Chapter Name Chapter I General Principles

Journal of Railway Passenger Transportation.
Article IV of the railroad station business premises should have the corresponding fare table, tariff table, miscellaneous fee table

Article V. The meaning of the following terms in these regulations:
Carrier: the passenger or shipper with a contract of carriage of the railroad transport enterprises. Railroad stations,
trains and the behavior of personnel related to the operation in the performance of their duties on behalf of the carrier.
Passenger: a person with a valid railroad travel voucher and a child traveling free of charge with him. A person escorting goods under a railroad
contract of carriage of goods is considered a passenger.
Shipper: the person who entrusted the carrier to transport baggage or small goods and signed the contract of carriage of baggage parcels with him
.
Consignee: the person who receives the baggage or parcel with a valid receipt.
Class: the same distance to the carrier to provide different ride conditions to determine.
Passenger records: refers to the passengers or luggage, parcels in the course of transportation due to special circumstances, the carrier and
passengers, shippers, consignees need to record some kind of matter or between the station and the train to handle the business of handing over
the text of the voucher.
Time: Beijing time shall prevail, calculated from zero hour, the implementation of 24-hour system.
Above, below, before, after, within, outside: all include this number.
Article 6 In the absence of any violation of the principles of these regulations, the railroad transportation enterprises may, according to the specific circumstances
formulate supplementary regulations within the jurisdiction of the enterprise and report to the competent railroad department of the State Council for the record.

Chapter Name Section I Contract for the Transportation of Railway Passengers
Article 7 The contract for the transportation of passengers on the railroad is to clarify the rights and obligations between the carrier and the passengers of the relationship between the

equally binding on the carriers involved.
The basic document of the contract of carriage of passengers by rail is the ticket.

Article 9 The basic rights and obligations of passengers are:
Rights:

Obligations:
1. To pay the transportation expenses;
2. To abide by the state laws and regulations on railroad transportation, to listen to the guidance of the railroad station and train workers

3. To take good care of the railroad equipments and facilities, and to maintain the order of the public *** and the safety of transportation.
Article 10 The basic rights and obligations of carriers are:
Rights:
1. to collect transportation fees in accordance with the provisions;
2. to require passengers to comply with state laws and regulations of the railroad, to ensure the safety;
3. to the damage to the interests of other people and the railroad equipment, facilities, and the right to stop the behavior, eliminate the danger and
demand compensation.
Obligations:
1. Ensure the safety of passenger transportation on time;
2. Provide passengers with a good travel environment and service facilities, and constantly improve the quality of service, culture
polite for the passenger service;
3. Compensate for passengers' bodily injury or loss of goods due to the fault of the carrier.
Chapter Name Section 2 Tickets
Article 11 The face of the ticket (except for special tickets) shall contain:
1. the name of the station of departure and arrival;
2. the seat, the sleeper;
3. the route;
4. the fare;
5. the number of trips;
6. the date of the train;
7. the validity period.7. the period of validity.
Article 12 of the ticket, including passenger tickets and additional tickets in two parts. Passenger tickets are soft seats and hard seats
. The additional ticket part is accelerated ticket, sleeper ticket, air-conditioning ticket.
The additional ticket is a supplementary part of the passenger ticket and cannot be used separately except for children.
Article 13 The ticket fare is the applicable fare on the day the passenger travels. When the carrier adjusts the fare,
the sold tickets will not be recharged or refunded the difference in fare.
Chapter Name Section 3 Ticketing and Purchase of Tickets
Article 14 Tickets shall be purchased at the ticket office of the carrier or sales agent. The carrier or sales agent shall sell tickets at the request of the purchaser when transportation capacity
is available.
The carrier may operate a variety of ticketing services
such as round-trip tickets, interline tickets (meaning tickets that can be purchased at the place of purchase to the place of interchange or to the return
zone with seat and berth numbers), regular, irregular, stored-value, and fixed-price tickets, etc., in order to facilitate the purchase and use of tickets by the ticket buyers.
Article 15 of the sale of soft seat tickets up to the end of the train. Passengers in the interval

