Chapter 1 General Provisions

Article 2: These regulations shall apply to dog breeding management activities within the administrative region of this city.
This regulation does not apply to the management of military dogs and police dogs, as well as the management of dogs raised for special needs by zoos, professional performance groups, scientific research institutions and other units.
Article 3: The management of dog breeding implements the principles of combining management and service, combining law enforcement by administrative agencies and participation in management by grassroots organizations, and combining dog owners’ self-discipline with public supervision.
Article 4: The legitimate rights and interests of raising dogs are protected in accordance with the law; raising dogs must not harm the interests of the public or the legitimate rights and interests of others.
Article 5: People’s governments at all levels are responsible for the organization and implementation of these regulations and establish a dog management and coordination working mechanism composed of public security, urban management, aquatic animal husbandry and veterinary, industry and commerce, health and other departments.
Each administrative department has its own responsibilities according to the division of responsibilities:
(1) The public security organs are responsible for dog registration, killing rabies, sheltering abandoned dogs, and investigating and punishing illegal dog breeding. and other behaviors;
(2) The city management department is responsible for investigating and punishing the behavior of occupying roads and selling dogs and affecting the city appearance and environmental sanitation due to dog breeding, and is responsible for capturing ownerless and abandoned dogs in key management areas and sending them to Hand it over to the dog shelter and rescue site for processing; be responsible for setting up no-entry signs for dogs in non-venue public places; cooperate with the investigation and punishment of unlicensed dog breeding, illegal taking of dogs out of the house, etc.;

Article 6 Villagers’ committees, community residents’ committees, residential area owners’ committees and agencies, enterprises and institutions shall carry out publicity and education activities on dog-raising in accordance with the law and civilized dog-raising, and formulate and manage matters related to dog-raising in accordance with the law The Convention is to mediate neighborhood disputes caused by dog-raising in accordance with the law, correct illegal and uncivilized dog-raising behaviors, and cooperate with relevant administrative departments in the daily management of dog-raising.
The expenses for villagers’ committees, community residents’ committees, and residential community owners’ committees to cooperate with relevant administrative departments in carrying out dog-raising management activities shall be paid from the dog-raising management fees. Article 7: Dog-raising-related associations and other non-governmental organizations should actively advocate civilized dog-raising, strengthen self-discipline, and assist in the publicity and education of dog-raising management.
Article 8: Dog-raising areas are prohibited in government office areas, hospital service areas, teaching areas of schools (including kindergartens), student dormitories, and drinking water source protection areas within the administrative region of this city.
The built-up areas of this city and the built-up areas of towns where the county people's government is located and other areas that are subject to urbanization management delineated and announced by the municipal people's government and the county (district) people's government are key management areas; others The area is a general management area.
Chapter 2 Immunization and Registration
Article 9: Compulsory immunization and registration systems are implemented for dogs in key management areas. Within 15 days from the date of raising a dog, a dog owner must bring the dog to be vaccinated and register at the police station of the place of residence. No breeding is allowed without vaccination and registration.
Dogs in the general management area are subject to a compulsory vaccination system and are not allowed to be kept without vaccination.
Article 10: Individuals in key management areas are allowed to keep dogs, and each household is only allowed to keep one dog.
It is prohibited to breed, operate or raise dangerous dogs in key management areas.
Dangerous dog breeds shall be identified by the Municipal People’s Government and announced to the public.
Article 11 Individuals raising dogs in key management areas must meet the following conditions:
(1) Have legal identity certificates;
(2) Have complete Capacity for civil conduct;
(3) Have a fixed residence and the residence is not within the prohibited dog breeding area;
(4) Have a legal and valid dog immunity certificate;
(5) There is no record of abandonment or abuse of dogs in the past three years.
Article 12 Units in key management areas that apply to raise dogs must meet the following conditions:
(1) Used for the care, security, or guarding of nationally protected cultural relics, warehouses, and raw materials at construction sites. Other reasonable purposes;
(2) There is legal proof of the unit and its legal representative, and it can independently bear civil liability;
(3) A sound dog management system;

(5) There should be dog cages, kennels, walls and other closed breeding facilities;
(6) Obtain a legal and valid dog immunity certificate.
Article 13 If units or individuals in key management areas keep dogs, they shall notify the villagers committee, community residents committee or residential area owners committee of their residence and sign a dog-raising obligation letter.
Article 14 If an individual in a key management area applies for dog breeding registration, the dog owner shall submit the following materials to the public security police station at the place of residence:
(1) Dog registration application form ;
(2) Dog owner’s identity certificate;
(3) Dog immunity certificate;
(4) Photos of dogs that meet the regulations;< /p>
(5) Dog owner’s obligation letter of guarantee.
