The Categorized Management List for Environmental Impact Assessment of Construction Projects is designed to strengthen the management of environmental protection of construction projects and improve the efficiency of approval, in accordance with Article 7 of the Regulations on the Management of Environmental Protection of Construction Projects. The Classified Management List for Environmental Impact Assessment of Construction Projects was considered and adopted by the Ministry of Environmental Protection's Ministerial Meeting on December 27, 2016, and came into effect on September 1, 2017.The former Classified Management List for Environmental Impact Assessment of Construction Projects (Ministry of Environmental Protection Decree No. 33), which was published on April 9, 2015, was repealed at the same time.
Amended in accordance with the Revision Decision published on April 28, 2018.
The Classified Management List for Environmental Impact Assessment of Construction Projects (2021 Edition) was considered and adopted by the Affairs Meeting of the Ministry of Ecology and Environment on November 5, 2020, and is hereby promulgated to come into effect from January 1, 2021 onwards.

Environmentally Sensitive Areas as referred to in this list refer to all types of protected areas at all levels established by law and areas that are particularly sensitive to the environmental impacts generated by construction projects, including the following areas:
(1) national parks, nature reserves, scenic spots, world cultural and natural heritage sites, marine (a) national parks, nature reserves, scenic spots, world cultural and natural heritage sites, marine special protection areas, and protected areas for drinking water sources;
(b) areas under the control of the red line of ecological protection other than those in (a), permanent basic farmland, basic grassland, natural parks (forest parks, geoparks, marine parks, etc.), important wetlands, natural forests, habitats of wildlife under key protection, breeding sites of wild plants under key protection, and natural spawning sites and baiting sites for important aquatic organisms, wintering sites and migratory routes, and the areas with particularly sensitive environmental impacts, The natural spawning grounds, baiting grounds, wintering grounds and migratory corridors of important aquatic organisms, natural fishing grounds, key soil and water erosion prevention areas and key management areas, sandy land closed protection zones, closed and semi-closed sea areas;
(c) the main function of residential, medical and health care, culture and education, scientific research, administrative offices, and cultural relics protection units.
