Circular of the Ministry of Information Industry on the Issuance of Interim Provisions on the Administration of Micropower (Short-distance) Radio Equipment

Chapter I General Provisions Article 1 In order to promote the healthy development of radiocommunications, strengthen the management of micropower (short distance) radio equipment (hereinafter referred to as micropower radio equipment), prevent micropower radio equipment from interfering with radio services such as broadcasting and television, navigation, mobile communications and radio astronomy, and ensure the normal and orderly work of all kinds of radio equipment, the present provisions are hereby formulated in accordance with the "Regulations on Radio Administration of the People's Republic of China*** and the State". Radio Regulations", these provisions are hereby formulated. Article 2 Micropower radio equipment refers to radio equipment that meets the technical requirements in the Annex to these Regulations. Article 3 The development, production, sale, import and use of micropower radio equipment shall strictly comply with these provisions. Chapter II General Provisions Article micropower radio equipment shall not be used to other legitimate radio stations to produce harmful interference. If harmful interference occurs, it should immediately stop using and try to eliminate the harmful interference before continuing to use. Article 5 The use of micropower radio equipment must avoid or tolerate interference from other legal radio stations or radiation interference from industrial, scientific and medical applications, and shall not be legally protected against interference, but may be reported to the local radio administration. Article 6 The use of micropower radio equipment does not need to apply for a radio station license procedures, but must accept the radio management office on its product performance indicators for the necessary inspection or test. Article VII development of micropower radio equipment shall be issued in accordance with the national radio regulatory agencies, "the development of radio transmitting equipment for the management of the regulations" for the relevant procedures. Producers should be accepted by the national or provincial (autonomous regions and municipalities) radio management organizations on the performance indicators of the inspection and testing of their products. Produced by the product performance indicators must meet the requirements of the provisions of this regulation, do not meet the requirements of the product shall not leave the factory. Article IX where the State Radio Administration has not been approved by the type of micropower radio equipment, shall not be produced in China, sales and use. Article X has been approved by the State Radio Administration type of micropower radio equipment, any manufacturer and user shall not be unauthorized to change the use of frequency, increase the transmitter power (including the installation of additional RF power amplifiers), unauthorized external antenna or other transmitting antenna, or to change the characteristics of the original design and functionality. Article XI micropower radio equipment must be installed in a complete enclosure, its external adjustment or control device is only used in the type of technical indicators approved within the scope of adjustment or control. Article XII of the various types of micropower radio equipment performance and technical specifications are listed in the Annex. According to the development of technology and market demand, the State Radio Administration will modify and supplement the micropower radio equipment and technical specifications as appropriate.

The use of the following micro-power radio equipment must also comply with the following provisions:

1. Wireless microphone, biomedical telemetry equipment

If the use of the same frequency and the local sound, television broadcasting radio frequency, shall not be used in the local;

If the local sound, television broadcasting reception interference, should immediately stop using, pending the elimination of interference or adjusted to the interference-free frequency before re-use.

2. Crane or transmission agencies special remote control equipment, electronic crane scale wireless transmission of special equipment

Equipment must be installed before the electromagnetic environment test, so as to avoid interference or interference with the normal operation of other similar equipment, resulting in production accidents;

In order to protect the radio astronomy business of the Beijing Observatory, the equipment with the frequency of 229.0-235.0 MHz shall not be used within the jurisdiction of Beijing.

3. Wireless remote control equipment for industrial use

It is limited to use in industrial plants (or buildings), and the interval between two transmissions is not less than 5 seconds.

4. Wireless data transmission equipment

Limited to the use of buildings, the interval between two transmissions of not less than 5 seconds.

In order to protect the radio astronomy business of the Beijing Observatory, the use of equipment within the frequency range of 229.0-235.0MHz is not permitted within the jurisdiction of Beijing.

5. Burglar alarm wireless control equipment

The duration of each radio wave emission is not more than 1 second; the interval between two times is not less than 1 minute;

Must not be used for wireless control of toys.

6. General-purpose wireless remote control equipment

Must have automatic control devices, the use of periodic work of wireless control equipment, the duration of each radio wave emission does not exceed 1 second, the interval between the two times is not less than 60 minutes; or so that the non-periodic work of the equipment each time the duration of each radio wave emission does not exceed 5 seconds, the interval between the two times is not less than 60 minutes;

Must not be used in the wireless control of toys. wireless control toys;

If the frequency of use is the same as the frequency of local sound and television broadcasting stations, it shall not be used locally;

If it interferes with the reception of local sound and television broadcasting, it shall be immediately discontinued, and shall not be reused until the interference is eliminated or adjusted to a non-interfering frequency.

7. Model toy radio remote control equipment

Limited to one-way control;

Not to be used in the vicinity of airports and air traffic control zones;

Not to be used in military control zones;
