Yunnan Provincial Rural Healthcare Regulations (Revised in 2010)

Chapter I General Provisions Article 1 In order to develop rural medical and health care, safeguard the health of rural residents, and promote the coordinated economic and social development of the province's rural areas, these Regulations are formulated in accordance with the relevant laws and regulations, and in the light of the actual situation of the province. Article 2 These regulations shall apply to rural medical and health care in the administrative area of the province. Article 3 The goal of rural health care is to realize the basic medical and health services for all rural residents. Rural health care work follows the principle of government leadership, departmental responsibility, the whole society **** with participation. Article 4 The people's governments at or above the county level shall incorporate the development of rural health care into their national economic and social development plans, and shall implement a governmental term of office target responsibility system. Rural health care funding should be included in the same level of the financial budget, in accordance with the principle of hierarchical responsibility, to ensure that rural health care funding input, input growth rate is not lower than the growth rate of financial recurrent expenditure over the same period.

The provincial people's government of the new rural cooperative medical care, rural basic public **** health services, rural major public **** health service projects and rural basic medical institutions to support the capital construction, equipment configuration and personnel training, and to the border areas, ethnic minority areas, poverty-stricken areas of rural health care to give key support. Article 5 The health administrative departments at or above the county level are responsible for the management, technical guidance, supervision and inspection of rural medical and health care.

Development and reform, finance, human resources and social security, education, agriculture, water conservancy, civil affairs, housing and urban-rural construction, environmental protection, population planning, quality supervision and other relevant departments, in accordance with their respective responsibilities, to do a good job in rural health care related work. Article 6 Medical, disease prevention and control, health supervision, maternal and child health care, family planning technical service organizations and township health centers, village health offices shall do a good job in rural health care. Article 7 The people's governments at all levels and the relevant departments shall commend and reward units and individuals who have made outstanding contributions to rural medical and health work.

Encourage units and individuals to subsidize rural health care. Chapter II Rural Healthcare Institutions Article 8 Rural healthcare institutions refers to county-level healthcare institutions, township health centers, village health centers and other healthcare institutions mainly for rural residents to provide basic medical care, public **** health and other services. Article 9 The establishment of rural health care institutions shall be consistent with the local regional health planning, in line with the standards of medical institutions, and in accordance with national and provincial regulations approved by the health administrative department.

People's governments at all levels shall strengthen the construction of county-level medical and health institutions, township health centers and village health offices.

Encourage social forces to organize rural health care institutions. Article 10 county-level medical and health institutions are responsible for rural preventive health care, basic medical services and the rescue of patients with critical illnesses, undertake the township health centers, village health offices of technical guidance and personnel training. Article XI each township shall set up a government-organized health center.

The township health center shall undertake the township public **** health services and the diagnosis and treatment of common and frequent diseases and other comprehensive services, and shall undertake the business management and technical guidance to the village health office.

The township health centers shall also be equipped with preventive health care personnel who are compatible with rural medical and health care work and have undergone specialized training. Its personnel, business, funding and other management by the county-level health administrative departments. Article 12 Each administrative village shall set up a health office.

Village health room to undertake the administrative village of public **** health services and common diseases, common diseases, primary diagnosis and treatment and referral services.

People's governments at all levels shall strengthen the construction of village health rooms, so that the construction of village health rooms is gradually standardized. Article 13 The purchase, storage and use of medicines in rural medical and health institutions shall be in accordance with the norms for the quality management of medicines. Government-organized rural medical and health institutions shall be equipped with and use national essential drugs. National essential drugs shall be purchased and distributed through unified bidding. Article 14 The people's governments at all levels and the relevant departments shall encourage rural medical and health institutions to carry out business cooperation and technical exchanges, and to establish and improve the working system of urban medical and health support for rural medical and health. Support for rural health care in the form of counterpart support, medical tours, technical guidance, personnel exchanges, personnel training and telemedicine guidance. Article 15 The people's governments at all levels of the rural medical and health institutions organized by them shall, in accordance with state regulations, be equipped with personnel and equipment appropriate to their work, and subsidize personnel and operational expenses.

The people's governments at all levels of the public **** health services provided by rural medical and health institutions organized by social forces, can take the form of purchasing services and other ways of compensation; the basic medical services provided by them, through the signing of a fixed-point contract and other ways of paying for from the basic medical insurance fund. Article 16 The health administrative departments at or above the county level shall supervise and assess the medical safety and quality of rural health care institutions. Supervision and assessment methods shall be formulated by the provincial health administrative department.

Drug supervision, quality supervision and other departments shall strengthen the supervision of drugs, medical devices, regular supervision and inspection. According to law to crack down on counterfeit and shoddy medicines, to ensure the safety and effectiveness of medicines for rural residents. Article XVII of the people's governments at or above the county level and the relevant departments shall strengthen the construction of traditional Chinese medicine, medical treatment and preventive health care service system, improve the level of traditional Chinese medicine services, promote appropriate technology of traditional Chinese medicine, and give full play to its role in rural health care services.
