Green factories refer to factories evaluated by third-party organizations, assessed and confirmed by provincial departments of industry and information technology, as well as verified by experts, and publicized. The conditions for recognizing green factories usually include the following:
I.Basic Conditions
1.Registration and Legal Personality:Enterprises need to be registered with the relevant authorities. Enterprises need to be registered in the relevant region and have independent legal personality.
2,Law-abiding Compliance: The enterprise has not been involved in major and above safety and environmental protection liability accidents in the past three years, and has not been included in the list of subjects of breach of trust.
3,Industry and policy compliance: The industry in which the enterprise is engaged needs to be in line with the national industrial policy and the requirements of the local high-quality development, and in energy saving, water conservation, comprehensive utilization of resources and other aspects of the performance of good.
4,Green factory planning and implementation: Enterprises should have a green factory management organization, and formulate a comprehensive green factory construction planning, systems and implementation programs.
Special conditions
1,Management system certification: The factory needs to meet the requirements of GB/T19001 quality management system, GB/T28001 occupational health and safety management system, GB/T24001 occupational health and safety management system. safety management system, GB/T24001 environmental management system and GB/T23331 energy management system requirements.
2,Optimization of energy resources: Energy resource inputs need to be optimized, and the products should meet the mandatory standards related to industrial energy conservation, and the operating efficiency of energy-using equipment needs to meet the requirements of economic operation of the equipment.
3,Pollutant Treatment and Emission: The factory should ensure that the pollutant treatment, air pollutant emission, solid waste emission, and noise emission comply with the national standards and local standards.
4.Other green indicators: The factory shall meet the relevant standards for land intensification, production cleanliness, waste resourcing, and low carbon energy, and implement relevant industrial solid waste utilization programs.
Three economic and technical indicators
The plant shall be at an advanced level in the industry in terms of the indicators of land-use intensification, harmlessness of raw materials, production cleanliness, waste resource utilization, and low carbonization of energy in the previous year. Specifically:
1,Land intensification: such as the factory floor area ratio, building density and production capacity or output value per unit of land area need to comply with the relevant indicators.

4,Waste Resourcing: such as the consumption of major raw materials per unit of product, the comprehensive utilization rate of industrial solid waste and the reuse rate of wastewater treatment should meet the relevant standards.
5,Energy decarbonization: The comprehensive energy consumption and carbon emissions per unit of product should be in line with national, industry or local standards.