, the sleeping tickets are only sold to the station where the passenger is transferred.
If a passenger who purchased a sleeper ticket boards the train at a stopover station, he should indicate this when he purchases the ticket, and the conductor should indicate on the back of the ticket that he boards the train at xxx station. When traveling to the intermediate station by other trains, he shall purchase a separate ticket from the station of departure to the intermediate
station.
Article 18 Passengers traveling on trains that provide air-conditioning shall purchase tickets of the corresponding class or air
transfer tickets. Passengers in all the journey by air-conditioned cars and ordinary cars, can be issued throughout the ordinary hard
seat tickets, air-conditioned cars on the section of the air-conditioned cars are charged separately air-conditioned cars and ordinary cars the difference in fares.
Article 19 carriers generally do not accept children traveling alone (by train through the school students and carriers
Carriers agree to guardianship during the trip, except). Children traveling with adults of 1.1-1.4m in height
are entitled to half-price tickets, accelerated tickets and air-conditioned tickets (hereinafter referred to as children's tickets). If the height of the child exceeds 1.4m, he/she shall buy a full-price ticket. Each adult passenger can carry one child less than 1.1m in height free of charge
, and if there is more than one, the number of people exceeding the height of the child should buy a child ticket.
The seat of the child ticket shall be the same as that of the adult ticket, and its arrival station shall not be farther than that of the adult ticket.
When a child traveling free of charge uses a separate sleeping berth, he/she should buy a full-price sleeping berth ticket, and when there is air-conditioning, he/she should
also buy a half-price air-conditioning ticket.
Article 20 Students and postgraduates studying in general universities, colleges and universities, military colleges and universities, primary, secondary and specialized secondary schools
, and technical schools, who do not have a salary income, and whose families' place of residence is not in the same city as the school, are entitled, on the basis of their student ID cards (elementary school students on the basis of a written
certificate) with the reduced-fare privilege certificate stamped with the official seal of the institution, to four family visits to the institution (place of internship) per year. Half-price hard-seat passenger tickets,

Overseas Chinese students and students from Hong Kong, Macao and Taiwan will be treated in the same way as above.
Student tickets should be sold on trains with short routes or fewer interchanges.
Student tickets cannot be issued in the following cases:
1) when one of the parents is at the school;
2) when the student is on leave of absence, resumption of studies, transfer, or withdrawal from school;
3) when the student commutes to and from the school and the place of internship.
Article 21 The People's Liberation Army (PLA) and the People's Armed Police Force of China (PAPF) military personnel disabled due to injuries (hereinafter referred to as disabled military personnel) shall be entitled to half-price soft-seat, hard-seat passenger
tickets and additional tickets by presenting the "Revolutionary Disabled Military Personnel Card".
The format of the "Revolutionary Disabled Soldier's Card" is issued by the Ministry of Civil Affairs of the People's Republic of China. The "Revolutionary Disabled Soldier's Card" for active-duty disabled

Article 22 The person who meets and greets passengers on the platform shall buy a platform ticket. Platform tickets are valid for use on the same day

Article 23 More than 20 people can

Chapter Name Section 4: Validity of Tickets
Article 25: The validity of tickets shall be calculated as follows:
1. The validity of tickets shall be calculated according to the mileage of the train: within 500km, two days; if it is more than 500km, one day shall be added for each additional 500km, and the end of the ticket for less than 500km shall be calculated according to the number of days. .
The validity period of the suburban ticket is determined by the railroad transportation enterprise.
2. Sleeper tickets are valid for use on the specified date and number of trains, and other additional tickets are valid for use with the passenger tickets

3. The validity of each ticket is calculated from the designated date of travel to 24:00 on the last day of validity

4. Change the ticket after the early ride, the validity of the actual ride from the date of calculation; change the late ride

Article 26 The validity of tickets can be extended in the following cases:

Chapter Name Section 6 Conditions of Passenger Rides

Article 32 The tickets of passengers traveling on sleeper berths are kept by the conductor and issued to the sleeper berths, and exchanged before getting off the train

Article 33 of the potent infectious diseases, mental illness, or health conditions that endanger the safety of others

Chapter Name Section VII Changes
Article 34 When a passenger cannot travel on the date and time specified in the ticket, he can apply for a visa to travel earlier or later without extending the validity of the ticket. Article 36 If a passenger is unable to travel on the date, number of trains, seats and berths recorded on the ticket due to the responsibility of the carrier, the station or car shall be properly rearranged. If the rearranged train, seat or berth is higher than the original ticket class, the excess fare shall not be charged. If it is lower than the original ticket class, the difference in fare

Article 37 Passengers can request a change of route at the station and in the train, but only if they can reach the station within the validity period of the ticket

Chapter IX Section IX lost tickets

Article 45: In the following cases, only the fare will be reimbursed and the handling fee will be charged:

4. Passengers did not take the train according to the date specified in the ticket (including the wrong train within 2h)

Article 47 For violating state laws and regulations, provoking trouble and disturbing

