Article 6 When building, expanding or rebuilding ground construction projects and underground facilities projects, the current situation of underground drainage pipe network shall be ascertained and the consent of the Construction Bureau (sub-bureau) shall be obtained. There is a contradiction with the existing urban drainage pipeline, and the planning and management department is responsible for coordinating and handling it. Seventh construction projects, it is really necessary to change and relocate the original urban water distribution pipelines and canals, according to the following provisions:
1. The planning management department and the Construction Bureau (sub-bureau) * * * agree on the relocation or reconstruction plan;
2, by the Construction Bureau (branch) and the construction unit signed an agreement. The investment shall be borne by the construction unit;
3. After the relocation or reconstruction project is completed, the original urban drainage channels can be treated after the acceptance of the construction department. Eighth special drainage pipes need to be connected to urban drainage pipes, according to the following provisions:
1, fill in the application form with a simple plan and report it to the Construction Bureau (sub-bureau);
2, must conform to the requirements of the manhole access; The elevation of the bottom of the access pipe is not higher than the elevation of the top of the urban drainage pipe by 20 cm; The rainwater pipe and sewage pipe are not connected with each other in the rainwater and sewage separate drainage system; Industrial and medical wastewater has been treated first, and it has reached the discharge standard stipulated by the environmental protection department after laboratory testing; After the feces are digested by septic tanks and other laws and regulations, access can be approved;
3, according to the approved graphic access, and when the project is completed, report to the construction bureau (branch) for inspection and acceptance. If it does not meet the requirements, it should be reworked. Ninth units to build a special sewer directly leading to rivers or lakes, must be reported to the Construction Bureau (branch) for approval; The discharged sewage must be tested by the environmental protection department. Chapter III Water level capacity of urban open drains, rivers and lakes and management of drainage pumping stations Article 10 Urban open drains, rivers and lakes should always be kept unblocked.
It is forbidden to dam rivers and intercept water; It is forbidden to dump all kinds of garbage and waste soil into ditches; It is forbidden to build buildings and structures in open channels and ditches without authorization, and it is forbidden to plant crops beside ditches. Article 11 The land requisitioned on both sides of the urban drainage pipeline according to the plan is the land for urban drainage facilities, and no unit (including suburban commune and brigade) or individual may occupy it at will. If it is necessary to erect bridges, open canals for irrigation and build sewage pumping stations, it must be reported to the Municipal Construction Bureau for approval. Twelfth due to the needs of production and construction, it is really necessary to change and relocate the original urban drainage ditches, according to the provisions of article seventh of these measures. Thirteenth it is forbidden to fill lakes and ponds connected with urban drainage, and the water level management must obey the needs of urban drainage. The Municipal Construction Bureau shall, jointly with relevant departments, formulate water level control elevation and promulgate its implementation. Fourteenth urban drainage pumping stations should be maintained regularly to ensure the equipment is in good condition and normal operation, and give full play to pumping efficiency. In the flood season and rainy season, the power supply department should ensure drainage and electricity use. Chapter IV Awards and Penalties Article 15 Units and individuals that have made outstanding achievements in exemplary implementation of these measures, careful management and maintenance of urban drainage facilities, and active dredging work; Units and individuals who report, stop and correct violations of these measures, protect urban drainage facilities and make contributions shall be commended or rewarded by the relevant departments. Sixteenth acts in violation of these measures shall be dealt with in accordance with the following provisions:
1, if no damage has been caused, correct it immediately and give criticism and education;
2, damage to urban drainage facilities, silting, blocking urban drainage ditches, open channels, to repair, dredge or according to the prescribed standards (compensation standards by the Municipal Construction Bureau according to the budget quota) compensation; If the circumstances are serious or deliberately concealed, a fine of three to five times shall be imposed according to the compensation standard;
3. Unauthorized occupation of lakes and ditches and construction of water-blocking objects shall be handled in accordance with the relevant provisions of the Measures for the Administration of the Implementation of Urban Planning in Wuhan;
4, in the urban drainage canals, wellhead and urban drainage facilities that have been requisitioned according to the plan for illegal construction, according to the relevant provisions of the "Wuhan urban planning implementation management measures";
5, for violations, repeatedly pointed out that still not correct or if the circumstances are serious, at the same time, the parties or the person in charge of the unit may be fined five yuan to twenty yuan.
