3.2 Major pollution accidents and damage accidents
Anyone who meets one of the following circumstances is a major environmental pollution and destruction accident:

3.3 Major environmental pollution and accidents
Anyone who meets one of the following circumstances is a major environmental pollution and destruction accident:
3.3. 1 The direct economic loss caused by pollution or destruction is more than 50,000 yuan and less than 654.38+10,000 yuan (excluding 654.38+10,000 yuan);
3.3.2 Personnel have obvious poisoning symptoms, radiation damage or may lead to disability consequences;
3.3.3 People have symptoms of poisoning;
3.3.4 Environmental pollution affects social stability;
3.3.5 Great harm to the environment;
3.3.6 Killing and cutting down wild animals and plants under national second-and third-class protection.
3.4 Extraordinary environmental pollution and destruction accidents
Anyone who meets one of the following circumstances is a major environmental pollution and destruction accident:
3.4. 1 The direct economic loss caused by pollution or destruction is more than 654.38 million yuan;
3.4.2 Personnel have obvious poisoning symptoms or radiation damage;
3.4.3 Poisoning death;
3.4.5 Environmental pollution seriously affects the normal activities of local economy and society;
3.4.6 Killing and cutting down wild animals and plants under national first-class protection.
3.5 Confirmation of the accident
Belonging to general or large environmental pollution accidents and damage accidents, confirmed by Taishan Environmental Protection Bureau; Major or extraordinarily serious environmental pollution and destruction accidents shall be confirmed by Jiangmen Environmental Protection Bureau or Guangdong Environmental Protection Bureau.
4. Environmental pollution and damage accident report
All units and individuals have the obligation to report environmental pollution and damage accidents to people's governments at all levels and environmental protection departments, and have the right to report departments, units and individuals that fail to perform or fail to perform their duties of emergency handling of environmental pollution and damage accidents according to regulations.
4. 1 reporting procedure
After a major or extraordinarily serious environmental pollution accident, the Municipal People's Government shall immediately report to the Jiangmen Municipal People's Government and notify the Emergency Office of the Provincial Environmental Protection Bureau. The Municipal Environmental Protection Bureau shall immediately report to Jiangmen City and the Provincial Environmental Protection Bureau.
The Emergency Office shall report to the Municipal People's Government according to the pollution and harm degree of environmental accidents, and report to Jiangmen City and the Provincial Environmental Protection Bureau in time.
4.2 Time limit and form of the report
Reports of major or extraordinarily serious sudden environmental pollution and destruction accidents can be divided into three categories: quick report, accurate report and treatment result report. Quick retribution shall be reported within 48 hours after the accident is discovered; Report immediately after finding out the basic situation; After the accident is handled, the handling result report shall be reported immediately.
Quick and accurate reports can be made by telephone, telegram or fax, and direct reports should be sent if necessary; A report on the treatment result shall be written.

The quick report mainly includes: types of environmental pollution and damage accidents, time and place of occurrence, pollution sources, main pollutants, economic losses, personal injuries, etc.
On the basis of quick report, report the exact data, the cause and process of the accident and the emergency measures taken.
On the basis of accurate report, report the measures, process and results of accident treatment, potential or indirect hazards, social impact and remaining problems after accident treatment, relevant departments and work contents involved in the treatment, and issue documents on hazards and losses.

6. 1.3 field situation report
The site situation of pollution accidents shall be reported to the Bureau's leading group for emergency treatment of sudden pollution accidents in a timely manner, and the work progress shall be reported in real time according to the site work, and the emergency leading group shall report to the municipal government and relevant departments.
If it is a major or extraordinarily serious pollution accident, it shall be reported to the superior in a timely manner in accordance with the Interim Measures for the Reporting of Environmental Pollution and Destruction Accidents.
6.2 Accident scene handling procedures
After receiving the report, the leading group for emergency treatment of sudden environmental pollution accidents shall immediately organize environmental law enforcement personnel to rush to the scene, and the environmental monitoring station shall immediately send emergency treatment personnel equipped with necessary monitoring equipment to the scene of the accident within the specified time, and immediately take effective measures to control the spread of pollution accidents. After preliminarily identifying the nature, causes and harm degree of the accident, assist the local government, relevant departments, representatives of the masses and relevant parties to discuss plans and measures to eliminate or mitigate the harm, and organize personnel to implement them.
6.2. 1 investigation and evidence collection

6.2.3 Coordination work
After receiving the pollution accident report, the emergency leading group shall immediately notify the municipal government and the town government where the accident occurred. 6.4 Evaluation Report Procedure

The municipal environmental supervision department shall submit the final report of pollution accident and evidence collection materials to the municipal leading group for emergency treatment of sudden pollution accidents; The Municipal Environmental Protection Bureau shall make a decision in accordance with the provisions of environmental protection laws and regulations, and punish the units and individuals that cause pollution accidents. If it is an environmental criminal offence, it shall be handed over to judicial organs for handling. Civil compensation caused by pollution accidents shall be handled by the Municipal Environmental Protection Bureau in accordance with the Provisions on Administrative Mediation Procedures for Environmental Pollution Damage Compensation Disputes.

Municipal Science and Technology Bureau: responsible for establishing an emergency expert database of all walks of life and setting up an expert advisory group. Organize experts to carry out publicity and consultation activities on environmental pollution accident prevention and emergency treatment, and provide technical consultation for on-site command and rescue work.
Municipal Safety Supervision Bureau: Supervise and inspect all towns and districts and hazardous chemicals business units to formulate emergency rescue plans; Urge enterprises to implement emergency measures and strengthen daily supervision and management.
Municipal Public Security Bureau: responsible for formulating emergency plans for personnel evacuation and accident site, organizing personnel evacuation in areas where accidents may endanger, conducting public security management in evacuated areas, and participating in accident investigation and handling.
City traffic police brigade: responsible for formulating emergency plans for traffic disposal, controlling road traffic around the accident site area, prohibiting irrelevant vehicles from entering the dangerous area, and ensuring smooth roads.