Chapter Name Section 12 Refund of Tickets
Article 48 When a passenger requests a refund of ticket, it shall be handled in accordance with the following provisions, and the refund fee shall be charged:
1. Before the start of the journey at the station of departure, or within 2 hours after the start of the journey under special circumstances, the entire fare shall be refunded.
Groups of passengers must be handled 48h before the start.
2. In the place of purchase, the refund of interline tickets and round-trip tickets must be handled 5 days before the departure of the train at the place of return or transfer
. The refund of unused portion of the ticket at the place of return or transfer shall be processed according to item 1 of this article.
3. Tickets cannot be refunded after a passenger has started traveling. However, if the passenger is unable to continue the trip due to injury or illness, the station

Suburban tickets, regular tickets, and fixed-rate tickets are refunded by the railroad transportation enterprises themselves.
If necessary, the railroad transportation enterprises can temporarily adjust the refund method.
Article 49 When a passenger refunds his ticket due to the carrier's responsibility, the following provisions shall apply, and no refund
fee shall be charged:
1. At the station of departure, the whole fare shall be refunded.
2. At the intermediate station, the difference between the fare received and the fare of the traveled area shall be refunded, and if the traveled area is less than the starting
mileage, the whole fare shall be refunded.
3. At the arrival station, the difference between the fare received and the utilized portion of the fare shall be refunded. If the unused portion of the fare is less than
the minimum mileage, it will be calculated according to the minimum mileage.
4. Air-conditioned trains due to air-conditioning equipment failure can not be repaired during operation, should be refunded for the unused
air-conditioned fare of the interval.
Article 50 of the line interruption passengers request a refund, in the originating station (including interruption of transportation station

Chapter Name Section 13 Carrying Goods
Article 51 Passengers are responsible for carrying goods under their own care. The weight and volume of free carry-on items per person are:
10kg for children (including free children), 35kg for diplomats, and 20kg for other travelers; the sum of the external dimensions of each item shall not exceed 160cm in length, width, and height; pole-shaped items shall not exceed 200cm; and the weight of each item shall not exceed 20kg.
Article 51: Foldable articles for disabled travelers Folding wheelchairs for travelers with disabilities can be carried free of charge and are not counted as part of the above.
Article 52 The following articles shall not be brought into the car:
1. articles prohibited or restricted by the state;
2. dangerous goods, ammunition and chemical products whose nature cannot be determined by the carrier as stipulated by laws, rules and regulations;
3. animals and articles obstructing the sanitation of the public (including foul smell and other odors); < /p>
4. articles of the public, which can not be brought into the car; < /p>
5. articles of the public, which can not be brought into the car; < /p>
6. articles of the public.
4. Items capable of damaging or contaminating the vehicle;
5. Items with specifications or weights exceeding those stipulated in Article 51 of these Regulations.
For the convenience of travelers, the following items are limited:
1. 5 gas lighters and 20 small boxes of safety matches.
2. Nail polish, polish remover, hair dye not exceeding 20ml. No more than 100ml
Alcohol, cold iron. No more than 600ml of mousse, hair gel, health insecticide, air cleaning
new agent.
3. Soldiers, armed police, public security personnel, militia, hunters with the certificate of possession of firearms prescribed by law and regulations to wear
of firearms and bullets.
4. 20 newborn chicks.
Article 53 Passengers carrying articles in violation of regulations shall be dealt with in accordance with the following provisions:
1. prohibited from entering the station and boarding the train at the station of departure;
2. in the car or at the station of disembarkation, for articles exceeding the weight of free weight, and the overweight portion of the overweight portion of the freight charges for the four
categories of parcels. For the whole piece of overweight and oversized articles which cannot be separated, the four categories of parcel freight shall be charged according to the whole weight of the piece from the upper

4. If the value of overweight or oversized articles of the passenger is less than the freight rate, the freight rate may be charged at 50
% of the value of the articles.
5. When the freight is charged, it shall not exceed the origin and destination of the train.

Article 55 The lost articles of passengers shall be returned to their original owners. If the passenger has already gotten off the train,
a passenger record shall be compiled, indicating the name of the item, the number of pieces and so on, and handed over to the next station. Can not be identified, transferred to the train

Article 56 The station shall have a large passenger flow of lost and found. Lost and found on the passenger
lost articles should be properly stored, the correct delivery. Lost articles need to be transferred to the owner's station through the railroad
when the articles within 5kg free of charge transfer, more than 5kg, to the station according to the category of freight charges
; but for the articles listed in Article 52 and food will not be forwarded.
