Later, he was entrusted as the deputy director of the Youth Salvation Association in Zhanggou District, Fudong County, and assigned to work in the pro-democracy movement in Gaotan Township.
When he arrived in Gaotan Township, Chen Zhucheng lived in a poor peasant's house, slept on a bunk bed and had two meals with the poor peasant. It's cold, and you are still wearing a thin coat. He went from village to village, mobilized the masses and organized them to fight against Japan and save the country. Because of his meticulous work and approachability, Gaotan people call him a trustworthy person.
Zhu Chen, together with local cadres, led activists to reduce rents and interest rates in an all-round way. Farmers and youth salvation societies were set up in the village to form a model class, and soon an armed team with 12 guns, more than 20 soil cannons and more than 50 broadswords was built.

In the 33rd year of the Republic of China (1944), on March 16, more than 60 Japanese puppet troops "mopped up" in Gaotan Township. After being ambushed by local armed forces in Zhanggou District, he fled from Shangjiu River to both sides of Jiuzao Port. At this time, the district and township local armed soldiers fought and pursued in two ways. " As he refused to amputate, his condition became more and more serious, and he was transferred to Huaiyin Wang Ying Field Hospital for treatment. During the operation, due to poor medical conditions and poor equipment, Zhu Chen died on the operating table at the age of 2 1 year.
