(1) In case of purchasing scrap copper and scrap iron, according to relevant laws and regulations, the first thing to be handled is the qualification certificate of the domestic consignee of solid waste;
(2) If the factory processes scrap copper and scrap iron, it can continue to apply for an import license, which is also called examination and approval, after the cross-examination of domestic consignee information is required.
The domestic consignee certificate refers to the consignee registration certificate of the international trade contract for importing solid waste that can be used as raw materials. Domestic consignees engaged in the import of waste raw materials shall register. The domestic consignee or his agent shall report to the port inspection and quarantine institution for inspection with the registration certificate (or photocopy) and relevant materials.
A domestic consignee applying for registration shall meet the following conditions:
(1) It has legal import and export business qualifications;
(2) Having a fixed office space;
(three) familiar with and abide by the mandatory requirements of China inspection and quarantine, environmental protection technical specifications and other relevant environmental protection control standards;
(4) Establish and operate a quality management system according to the review requirements of the Record Form of Domestic Consignee Registration of Imported Solid Waste Raw Materials;
(five) a relatively stable supply of goods and domestic users.
Eligible enterprises should apply online through the eciq system of the General Administration of Quality Supervision, Inspection and Quarantine, and submit all application materials within 30 natural days. After receiving the materials, the bureau of the province directly under the Central Government will organize an expert review team to conduct written and on-site review of the enterprise, and issue a domestic consignee registration certificate for imported solid waste that can be used as raw materials if it is qualified.
The domestic consignee certificate is valid for three years. The exam will be postponed after the expiration. Those who pass the postponed examination will be issued a new certificate. Deferred review is unqualified, and the rectification has not been completed within the rectification period, and its registration qualification will be cancelled.
Article 4 of the Measures for the Administration of Public Security of Scrap Metal Acquisition Industry, with the approval of the competent business department, shall apply to the public security organ of the local people's government at the county level for issuing a special trade license, apply to the administrative department for industry and commerce at the same level for registration, and obtain a special trade license and business license before starting business.
Enterprises and individual industrial and commercial households that purchase unproductive scrap metal shall apply to the administrative department for industry and commerce of the local people's government at the county level for registration, obtain a business license, and file with the public security organ at the same level before starting business.
