1 Bidding conditions
The bidding project of the second level of hydropower station project of Pulan County, Ali Prefecture, has been approved for construction by the Tibet Development and Reform Infrastructure Construction 2013215, the construction funds from the state investment, the project contribution ratio of 100%, the project owner for the Ali Prefecture, the Water Conservancy Construction Project Management Center, the bidder is Ali Regional Water Conservancy Construction Project Management Center, the bidding agent is Beijing Jingfa Bidding Co. The project has bidding conditions, now the project construction open bidding.
2 Project Overview and Bidding Scope
2.1 Project Name: Ali Pulan County, the second level of hydroelectric power station project

2.3 Construction Location: Pulan County, Ali Pulan Township, Kejia Village
2.4 Scale of the Project: project level for the V class small (2) type, reservoir dam design. 2) type, reservoir dam design flood protection standard 10 years, plant design flood protection standard 20 years, permanent and temporary buildings for the 5th level, the installed capacity of 2000 kilowatts (4 × 500 kilowatts) and ancillary works.
2.5 Bid division: the construction of this project *** divided into three bids

Construction: 1, hub project: including spillway dam project, reservoir seepage control project, flood flushing gates project, inlet sluice gate project; 2, water diversion project: including tunnel project, channel project, flash flood trench project, the front pool and relief channel project, pressure pipe slope Project; 3, plant works: including main plant works, secondary plant works, plant and bank protection works; 4, transportation works; 5, building construction works: including management house, staff dormitory, warehouse; 6, other construction works; 7, fire protection works; 8, monitoring works; 9, soil and water conservation and environmental protection works.

Construction works: 1, hub project: including spillway dam project, sub-dam project, reservoir seepage control project, sand flushing and flood relief project; inlet sluice gate project; 2, water diversion project: including culvert project, channel project, ferry project, front pool and water discharge channel project, Pressure pipe slope project; 3, plant works: including main plant works, secondary plant works, plant and flood control works; 4, other construction works; 5, fire protection works; 6, monitoring works; 7, soil and water conservation and environmental protection works.

Third bidding section: 1, mechanical and electrical equipment and installation works; 2, soil and water conservation and environmental protection works.
Remarks: Bidders can register for bidding for one of the above three bidding sections.
2.6 Duration: the duration of each bidding section is 570 calendar days.
3 Bidder Qualification Requirements
3.1 The tender requires the bidders to (1) the first and second bidding sections: must have the qualification of Grade 3 (including Grade 3) or above of the general contracting of water conservancy and hydropower construction issued by the competent department of construction administration; (2) the third bidding section: must have the qualification of Grade 3 (including Grade 3) or above of the general contracting of water conservancy and hydropower construction or Grade 2 or above of the general contracting of electromechanical installation. The third bidding section: must have the qualification of Grade III (including Grade III) or above of general contracting for construction of water conservancy and hydropower projects or the qualification of electromechanical installation. Have independent enterprise legal personality, and in personnel, equipment, capital and other aspects of the ability to undertake the construction of this section, outside the bidding enterprise shall Tibet Autonomous Region Water Resources Department Construction Management Division through the record, the legal representative does not participate in person, the authorized delegate shall be the bidder's own personnel, the commissioning agent of the enterprise outside of the region shall be the person responsible for the Tibet.
3.2 This tender does not accept (accept / do not accept) consortium bidding.
3.3 The tender is subject to post-qualification examination, and the specific requirements for qualification examination are set out in the tender documents. The bidding documents of the bidders who fail the post-qualification examination will be treated as rejected.
4 Acquisition of Bidding Documents
4.1 Whoever intends to participate in the bidding, please send a representative to submit the bidding documents at the Construction Engineering Transaction Center of the Tibet Autonomous Region from April 12, 2013 to April 18, 2013 (except for legal public holidays and legal holidays), from 10:00 a.m. to 12:00 a.m., and from 15:30 p.m. to 17:30 p.m. (Beijing time, the same hereinafter), with a unit introduction letter and a certificate of compliance with the requirements of the bidding documents. Transaction Center with a unit introduction letter and eligible relevant information to register and purchase bidding documents.
4.2 The bidding documents are priced at RMB 850 yuan per set, which is non-refundable.
5 Submission of Bidding Documents
5.1 The deadline for submission of bidding documents (deadline for submission of bids, the same below) is 10:00 o'clock on May 6, 2013, and the place is the Construction Engineering Transaction Center of Tibet Autonomous Region.
5.2 The bidder shall not accept the bidding documents delivered late or not delivered to the designated place.
