(4) Other garbage refers to other domestic garbage except recyclables, kitchen garbage and harmful waste.
The disposal of industrial solid waste, hazardous waste, medical waste, construction waste, greening operation waste and other wastes shall be carried out in accordance with the provisions of relevant laws, regulations and rules.
Rural domestic garbage can not be classified according to the provisions of the second paragraph, but can be divided into kitchen garbage and other garbage for delivery.
The people's governments at the city and county levels may, according to the local actual situation, formulate and announce to the public the specific classification catalogue and delivery specifications of domestic waste, provide various forms of inquiry services, and guide units and individuals to accurately classify and deliver on a regular basis. The classified management of domestic waste follows the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, territorial management and gradual progress. The township (town) people's government and street offices shall be responsible for the specific implementation of the classified delivery, collection and transshipment of domestic garbage and related supervision and disposal work within their respective jurisdictions.
Village (neighborhood) committees shall do a good job in the publicity and guidance of domestic waste classification in residential areas of villages (neighborhood) within their respective jurisdictions, and assist units, village (neighborhood) residents and property service enterprises to carry out domestic waste classification. Encourage village (neighborhood) committees to formulate village rules and regulations or management protocols, and urge and guide village (neighborhood) people to participate in domestic garbage disposal democratically. The competent departments of public security, market supervision and management, cultural tourism, health, transportation and office affairs management shall, according to their respective responsibilities, do a good job in the classified management of domestic garbage.
