The frontier health quarantine in Dalian began with the construction of Dalian Port. In 1899, the Russian ruling authorities began to build a commercial port in Qingniwa Bridge, and established quarantine institutions in Lushun, Dalian Sanshan Island and Pulandian respectively. In 191, the Russian ruling authorities set up health clinics in Lushun Tiger Tail and other places.

After the Russo-Japanese War in p>195, Dalian Port was reopened, and the ruling authorities set up quarantine institutions in Dalian Port, and further concretized the health and quarantine items and standards.

On August 22, 1945, Soviet troops entered Dalian, and the port quarantine was led by the Ministry of Health of the Soviet Lushun Base. In 1947, the Lvda Quarantine Station was established.
