Legal analysis: each section should be based on the actual clinical needs of the department, a reasonable selection of the unit's clinical needs of consumables (reagents) varieties, the price of the purchased varieties shall not be higher than the consumables (reagents) price tag. The purchased consumables must be qualified products with "Medical Device Manufacturer's License", "Medical Device Operator's License", "Sanitary Product License", "Medical Device Product Registration Certificate" issued by the drug supervision and management department and should be of reliable quality, preferential pricing, flexible supply mode, good credit, and after-sales service is guaranteed.

Article 26 Government Procurement adopts the following methods:
(1) Public Tendering;
(2) Invitation to Tender;
(3) Competitive Negotiation;
(4) Single-Source Procurement;
(5) Request for Quotation;
(6) Other procurement methods recognized by the government procurement supervision and management department of the State Council.
Open bidding shall be the main procurement method of government procurement.
