I.Preface
In order to conscientiously implement the "State Council Decision on Strengthening Prevention and Control of Geological Disasters" and the "Notice on Doing a Good Job of Emergency Exercises for Geological Disasters" of the Ministry of Land and Resources. Notice on Geological Disaster Emergency Exercise", to do a good job in emergency prevention and control of sudden geological disasters in a fast, efficient and orderly manner, to avoid or minimize the losses caused by disasters, and to safeguard people's lives, property safety and social stability, the Department of Land and Resources of the Inner Mongolia Autonomous Region decided to carry out a large-scale geologic disaster disaster prevention and control exercise in the mudslide of Laoyaogou in Ulaanchabu City, Chahar Right Wing Middle Banner, Wulanhapai Sumu on June 19th 2013 A large-scale mudslide geologic disaster emergency drill was carried out at the geologic disaster site. In order to ensure the success of this exercise, we have prepared this program.
The purpose and significance of the exercise
The main purpose of the exercise is to practically test the science, effectiveness and operability of the geologic disaster emergency plan, to find the problems and deficiencies, and then optimize the emergency plan; the second is to exercise the geologic disaster emergency response team to deal with sudden geologic hazards of the ability to respond quickly, the organization of the ability to coordinate the ability to cooperate with the ability of the organic and the ability to deal with emergencies, and to accumulate experience in combat; the third is to strengthen the geologic disaster group detection and monitoring, the ability to deal with emergencies, the ability to deal with emergencies. Thirdly, it is to strengthen the role of geological disaster group monitoring and prevention system; fourthly, it is to improve the ability and level of all levels of government and all relevant departments to deal with sudden geological disasters. Mainly through the exercise to further implement the prevention and control of geological disasters, prompting the people's governments at all levels and relevant departments to pay great attention to the prevention and control of geological disasters and emergency response, strengthen the construction of the geological disaster emergency response system efforts to improve the people's awareness of geologic hazards prevention and risk aversion, and build a harmonious and stable society.

Mainly responsible for the provision of funds, vehicles, equipment, medical and health, site construction, safety and security services. Main responsibilities: responsible for docking with the land and resources newspaper, the Department of land and resources reporter station, western resources magazine and other media at all levels; responsible for emergency exercise publicity and reporting; will be the video transmission of the technical consultation and the whole process of the exercise all-around recording, and make a CD-ROM to form the image data preservation.
5. Emergency investigation team

The main task: to use the aircraft, three-dimensional laser scanner, manpower, remote consultation and communication platform and other professional equipment to investigate the danger, the investigation data and on-site video back to the headquarters in a timely manner, to provide information security for the expert consultation and emergency command.
6. Monitoring and Early Warning Group

The main task: dynamic monitoring of the danger potential, analyze and predict its development trend, according to the changes in the danger of timely proposed emergency countermeasures, and do a good job of disaster outbreak alarm work.
7. Expert group

