Guo Yanhong introduced that the development of medical resources in our country is uneven and insufficient, especially in regional areas. The differences between urban and rural areas are relatively large; medical resources are generally insufficient, with 6.7 medical beds per 1,000 people and less than 4 critical medical beds per 100,000 people. Therefore, overall medical resources need to be improved in terms of quality, capacity, and balanced regional distribution, especially to make up for the shortcomings in critical medical services.
Measures to increase treatment resources
1. Strengthen the construction of designated hospitals. We require all localities to designate hospitals with strong comprehensive capabilities and high treatment levels as designated hospitals. Designated hospitals must have sufficient treatment beds based on the local population size. At the same time, the construction of critical care units, that is, ICUs, must be strengthened, and the number of ICU beds must reach 10 of the total number of beds.
2. Strengthen the construction of makeshift hospitals. We require all localities to make preparations for makeshift hospitals in advance in accordance with the principle of "combination of emergency and emergency" and rely on existing large venues, such as convention and exhibition centers, sports venues, etc.
3. Strengthen the construction of fever clinics. The fever clinic is an important place for fever patients to screen whether they are infected with the new coronavirus after entering the clinic. We require hospitals at level 2 and above to set up fever clinics, so that they should be set up and opened as often as possible, and the first-patient responsibility system should be strictly implemented. Once suspicious patients are found, they should be screened as soon as possible. If they are positive for infection, they should be transferred to them quickly. Designated hospitals or makeshift hospitals provide treatment to truly achieve early detection, early diagnosis, early reporting, and early treatment.
