1. A written application stating: "The legal representative or person-in-charge of the enterprise has never been the legal representative or person-in-charge of the enterprise whose import and export business qualification has been revoked within three years" (with the comments of the municipal, county (city, district) Foreign Trade and Economic Cooperation Bureau);
2. A copy of the Business License of Enterprise as a Legal Person issued by the administrative department for industry and commerce or a copy of the business license stamped with the certificate that the original and the copy are consistent;

6. An unincorporated enterprise shall provide a copy of the capital verification report issued by an accounting firm;

Enterprises should apply for qualification (submit electronic application) through the website of the Ministry of Commerce (or "China International Electronic Commerce Foreign Trade and Economic Cooperation Qualification Management" column). Immediately after online declaration, print the Application Form for Qualification of Import and Export Enterprises in the "Print Application" column, and affix the official seal of the enterprise and the official seal of the Municipal Foreign Trade and Economic Cooperation Bureau where the enterprise is located;