If a unit in a key management area applies to register a dog, it shall provide the following materials to the public security police station where it is domiciled:
(1) Dog registration application form;
(2) Certificate of the unit and other relevant certification materials;
(3) Dog immunity certificate;
(4) Photos of dogs that meet the regulations.
Units and individuals that raise dogs imported from abroad must also have an entry quarantine certificate issued by the entry-exit inspection and quarantine agency.
Article 15 The public security police station shall, within 20 working days from the date of receipt of the application for raising a dog, register and issue a dog registration certificate and a dog identification plate to those who meet the conditions. Only electronic identification signs shall be set; if registration is not allowed, the reasons shall be explained. Applications accepted by units shall be subject to on-site verification.
Article 16: The dog registration certificate is valid for one year. If the dog owner needs to continue raising dogs after the expiry date, the dog owner should go to the original registration authority to apply for extension procedures with a valid dog immunity certificate and dog registration certificate 10 days before the expiration date.
Article 17 If a dog owner in a key management area has any of the following circumstances, he or she must go to the public security bureau at the place of residence to go through the formalities of change, cancellation or reissue with the dog registration certificate:
< p>(1) If the place of residence changes, the change registration shall be carried out with the dog registration certificate within 30 days from the date of change;(2) If the dog owner changes, the change registration shall be carried out within 15 days from the date of change; Apply for registration changes within the day with the dog registration certificate;
(3) If you give up the dog you keep, you should send the dog to a dog shelter and rescue place, and go to the registration authority with the dog registration certificate for cancellation Procedures;

Article 18 If a quasi-raised dog breeds puppies, the dog owner shall, within 90 days from the date of birth of the puppies, transfer the number of dogs exceeding the breeding limit to others or send them to a dog shelter. Rescue site.
Article 19: Public security organs shall establish electronic files for dog breeding management in key management areas.
The main information of the dog electronic file can be provided to relevant departments for inquiry.
Article 20: Units and individuals raising dogs in key management areas must pay dog-raising management fees. The dog breeding management fee shall be paid by the dog breeder when registering the dog or going through the dog breeding renewal procedures at the public security bureau in the place of residence.
The dog management fee is paid once a year. Specific standards shall be determined by the Municipal People's Government in accordance with the law.
Management fees will be waived for blind people who keep guide dogs and for severely disabled people who keep assistance dogs.
Those who raise sterilized dogs will be charged half the management fee upon presentation of a dog sterilization certificate issued by an agency commissioned by the aquatic animal husbandry and veterinary department.
Article 21 The dog breeding management fee shall be turned over to the finance in a centralized manner and included in the fiscal budget management, and shall be used exclusively for the digital management of dog breeding registration, dog immunization, shelter of stray dogs, construction of dog shelter and rescue sites, and death Expenses for the harmless treatment of dogs and the participation of grassroots organizations such as village committees, community residents' committees, and residential community owners' committees in dog management.
Article 22 The township (town) people's government shall strengthen the management of dog breeding in general management areas and organize animal epidemic prevention supervision agencies to vaccinate dogs with free veterinary rabies vaccines every year.
Dog owners in general management areas should regularly vaccinate their dogs with veterinary rabies vaccines in accordance with relevant national regulations. Dogs that have not received vaccination shall be dealt with by the township (town) people's government in accordance with the law.
Article 23 It is prohibited to forge, alter, alter, fraudulently use, transfer, or trade documents and certificates related to dog breeding and dog business activities.
Chapter 3 Daily Management
Article 24 In key management areas, individuals and units raising dogs must comply with the following regulations:
(1) Dogs kept by individuals should be kept in the dog owner's residence, and dogs kept by units should be kept in captivity or tethered, and dogs should not be allowed to leave the house on their own;
(2) Keeping dogs must not affect the normal behavior of others When working and resting, barking dogs should be stopped promptly and effectively;
(3) Breeding dogs shall not be abandoned;
(4) "Dog fighting" activities shall not be organized , Do not abuse dogs;
(5) Do not allow or drive dogs to intimidate or harm others;
(6) Do not engage in other dog-raising activities that violate laws, regulations, and rules. Behavior.