Members: Yang Jianxun, Bai Cuixia, Shi Shengsheng, Zhao Zhenguang, Liu Yinhu, Qin Yuying, Zhang Jianjun and experts from the Geological Disaster Emergency Response Technical Guidance Center of the Ministry of Land and Resources.
Main task: technical consulting services. Analyze the cause, type, scale, scope of influence and development trend of the disaster, put forward emergency rescue and avoidance measures proposed to determine the rescue and avoidance program; put forward further disaster prevention, evacuation and avoidance or engineering management program measures.
Sixth, the simulation exercise background
LaoYaoGou mudslide hidden point is located in Chahar right-wing flag Wulanha page SuMu LaoYaoGou, from the Chahar right-wing flag government seat of the town of Kobuer about 30 kilometers. Gully basin area of 3.6 square kilometers, ditch length of 3.5 kilometers, upstream ditch width of 10 to 20 meters, downstream ditch width of 40 to 60 meters, ditch cross-section of the "V" shape, the relative height difference of 120 meters, the direction of the valley north west - south east, the longitudinal slope of the gully bed drop of 176 ‰, along the length of the recharge than 80%, the average thickness of the channel loose material 5 meters, siltation variation of 3 meters, lithology for the gravel, gravel content accounted for about 50% of the lithology on both sides of the channel is mainly gravel. The mudslide is a gully-type mudslide, with obvious recharge area, circulation area and accumulation area, and the source of loose solid material of mudslide is the slump of gully bank, loose material of slope surface and accumulation of gully channel, which is now in the development period. In case of heavy rainfall, mudslides are bound to occur, which will directly threaten 40 school buildings at the mouth of the ditch, 54 residential houses, 300 meters of the provincial highway, and the lives of more than 300 teachers and students of the school and 272 local residents. The place has repeatedly occurred in the mudslide geological disaster, serious losses, including mudslide geological disaster occurred in August 1978, washed away 40 sheep, washed away houses 5, 80 acres of farmland, silting the provincial highway 100 meters, direct economic losses of more than 100 million yuan; in July 1998, a mudslide geological disaster occurred, washed away 65 sheep, washed away houses 10, 120 acres of farmland, silting the provincial highway More than 200 meters, direct economic losses of more than 3 million yuan.
Recently, Ulaanchabu City, Chahar right wing of the Central Banner Ulaanha page Sumu area suffered continuous rainfall, the cumulative rainfall has reached 120 millimeters. According to the meteorological department predicted that the next 6 hours will also appear heavy rainfall process. Land and resources and meteorological departments after urgent consultation that: Wulanha page Sumu area of the possibility of mudslide geological disasters, Inner Mongolia Autonomous Region Department of Land and Resources and the Inner Mongolia Autonomous Region Meteorological Bureau through the network, television, telephone, text messages and other forms of joint release of the 4 level of geologic hazards forecasting, warning information to the public. After receiving the forecast and warning information, the group surveyors of Wulanha page Sumu Laoyao Gou immediately carried out inspections and monitoring of the hidden geological disaster spots according to the emergency plan. The group survey group guards through the inspection and monitoring found that the gully has flash floods, and there is a tendency to increase, it is likely to occur mudslide geologic disaster.
Seven, the exercise work schedule set
(1) March 20 - March 21, the planning team to visit, site selection, demonstration, the planning team with the start of the planning stage.
(2) April 1-April 20, the planning team specific planning exercise implementation plan and other related matters.

Nine, the main content of the drill and the steps
The drill mainly simulated the whole process of a large-scale mudslide disaster that had been successfully averted. Exercise according to "Ulaanchab City Geological Disaster Emergency Response Plan" and "Ulaanchab City Chahar Right Wing Central Banner Geological Disaster Emergency Response Plan", each unit, each department to start the process of the relevant emergency response.
The exercise mainly consists of ten parts: ① geo-disaster early warning; ② inspection and monitoring; ③ danger report; ④ emergency response; ⑤ on-site deployment; ⑥ emergency shelter; ⑦ investigation and monitoring; ⑧ expert consultation; ⑨ transfer and resettlement; ⑩ successful avoidance.
Ten, the exercise involves equipment
(1) emergency communications platform using the Ministry of Land and Resources emergency satellite network - Vipersat system, the opening of 10M temporary bandwidth.
(2) The consultation platform adopts the high-definition video consultation system between the Geological Disaster Emergency Response Technical Guidance Center of the Ministry of Land and Resources and the Geological Disaster Emergency Response Center of the Autonomous Region.
(3) It is equipped with 4 to 6 sets of individual equipment, which are arranged to each section of the drill according to the drill script.
(4) 4 video cameras and 4 cameras to follow the whole exercise process; 6 walkie-talkies (emergency response center); 2 GPS locators; 1 tent for the command department; 2 tents for temporary sheltering; 2 tents for temporary resettlement sites; 1 set of tweeters and amplifiers (including microphones); 3 hand-held loudspeakers; on-site tables and chairs; cautionary apparatus; and a number of signs and directional signs.
