Article 25 of the bidder is to respond to the tender, participate in the bidding competition of legal persons or other organizations.
Where individuals are allowed to participate in bidding for scientific research projects tendered in accordance with the law, the individuals bidding for the project shall be subject to the provisions of this Law concerning bidders.
Article 26 the bidder shall have the ability to undertake the bidding project; the relevant provisions of the state on the qualification conditions of the bidder or the bidding documents on the qualification conditions of the bidder has stipulated, the bidder shall have the prescribed qualification conditions.
Article 27 bidders shall prepare tender documents in accordance with the requirements of the bidding documents. Bidding documents shall respond to the substantive requirements and conditions set forth in the bidding documents.
The bidding project belongs to the construction of the construction, the bidding documents shall include the project manager to be dispatched and the main technical personnel resume, performance and mechanical equipment to be used to complete the bidding project.
Article 28 The bidder shall deliver the bidding documents to the place of bidding before the deadline for submitting the bidding documents as required by the bidding documents. Upon receipt of the bidding documents, the bidder shall sign and keep them and shall not open them. If there are less than three bidders, the bidder shall re-tender in accordance with this Law.
The bidder shall reject the bidding documents delivered after the deadline for submission of the bidding documents.
