The unlocking of the social security application code should be handled by the cardholder in person with a valid ID document at the office window of the corresponding human resources and social security department. If the cardholder is unable to use the social security application password due to forgetting it, he/she can reset the social security application password.
To reset the password, the cardholder must be present in person with a valid identification document and go to the corresponding human resources and social security department. If you can't do it in person for special reasons, you can appoint an agent to do it, and the agent needs to hold a valid ID for himself and a valid ID for the cardholder.

Article 20: The social security card adopts key security technology and implements a unified key management system across the country.
Article 21 The Ministry of Human Resources and Social Security is responsible for generating and managing the control key for the nationwide reading and writing of documents, and other keys that need to be used nationwide, and dispersing them to the human resources and social security departments of the provincial, prefectural and municipal levels level by level in accordance with the unified rules to form subkeys.
Provincial, prefectural and municipal human resources and social security departments are responsible for generating and managing the keys that are limited to the use of their own regions, as well as the keys for reading and writing documents expanded by their own regions; and they are responsible for managing the subkeys dispersed to them by the Ministry of Human Resources and Social Security on a level-by-level basis.
Article 22 The encryption machine used for key management and security application of social security card shall have the commercial cryptographic product model certificate issued by the national cryptographic management department and meet the relevant specification requirements of the Ministry of Human Resources and Social Security.
Article 23 The social security card master key card, key mother card, transmission key card, and security access control module (PSAM card) used for storing the key are uniformly issued by the Ministry of Human Resources and Social Security.
