3.4 Extraordinary environmental pollution and destruction accidents

Anyone who meets one of the following circumstances is a major environmental pollution and destruction accident:

3.4. 1 The direct economic loss caused by pollution or destruction is more than 654.38 million yuan;

3.4.2 Personnel have obvious poisoning symptoms or radiation damage;

3.4.3 Poisoning death;

3.4.5 Environmental pollution seriously affects the normal activities of local economy and society;

3.4.6 Killing and cutting down wild animals and plants under national first-class protection.

3.5 Confirmation of the accident

Belonging to general or large environmental pollution accidents and damage accidents, confirmed by Taishan Environmental Protection Bureau; Major or extraordinarily serious environmental pollution and destruction accidents shall be confirmed by Jiangmen Environmental Protection Bureau or Guangdong Environmental Protection Bureau.

4. Environmental pollution and damage accident report

All units and individuals have the obligation to report environmental pollution and damage accidents to people's governments at all levels and environmental protection departments, and have the right to report departments, units and individuals that fail to perform or fail to perform their duties of emergency handling of environmental pollution and damage accidents according to regulations.

If it is a major or extraordinarily serious pollution accident, it shall be reported to the superior in a timely manner in accordance with the Interim Measures for the Reporting of Environmental Pollution and Destruction Accidents.

6.2 Accident scene handling procedures

After receiving the report, the leading group for emergency treatment of sudden environmental pollution accidents shall immediately organize environmental law enforcement personnel to rush to the scene, and the environmental monitoring station shall immediately send emergency treatment personnel equipped with necessary monitoring equipment to the scene of the accident within the specified time, and immediately take effective measures to control the spread of pollution accidents.