Article 25 No one is allowed to bring dogs into the following areas:
(1) Party and government agencies, hospitals, schools, kindergartens and other children’s activity places;
(2) Convention and exhibition centers, exhibition halls, libraries, museums, art galleries;
(3) Stadiums (venues), swimming pools (venues), theaters and other public cultural and sports venues;
(4) Shopping malls, hotels, restaurants;
(5) Waiting rooms (airplanes, ships), public transportation other than small taxis;
(6) Parks, city squares, public green spaces, and scenic spots;
(7) Other public places with signs that dogs are not allowed to enter.
Blind persons carrying guide dogs or persons with severe physical disabilities carrying assistance dogs are not subject to the provisions of the preceding paragraph.
Article 26: For units and business premises outside areas where dogs are prohibited, their managers or operators have the right to decide whether to prohibit or restrict the entry of dogs into the premises they manage or operate.
Article 27: Villagers’ committees, community residents’ committees, and residential area owners’ committees may adopt conventions to stipulate the areas and times within the village, community, or residential area where dogs are allowed to be walked.
Article 28: In key management areas, individuals carrying dogs out of their homes must comply with the following regulations:
(1) Carry the dog registration certificate and dog immunity certificate with you for the purpose of Dogs should wear dog identification tags and be led by people with full capacity for civil conduct, and be careful to avoid the elderly, disabled people, pregnant women and children;

Article 29 If you bring a dog into a key management area, you must comply with the dog-raising conditions in the key management area.
Article 30: When units or individuals transport dogs through key management areas, they must put the dogs into dog cages, and the dogs must not stay in the key management areas for more than 24 hours.
Article 31: If a dog causes personal or property damage to others, the dog owner shall bear corresponding legal liability in accordance with the law.
If a dog endangers traffic safety and causes personal injury or death, the driver of the vehicle shall not be liable for compensation.
Article 32: For dogs that hurt people or dogs suspected of having rabies, the dog owner shall promptly send them to the dog rescue site for quarantine by the animal epidemic prevention supervision agency; For rabid dogs, the aquatic animal husbandry and veterinary administrative departments shall take measures to exterminate them in accordance with the law and conduct harmless treatment.
Article 33: In the event of a rabies epidemic, the city, county (district) people's government shall delimit epidemic points and epidemic areas according to the epidemic situation, and take emergency dog ??eradication and other prevention and control measures in accordance with the law. Chapter 4: Business, Diagnosis, Treatment, Rescue and Handling of Dogs
Article 34: Commercial dog breeding activities are prohibited in key management areas.
Those who engage in dog business activities must have legal procedures.
Article 35 Those engaged in dog breeding, trading and other production and business activities shall abide by the following provisions:
(1) Engaging in dog trading must be approved by the industrial and commercial administration department Dog trading venues shall be conducted;
(2) Dog trading venues shall comply with the epidemic prevention conditions stipulated by the state and be equipped with facilities such as washing, disinfection, and harmless treatment of sewage and dirt;
(3) Breeding dogs should be vaccinated against veterinary rabies vaccine;
(4) When trading dogs, the purchaser should be provided with animal quarantine certificates or immunity certificates and other materials;
(5) If a dog is found to be infected or suspected of being infected, it should be reported immediately to the local aquatic animal husbandry and veterinary department or the public security agency, and the site should be monitored. It must not be transferred, sold or slaughtered.
Article 36: A canine diagnosis and treatment institution shall have corresponding professional and technical personnel and corresponding equipment, facilities, and locations, and shall obtain an "Animal Diagnosis and Treatment License" issued by the aquatic animal husbandry and veterinary administrative department in accordance with the law.
Article 37: Dog diagnosis and treatment institutions shall harmlessly dispose of dead dogs or removed tissues and organs from dogs, as well as waste from diagnosis, treatment, and cosmetic surgery in accordance with the law, and shall not discard them at will.
Article 38: Municipal and county people’s governments shall establish dog shelter and rescue sites based on the needs of dog breeding management in their jurisdictions. Dog shelter and rescue sites are managed by public security organs, which are responsible for receiving and processing dogs delivered in accordance with regulations and confiscated dogs.
The government supports and encourages qualified non-governmental animal protection organizations and individuals to set up dog shelters and rescue sites in accordance with the law to take in stray and abandoned dogs. Specific management measures will be formulated separately by the municipal public security organ in conjunction with the municipal aquatic animal husbandry, veterinary, civil affairs and other departments.
Article 39: Dog shelters and rescue sites shall notify the dog owners to claim the stray dogs they have taken in. If no one claims the dog within 10 days from the date of notification, it will be treated as an ownerless stray dog.
Dog shelters and rescue sites should take necessary immunization and medical measures for sheltered dogs, and establish an adoption system for abandoned and stray dogs, allowing units and individuals to adopt them.
