Using mobile phones is not allowed in prison.
If a criminal has any of the following circumstances, the prison may give praise, material rewards or merits:
1. Comply with prison rules and disciplines, study hard, work actively, and show guilt and obedience to the law;
2. Preventing illegal and criminal activities;
3. Overfulfilling production tasks;
4. Saving raw materials or protecting public property, and achieving results;
5. Carry out technological innovation or teach production technology with certain results;
6. Make certain contributions in preventing or eliminating disasters and accidents;
7 , and other contributions to the country and society.
Because the illegal use of mobile phones in prisons may lead to violence and chaos, and even serious cases, organized criminal gangs may carry out criminal activities with impunity. Therefore, prisoners in prison are not allowed to use mobile phones.
Convicts may correspond with others while serving their sentence, but correspondence must be inspected by the prison. The prison may detain letters found to impede the reform of criminals. Letters written by criminals to superior prison authorities and judicial authorities are not subject to censorship.

Article 58: If a criminal commits any of the following circumstances that disrupts the order of supervision, the prison may give a warning, record a demerit, or confine him/her:
(1) Gathering crowds to make noise in the prison and disrupting normal order;
(2) Insulting or beating people's police officers;
(3) Bullying other criminals ;
(4) Those who steal, gamble, fight, pick quarrels and cause trouble;
(5) Those who have the ability to work and refuse to participate in labor or are passive and sabotage and do not change after education;

(6) Avoiding work by means of self-injury or self-mutilation;
(7) Deliberately violating operating procedures or intentionally damaging production tools during production work;
(8) Any other behavior that violates prison rules and disciplines.
The period of confinement for criminals in accordance with the provisions of the preceding paragraph shall be from seven days to fifteen days.
If a criminal commits any of the acts listed in paragraph 1 while serving his sentence, which constitutes a crime, he shall be held criminally responsible in accordance with the law. Article 60: Cases involving criminals committing crimes in prison shall be investigated by the prison. After the investigation is completed, a prosecution opinion will be written and transferred to the People's Procuratorate together with the case file materials and evidence.
