Implementation Program for Accelerating the Development of Circular Economy in Our Province
In order to implement the spirit of the 18th CPC National Congress and the 3rd Plenary Session of the 18th CPC Central Committee, accelerate the construction of a resource-conserving and environmentally friendly society in our province, and to implement the "Circular on the Circular on the Issuance of the Circular Economy Development Strategy and the Immediate Action Plan by the State Council" ( State Development [2013] No. 5), is to accelerate the development of circular economy in our province to develop the following implementation program.
One, the general idea and development goals
(A) the general idea. Focusing on the overall goal of "three positioning, two take the lead", following the principle of "reduce, reuse, resource, reduce priority", adhere to the overall planning, key breakthroughs in key areas, key areas, key industries, key parks to accelerate the promotion of circular economy development; adhere to the efficient recycling, reduction of resources, the implementation of the following program. (ii) Development Goals. Through key cultivation and comprehensive promotion, cultivate a number of recycling-oriented enterprises, recycling-oriented parks and recycling-oriented industries, establish and improve the system of policies and regulations, evaluation index system and technical specification system, and complete the development system of recycling economy for the whole society. By 2015, the energy consumption per unit of GDP will be reduced to 0.477 tons of standard coal per ten thousand yuan, 18% lower than that in 2010, the energy consumption per unit of industrial added value will be 21% lower than that in 2010; the water consumption per unit of industrial added value will be more than 30% lower than that in 2010; the comprehensive utilization rate of industrial solid waste will be more than 85%, the utilization rate of urban domestic waste resources will be more than 55% in Guangzhou, Shenzhen In Guangzhou and Shenzhen, the utilization rate of urban domestic waste resources reaches more than 55%, and that of other prefecture-level cities reaches more than 40%. By 2020, the concept of circular economy into the province's economic and social development in all areas, resource-saving, environmentally friendly society has achieved significant results in the construction of a national model of circular economy development.
Two, accelerate the construction of recycling-based industrial system
(C) improve the industrial circular economy demonstration system. Cultivate a number of recycling economy demonstration models with Guangdong characteristics, accelerate the construction of the demonstration system of "provincial recycling economy industrial parks-provincial and municipal ****building recycling economy industrial bases-provincial recycling economy pilot units", and explore the development model of recycling economy with Guangdong characteristics. By 2015, 28 provincial circular economy industrial parks and 30 provincial and municipal *** built circular economy industrial bases; by 2020, 40 provincial circular economy industrial parks and 50 provincial and municipal *** built circular economy industrial bases.
(4) Promote the recycling transformation of parks. Guide parks and enterprises to increase investment, promote national and provincial development zones, industrial bases and various types of parks approved and recognized by the provincial government to implement the recycling transformation, give priority to supporting the parks located within the scope of the national and provincial key ecological functional zones (including development zones, industrial bases, the same hereinafter) the implementation of recycling transformation, accelerate the park waste utilization, resource energy sub-quality and gradient utilization, water resources classification and recycling, public ** ** service platform and other infrastructure construction. ** service platform and other infrastructure construction, and realize the organic coupling and cyclic linkage of projects, enterprises and industries in the parks. By 2015, 20 parks will be promoted to implement recycling transformation; by 2020, 50 parks will be promoted to implement recycling transformation.
(E) comprehensive implementation of cleaner production. Accelerate the province's cleaner production "ten million" project (create ten cleaner production demonstration parks, cultivate one hundred enterprises cleaner production technology center, identify one thousand cleaner production enterprises, carry out ten thousand people cleaner production training). Strengthen Hong Kong-Guangdong cooperation on cleaner production, and guide Hong Kong-funded enterprises to actively participate in the "Hong Kong-Guangdong Cleaner Production Partnership Program" and continue to conduct cleaner production audits. By 2015, the "Ten Hundred Million" project will be basically completed; by 2020, 20 cleaner production demonstration parks will be created and 3,000 cleaner production enterprises will be recognized.
