Article 21

Narcotic drugs used by teaching and scientific research units shall be applied by the demanding unit to the health administrative department at the next higher level of the local health administrative department, and after approval, they shall be purchased and used from the business unit of narcotic drugs.

When purchasing narcotic drugs, users of narcotic drugs shall fill in the "Purchase Form of Narcotic Drugs" to the business unit of narcotic drugs.
