The health departments and bureaus of all provinces, autonomous regions and municipalities directly under the central government, the health bureaus of the Xinjiang Production and Construction Corps and municipalities under the central government, as well as the health bureaus of municipalities under the central government, and the relevant units directly under the Ministry of Health. In order to further implement the spirit of the State Council's "Guiding Opinions on the Development of Urban Community Health Services," and to promote the development of community health, it has been decided to increase the number of community health service organizations in the category of medical institutions, and to amend Article 3 of the Implementing Rules for the Regulations on the Administration of Medical Institutions to read as follows:
Types of Medical Institutions:
(1) General Hospitals (a) general hospitals, hospitals of traditional Chinese medicine, hospitals combining traditional and western medicine, hospitals of ethnic medicine, specialized hospitals, rehabilitation hospitals;
(b) maternity and child health care hospitals;
(c) community health service centers, community health service stations;
(d) central health centers, township (township) health centers, street health centers;
(e) convalescent hospitals;
(f) comprehensive Outpatient Clinic, Specialized Outpatient Clinic, Chinese Medicine Outpatient Clinic, Chinese and Western Medicine Outpatient Clinic, Ethnomedicine Outpatient Clinic;
(vii) Clinic, Chinese Medicine Clinic, Ethnomedicine Clinic, Health Clinic, Medical Clinic, Health Care Clinic, Health Station;
(viii) Village Health Room(Office);
(ix) Emergency Medical Service Center, First Aid Station;
(x) Clinical Laboratory Center;
(xi) Clinical Laboratory Center;
(xi) Specialized Disease Control Hospitals, Specialized Disease Control Institutes, Specialized Disease Control Stations;
(xii) Nursing Homes, Nursing Stations;
(xiii) Other Clinical Institutions.
This notice will be implemented from the date of issuance.

In order to further strengthen the approval of the establishment of medical institutions management, strict approval procedures, and the implementation of the approval of the responsibility of the Ministry of the implementation of the "Regulations for the Administration of Medical Institutions," issued in 1994, some of the approval of the management of medical institutions attached to form additions and revisions. The Ministry has added and revised some of the forms attached to the Rules for the Implementation of the Regulations for Medical Institutions issued in 1994, forming Schedules 1-6 of the Rules for the Implementation of the Regulations for Medical Institutions (see annex). The main contents of the revisions are as follows:
I. The new "Application for Establishment of Medical Institutions" (Exhibit 1) has added the "Establishment Contact Person, Contact Information"; the "Nature of Business" column has been added to the application for approval; and the "Registered Capital (Capital)" column has been canceled. "Registered capital (capital)" column: "diagnostic and therapeutic subjects" column is widened to facilitate the complete filling of the approved diagnostic and therapeutic subjects.
Second, add "set up a medical institution audit opinion form" (Schedule 2), as the health administrative department for approval of medical institutions. The form is set up by the medical institutions in accordance with the approval process to fill in the initial examination of the department's views, the competent leadership opinion and the department (bureau) of the director of the approval of the views of the relevant responsible person is required to sign or sign the seal, in order to implement the approval of responsibility.
Three, the new "set up a medical institution approval letter" (Schedule 3) of the approved items added "business nature" column; canceled the "registered capital (capital)" column: "diagnostic and therapeutic subjects "Column widening:" approval number "based on the current year's approval of the establishment of a separate number of running numbers.
Four, the new "set up a medical institution for the record" (Attachment 4) and "set up a medical institution for the record" (Attachment 5) of the filing authority modified to "Health Department (Bureau)".
Fifth, add the "medical institutions set up to deal with the record" (Attachment 6), as the higher-level health administrative department to correct the lower level of health administrative department of medical institutions set up for approval. Higher health administrative departments receive lower health administrative departments of medical institutions set up for approval of the record, should be reviewed in accordance with the relevant provisions of the approval of irregularities within 30 days of the issuance of "medical institutions set up to deal with the opinion of the record" to correct.

The order of the other schedules of the Implementing Rules of the Regulations on the Administration of Medical Institutions is deferred in turn.