(VI) Strengthen the comprehensive utilization of industrial resources. Accelerate the promotion of industrial wastewater, waste gas, solid waste resource utilization, vigorously research and development of waste classification and collection, harmless treatment, resource utilization and other technologies and equipment, to improve the resource output rate and recycling rate. Cultivate a number of provincial-level leading enterprises in the comprehensive utilization of resources, promote the establishment of industrial alliances for the comprehensive utilization of resources in key areas, and accelerate the development of the province's comprehensive utilization of resources industry. By 2015, cultivate 30 provincial leading enterprises of comprehensive utilization of resources and explore the establishment of 2 industrial alliances of comprehensive utilization of resources in key areas; by 2020, cultivate 40 provincial leading enterprises of comprehensive utilization of resources and promote the establishment of 5 industrial alliances of comprehensive utilization of resources in key areas.
(VII) vigorously develop energy-saving and environmental protection technology products. Encourage conditional circular economy industrial parks (circular economy industrial base) and enterprises to create eco-design organizations, and accelerate the construction of eco-design public **** platform. Actively carry out international and regional exchanges on eco-design, promote cooperation among industries, universities and research institutes, carry out eco-design thematic activities in key industries such as home appliances, and promote a number of advanced programs, technologies and products. Accelerate the research and development and industrialization of energy-saving and environmental protection technologies, focus on the development of technologies, processes and products that meet the requirements of a circular economy, high resource efficiency and low pollution emissions, and vigorously promote cleaner production technologies, processes and products in the electric power, metallurgy, chemical industry, building materials, printing and dyeing, papermaking, electroplating and circuit boards and other industries.
Three, accelerate the construction of circular agricultural system
(H) to build "agriculture, industry and commerce" complex circular economy system. Explore the "agriculture and industry" composite circular economy model, the construction of the Provincial Bureau of Reclamation Zhanjiang reclamation area and a number of agricultural circular economy demonstration areas, to build planting, animal husbandry, forestry, processing industry, logistics, tourism, the integration of the circular economy industry system, to promote the agriculture, industry, trade and service sectors of the circular link, to achieve the industrial waste. To realize efficient recycling of industrial wastes, and to form a "highly efficient, no-waste" cross-business, cross-farmer circular economy consortium. By 2015, three agricultural circular economy demonstration zones will be cultivated; by 2020, 10 agricultural circular economy demonstration zones will be cultivated.
(ix) Strengthen the resource utilization of agricultural waste. Vigorously promote the demonstration project of resource utilization of straw, forest logging residues, waste wood (old furniture) and livestock and poultry breeding waste, and actively promote rural household biogas and livestock and poultry breeding biogas; by 2015, promote 450,000 farmers' biogas and more than 550 large and medium-sized biogas projects in large-scale farms; by 2020, promote 500,000 farmers' biogas ponds and popularize large-scale livestock and poultry farms in basic biogas utilization.
(j) Developing energy-saving and environment-friendly agriculture. Vigorously develop agricultural energy-saving, water-saving, emission reduction and other technologies, processes, products and equipment, and actively promote advanced and applicable energy-saving and environmentally friendly agricultural technology and equipment, encourage crop rotation and fallow, reduce the use of fertilizers and chemical pesticides on farmland, and significantly reduce agricultural surface pollution. By 2015, the utilization rate of fertilizer per acre will be 5% higher than that of 2010, and the amount of chemical pesticides will be 10% lower than that of 2010; by 2020, the utilization rate of fertilizer per acre will be 3% higher than that of 2015, and the amount of chemical pesticides will be reduced by a further 10% compared with that of 2015.
Four, accelerate the construction of recycling-oriented service industry system
(11) regulate the development of renewable resources recycling industry. Promote the construction of renewable resources recycling system, improve the service management of renewable resources recycling industry, and gradually realize the standardization and institutionalization of industry development. Strengthen Guangzhou, Foshan, Huizhou, Jiangmen and other renewable resources recycling system pilot city construction. Give full play to the role of leading enterprises in recycling of renewable resources demonstration, encourage enterprises to strengthen the classification and recycling of waste through door-to-door recycling, fixed-point recycling, trade-in, etc., to further improve the utilization rate of recycling of renewable resources in our province.
