems are found.
