Motor vehicle mandatory scrapping standards:

Article 1 In order to protect road traffic safety, encourage technological progress, accelerate the construction of resource-saving, environmentally friendly society, according to the "People's Republic of China *** and the State Road Traffic Safety Law" and its implementing regulations, "People's Republic of China *** and the State Prevention and Control of Air Pollution" and "People's Republic of China *** and the State Prevention and Control of Noise Pollution", to formulate this regulations.

Article 5 of the useful life of various types of motor vehicles are as follows:

(1) the use of small, micro-taxi 8 years, medium-sized cabs 10 years, 12 years for large cabs;

(2) leased buses for 15 years;

(3) the use of small buses for 10 years, medium-sized buses for 12 years, large buses for 15 years;

( 4) bus bus has been used for 13 years;

(5) other small, micro-bus use 10 years, large and medium-sized bus use 15 years;

(6) special school buses have been used for 15 years;

(7) large and medium-sized non-operating buses (except for large vehicles) used for 20 years;

(8) three-wheeled vehicles, low-speed vehicles equipped with single-cylinder engines use 9 years, equipped with multiple-cylinder engines use 20 years;

(8) three-wheeled vehicles, equipped with single-cylinder engines low-speed Goods vehicles 9 years, equipped with multi-cylinder engine low-speed trucks, mini-vans 12 years, the use of trucks for the transportation of dangerous goods 10 years, the use of other trucks (including semi-trailer tractors, full-trailer tractors) 15 years;

(ix) with the function of cargo-carrying special operations vehicles used for 15 years, does not have the function of cargo-carrying special operations vehicles used 30 years;

(10) the transport of dangerous goods, full-trailer trucks (except for large vehicles) used 20 years;

(k) three-wheeled motorcycles use 12 years, other motorcycles use 13 years.

The relevant departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in the light of the local actual situation, formulate regulations on the use of small and micro-rental automobile buses (except for purely electric automobiles) and motorcycles that are stricter than the above use of years, but the use of small and micro-rental automobile buses shall be not less than 6 years, ordinary three-wheeled motorcycles shall be not less than 10 years, and other motorcycles shall be not less than 11 years.

Small and miniature non-operating buses, large non-operating automobiles and wheeled special-purpose mechanical vehicles have no service life limit.

The starting date of the useful life of a motor vehicle is calculated on the basis of the date of registration, but if the registration procedure has not been completed for more than 2 years from the date of delivery, it is calculated on the basis of the date of delivery.

Article VI of the motor vehicle to change the nature of use or transfer of registration, shall be in accordance with the following relevant requirements to determine the useful life and scrapping standards:

(a) the conversion between operating buses and non-operating buses, shall be scrapped in accordance with the provisions of the operating buses, but small, micro non-operating buses and large non-operating buses converted to operating buses, the cumulative useful life in accordance with the provisions of the Annex 1 formula, shall not exceed 15 years. 1 listed in the formula, shall not exceed 15 years;

(ii) different types of operating buses in accordance with the strict use of the life of each other commuted to scrap;

(iv) the transportation of dangerous goods trucks, semi-trailers and Other trucks, semi-trailers converted to each other, in accordance with the provisions of the transport of dangerous goods trucks, semi-trailers scrapped.

The provisions of this requirement for the use of motor vehicles less than 1 year (including 1 year), shall not change the nature of use, transfer of ownership or transfer out of the municipal administrative region to which the place of registration belongs.

Article VII of the State to guide the scrapping of motor vehicles that have reached a certain mileage.

(3) small and medium-sized buses run 500,000 kilometers, large buses run 600,000 kilometers;

(4) buses buses run 400,000 kilometers;

(5) other small and micro-buses run 600,000 kilometers, medium-sized buses run 500,000 kilometers, large buses run 800,000 kilometers;

(6) special school buses run 400,000 kilometers;

(7) small and micro non-operating buses and large non-operating vehicles run 600,000 kilometers (Editor's note: the equivalent of circling the globe around 15 times or so), medium-sized non-operating buses run 500,000 kilometers, and large non-operating buses run 600,000 kilometers;

(8) miniature trucks run 500,000 kilometers, medium and light trucks run 600,000 kilometers, heavy trucks (including semi-trailer tractors and full-trailer tractors) run 700,000 kilometers, hazardous materials transport trucks run 400,000 kilometers, low-speed trucks fitted with multi-cylinder engines run 300,000 kilometers;

(9) special operating vehicles, wheeled special-purpose machinery vehicles run 500,000 kilometers;

(10) three-wheeled motorcycles run 100,000 kilometers, and other motorcycles run 120,000 kilometers.

Article VIII of the motor vehicles referred to in these provisions, refers to the road vehicles, trailers, motorcycles and wheeled special-purpose machinery vehicles; non-operating bus refers to individuals or units not for profit use of personal buses; transport of dangerous goods trucks, refers to the vehicles specifically designed for the transport of highly toxic chemicals, explosives, radioactive substances, corrosive substances and other hazardous substances; the use of the nature of change Refers to the nature of use from operating to non-operating or non-operating to operating changes, small, micro-rental, leasing, long-distance buses and other different types of operating buses between each other, as well as the transportation of dangerous goods trucks to other trucks. The inspection period referred to in these provisions, refers to the "Chinese people's *** and the implementation of the Road Traffic Safety Law Regulations" stipulated in the motor vehicle safety and technical inspection period.

Article IX of the provinces, autonomous regions, municipalities directly under the Central People's Government departments concerned in accordance with Article 5 of the provisions of the small, micro-rental cars or motorcycles, the use of the life of the standard, shall be promptly announced to the public, and reported to the State Council commerce, public security, environmental protection departments for the record.

Article X of the road tractor retirement standards are developed separately.

Article XI of these provisions shall come into force on May 1, 2013. May 1, 2013 to meet the end-of-life standards listed in these provisions shall be scrapped on April 30, 2014 before.
