When the Southwest China Spratly Islands Work Committee and Office was first established, it had asked its staff to settle in the Xisha Islands, but due to the remoteness of the Xisha Islands, coupled with the high temperature, high humidity, high alkali climatic and geographic conditions, it was very difficult to settle in the geographic environment and living conditions of the Xisha Islands for a long period of time at that time. Starting from July 1969, approved by the China *** Guangdong Provincial Committee, Guangdong Provincial People's Government and Hainan Military Region, the island staff rotation system, Xisha People's Hospital medical staff are also rotated by the Hainan Administrative Region of the cities and counties, each batch of 4 to 5 people, six months a change.
The Xisha Islands transportation is relatively closed, every month there is only a ship from Wenchang City, Hainan Province, to and from the Xisha Islands, encountered typhoons and other bad weather, but also indefinite delay. Due to the backwardness of medical and health conditions, when it comes to complex and major diseases, Xisha People's Hospital basically has no way to treat.

With the construction of Hainan International Tourism Island, Xisha tourism has become an important element to the Xisha people are more and more, Xisha People's Hospital has been unable to meet the demand. With the support of the Hainan Provincial Health Department and the Provincial Development and Reform Commission, the construction of Xisha People's Hospital began to accelerate from 2008.
In 2011, the National Development and Reform Commission has included the construction of Xisha People's Hospital in the 2011 Rural Health Service System Investment Program .
Because of land constraints, the Southwest China Central Sand Work Committee has decided that the new Xisha People's Hospital will be demolished and rebuilt on the same site. As of July 2011, the relocation work is underway. According to the planning, the new Xisha People's Hospital is built according to the construction of a first-class hospital, imitating the configuration of a second-class hospital, planning to build an outpatient building and an inpatient building each, with a floor area of 2,338 square meters, which will have 30 beds and a staffing level of 35, with an investment of 18 million yuan in the project , the source of funding by the rural health care service system of the county hospital construction project of the central budget for the full amount of the investment arrangements. The goal of the new hospital is to strive for 10 years not to fall behind, can meet the basic medical needs of the military, police and civilians .
In February 2012, the construction of the Xisha People's Hospital project in Hainan Province began on Yongxing Island in Xisha .
In July 2012, Xisha People's Hospital of Hainan Province was included as a designated medical institution for the New Rural Cooperative Medical Care (NRCM), providing inpatient and outpatient medical services and carrying out the NRCM instant settlement business.
By the end of December 2012, the main project of Sansha People's Hospital had been topped off. According to the construction progress, it is expected that by around June 2013, the hospital can be completed and put into use. By then, the hospital has more than ten departments such as pediatrics, surgery, obstetrics and gynecology, and orofacial stomatology . After the completion of the hospital, some of the larger diseases can be treated on Yongxing Island, which will greatly improve the growing conditions of medical and health services for the military, police and civilians on the island, and meet the basic medical needs of the military, police, civilians and tourists in Sansha City.