(xii) promote the utilization of kitchen waste resources. Establishment of kitchen waste harmless treatment and resource utilization system, the formation of kitchen waste covering the entire process of generation, collection, transportation, treatment of management systems and technology routes, to accelerate Guangzhou, Shenzhen, kitchen waste harmless treatment and resource utilization of the construction of the pilot city, and to promote the conditions of cities (counties) to carry out pilot work. By 2015, Guangzhou, Shenzhen two cities kitchen waste classification collection and treatment system is mature and perfect, the creation of the national garbage classification demonstration city, the province more than 5 cities (counties) to carry out pilot work.
(xiii) accelerate the service industry energy saving and environmental protection technology transformation. Promote catering, shopping malls, hotels and other service industry enterprises, energy saving, water saving, low carbon and other technological transformation, the implementation of shopping malls, hotels and other large public **** building energy consumption limit management. To build a green, circular and low-carbon transportation system, promote the "vehicle, ship, road and harbor" low-carbon transportation special action to establish a circular, efficient and low-carbon green logistics system.
V. Promoting the development of circular economy at the social level
(XIV) Accelerating the construction of a society-wide recycling system. Comprehensively implement recycling-based production methods, and gradually build a resource recycling system covering the whole society. Accelerate the coupling linkage of circular economy industries, build public **** service platforms for circular economy technologies, products and markets, realize cross-enterprise, cross-industry and cross-regional recycling of resources, and form a diversified large network of circular economy. Promote the construction of key projects for resource utilization, such as sewage (wastewater) treatment, recycling and dismantling of waste electronic and electrical products, remanufacturing of electromechanical products, and waste incineration and power generation. It has established a sound system of classification, recycling and treatment of social resources, and promoted the large-scale, high-value and clean and safe reuse of social resources. It has established a reverse logistics system for used parts and built a circular economy industry chain integrating production, recycling, resource utilization and remanufacturing.
(xv) Promote green consumption. Advocate green lifestyle, reduce the use of disposable consumables. Encourage commercial distribution enterprises to open green product sales area, the implementation of green packaging. Increase the proportion of green products in government procurement of recyclable products, renewable resource products and energy-saving, water-saving and environmentally friendly certified products. Guide consumers to buy energy-efficiency labeling products, energy-saving and water-saving certified products, environmental labeling products, pollution-free labeling of food and other green products.
VI. Promoting the construction of key projects
(xvi) Promoting the construction of pilot demonstration cities. Guide Guangzhou City to carry out the creation of national recycling economy demonstration city, promote Yunan County to declare the creation of national recycling economy demonstration city (county); guide Dongguan, Shaoguan and other cities to carry out the creation of national energy conservation and emission reduction fiscal policy comprehensive demonstration city; relying on Guangzhou, Foshan, Huizhou, Jiangmen and other renewable resource recycling system construction of pilot cities to accelerate the province's renewable resource recycling system construction; to promote the formulation of fertilizer and technology Comprehensive into the village into the household to the field, improve the information level of soil testing and formula fertilization, the establishment of a number of soil testing and formula fertilization demonstration counties.
(xvii) Promote the construction of pilot demonstration parks. Relying on key industries such as petrochemicals, iron and steel, building materials, renewable resources, etc., cultivate a number of typical recycling economy industrial parks; strengthen the existing industrial parks' recycling economy industrial planning and construction of key projects, and accelerate the implementation of the parks' recycling transformation in terms of recycling industrial connection, efficient resource utilization, centralized pollution control, green infrastructure, and popularization of cleaner production; promote the creation of the provincial cleaner production demonstration parks in existing industrial parks, and support and guide the cleaner production demonstration parks in the parks. Promote existing industrial parks to create provincial cleaner production demonstration parks, support and guide the implementation of cleaner production audits by enterprises in the parks to carry out comprehensive utilization of resources; relying on the national "urban minerals" demonstration bases, and cultivate a number of provincial "urban minerals" demonstration bases.