Dog shelter and rescue sites should provide free dog information inquiry services to the public.
Article 40: Dog-raising units and individuals shall not discard dog carcasses at will.
If a dog dies of a non-infectious disease, it should be buried deeply; if it dies of an infectious disease, the aquatic animal husbandry and veterinary administrative department should be notified to handle it according to regulations.
Chapter 5 Legal Responsibilities
Article 41 Anyone who violates these regulations and commits any of the following acts shall be punished by the public security organs:
(1) ) Violating the provisions of Article 9 and raising dogs in key management areas without registration or vaccination, the dogs will be confiscated. At the same time, those belonging to units shall be fined not less than 1,000 yuan but not more than 3,000 yuan each, and those belonging to individuals shall be fined not less than 500 yuan but not more than 2,000 yuan each.
(2) If an individual violates the provisions of Paragraph 1 of Article 10 and raises more than the limited number of dogs in a key management area, he or she shall make corrections within a time limit; if corrections are not made within the time limit, the over-limited dogs shall be confiscated and the individual shall be fined 500 RMB. A fine of not less than RMB 2,000 but not more than RMB 2,000 is imposed.
Whoever violates the provisions of paragraph 2 of Article 10 by breeding, operating or raising dangerous dogs will have the dogs confiscated. And impose a fine of 5,000 yuan each.
(3) If the dog violates the provisions of the first and second paragraphs of Article 17 and fails to go through the change procedures in accordance with the law, the dog will be confiscated.
Those who belong to units shall be fined not less than 500 yuan but not more than 1,000 yuan; those who belong to individuals shall be fined not less than 200 yuan but not more than 500 yuan. Violating the provisions of Paragraph 3 of Article 17 by failing to send abandoned dogs to a dog shelter and rescue facility, or although sending abandoned dogs to a dog shelter and rescue facility, but failing to bring the dog registration certificate to the registration authority for processing. (5) Anyone who violates the provisions of Paragraph 4 of Article 17 and Paragraphs 3 and 4 of Article 24 by abandoning or abusing his or her dogs shall be fined not less than RMB 500 but not more than RMB 2,000 by the unit. The following fines shall be imposed on individuals: a fine of not less than 200 yuan but not more than 1,000 yuan;
(6) Anyone who violates the provisions of Article 25 and Article 28, items 1 to 5, shall be ordered to make corrections ; Those who refuse to make corrections shall be fined not less than 200 yuan but not more than 500 yuan.
Article 42 Anyone who violates the provisions of Article 28, Paragraph 6 of these Regulations shall be ordered by the city management department to remove dog excrement in a timely manner. If he refuses to do so, he shall be fined 50 yuan.
Article 43: In violation of the provisions of Article 30 of these Regulations, units or individuals transport dogs through key management areas, fail to put the dogs into dog cages or stay in key management areas for more than 24 hours If the case is serious, the public security organ will impose a fine of not less than 500 yuan but not more than 1,000 yuan; if the circumstances are serious, the dog will be confiscated.
Article 44: If laws and regulations have provided for penalties for other acts that violate the provisions of these Regulations, they shall be punished in accordance with those provisions. If a crime is constituted, criminal liability shall be investigated in accordance with the law.
Article 45: Any unit or individual has the right to criticize, discourage, report, and complain against violations of these regulations. Relevant departments that receive reports and complaints should handle them promptly.
Those who attack or retaliate against reporters or complainants shall be punished by the public security organs in accordance with the provisions of the "Public Security Administration Punishment Law of the People's Republic of China"; if a crime is constituted, criminal liability shall be pursued in accordance with the law.
Article 46: If a dog owner violates these regulations and has his dog confiscated, the public security authority will cancel his dog registration certificate and he will not be allowed to apply for dog registration within three years.
Article 47 If the department responsible for the management of dog breeding and its staff members commit any of the following acts, they shall be subject to administrative sanctions by the supervisory authority or the superior administrative department in accordance with the law; if a crime is constituted, they shall be investigated in accordance with the law. criminal responsibility.
(1) Refusing to apply for dog registration or deliberately delaying dog registration for qualified dog registration applicants;

Article 48 If the parties concerned are dissatisfied with the specific administrative actions related to dog breeding management made by the public security organs and other relevant administrative departments, they may apply for administrative reconsideration or file a lawsuit in the People's Court in accordance with the law.
Chapter 6 Supplementary Provisions
Article 49 If the area under the jurisdiction of the sub-district office falls within the general management area, its dog management responsibilities shall apply to the relevant township (town) people in these regulations Government regulations.