(xviii) Promote the construction of pilot demonstration enterprises. In the iron and steel, petrochemicals, textiles, building materials, paper, automobiles and other key industries to create a number of resource-saving and environmentally friendly pilot enterprises; in the petrochemicals, steel, building materials, plastics, wood-based panels, renewable energy and other areas to cultivate a number of leading enterprises in the comprehensive utilization of resources; in the iron and steel, textiles, papermaking, petroleum, food, chemical industry, non-ferrous metals, and other key water industries to carry out the creation of water-saving industrial enterprises, set up a number of representative of the industry, indicators of water use. A number of representative industry, water consumption indicators to reach the industry's leading level of benchmarking enterprises; in the manufacturing industry, supply chain, service providers and other areas to cultivate a number of Guangdong and Hong Kong "cleaner production partners" logo enterprises; relying on national automotive parts and components, electromechanical products, tires and remanufacturing pilot enterprises, to cultivate a number of provincial-level remanufacturing pilot enterprises.
VII. Guarantee Measures
(XIX) Establish and improve regulations and standards. Promote the development of the province to promote cleaner production, renewable energy use, building energy efficiency, green procurement and other laws and regulations. Municipalities and counties should combine the local actuality to prepare the administrative region of the circular economy development planning, new construction, renovation (expansion) parks should be in accordance with the requirements of the circular economy to prepare the overall planning of urban and rural construction and control of detailed planning. Establish and improve the standard system of circular economy, accelerate the development of high energy consumption, high water consumption and high pollution industry products mandatory limit standards and market access standards, the development of key industries cleaner production evaluation index system and pollutant emission standards. Accelerate the implementation of energy efficiency labeling system and reuse product labeling system, actively carry out energy-saving, water-saving, environmentally friendly product certification and environmental management system certification, and carry out the development of comprehensive utilization of resources standards. Establish and improve the measurement and testing system of circular economy.
(xx) increase policy support. Existing funds from the provincial treasury to increase support for major circular economy projects, scientific and technological research and development, standards development, publicity and training, technology and products to promote the application of parks and enterprises recycling and transformation work. Implementing national tax incentives, accelerating the promotion of nationally encouraged comprehensive utilization of resources products (processes) and comprehensive utilization of resources power plants (units) identified. To establish a ladder price system for resource products in an orderly manner, and to implement differential pricing policies for restricted projects in industries with high consumption of resources. It will study and improve punitive prices, differential prices, ladder prices and other price policies, and establish a sound system for the paid use of sewage rights. Encourage financial institutions to innovate financial products in line with the characteristics of the development of circular economy, actively provide green financial services, and promote a number of basic conditions of the circular economy leading backbone enterprises to enter the capital market. The national and provincial circular economy demonstration projects will be included in the provincial key projects, and priority will be given to the overall arrangement of land indicators and environmental capacity.
(xxi) Strengthen technical and service support. Support the establishment of various types of circular economy technology support institutions, the creation of circular economy technology centers, promote the formation of key areas of the circular economy industry alliance, strengthen the combination of industry, academia, research and use, *** with the development of circular economy *** key technology research and development, efforts to promote energy saving, water conservation, new energy development, renewable resources recycling and other areas of technological progress. Strengthen the construction of the recycling economy technology promotion system, accelerate the promotion and application of advanced and applicable technologies, and regularly release the Guangdong Province's recycling economy, energy saving, clean production and other areas of technology and product promotion catalog. Improve the service system of circular economy, cultivate and support a number of professional service companies that provide planning, design, construction, transformation and operation for the development of circular economy, encourage the development of information service industry of circular economy, and encourage scientific research institutes and industry associations to provide consulting services for enterprises.
(xxii) Strengthen publicity, education and talent training. Make full use of radio and television, newspapers and magazines, information networks and other media to publicize and popularize the development of circular economy laws and regulations, guidelines and policies and related basic knowledge. Encourage various forms of recycling cultural and creative activities, and actively carry out domestic and international circular economy exchanges, cooperation and training. Create provincial-level circular economy education demonstration bases, strengthen the circular economy training for leading cadres at all levels, government departments and enterprises and institutions, and promote the construction of energy conservation and emission reduction volunteer supervisors in an orderly manner.
(xxiii) Strengthen the organization and coordination. Further strengthen the regions, departments, industrial parks (development zones, industrial bases) to implement the development of circular economy organization and leadership, improve the circular economy evaluation index system and statistical accounting system, will be included in the performance appraisal system of party and government cadres.
