Integrate the pilot opinions of township institutional reform in Nayong County, set up township institutions, and streamline staffing and leadership positions.

1. According to the standards and methods of township classification in Guizhou Province, the township party and government offices are comprehensively set up according to township categories. A township has five comprehensive offices, namely: (1) party and government office, (2) social affairs office (the new rural cooperative medical management office co-located with it), (3) economic development office (the village and town construction management office co-located with it), (4) population and family planning office, and (5) comprehensive management office of social security. There are four comprehensive offices in the secondary township, namely: (1) Party and government office (co-located with the comprehensive management office of social security), (2) social affairs office (co-located with the management office of the new rural cooperative medical system), (3) economic development office (co-located with the village and town construction management office) and (4) population and family planning office. Township people's congresses, discipline inspection commissions, political and legal committees, and people's armed forces departments do not have special offices, and specific affairs are undertaken by the party and government offices. The town (township) management office was abolished and its functions were merged into the party and government office. Organizations such as workers, youth and women are established in accordance with relevant regulations and articles of association.

2, the reform of township institutions, improve and strengthen the socialized service system. According to the principle of separating government from enterprise, we should distinguish the management, public welfare and business functions undertaken by township institutions, actively explore the service mode of public institutions and stations that adapt to the rural characteristics of our county, integrate township institutions and stations, and improve the utilization efficiency of public service resources. Establish township institutions and stations in an all-round way

(1) Institutions whose personnel relations are managed by villages and towns:

Agricultural service centers (including agricultural technology popularization, agricultural economy, agricultural machinery, and poverty alleviation work in villages and towns without poverty alleviation workstations) and cultural service centers (including science and technology, culture, sports, radio and television, spiritual civilization guidance, rural economic information network, distance education in rural party member, distance education in primary and secondary schools, etc.) will be established. ), the family planning service station was renamed as the technical guidance station for population and family planning (hanging the brand of floating population management office), the finance office, and the poverty alleviation workstation in the first-class poverty-stricken townships (Guoquanyan Township, Yangchang Township and Zhaikun Township), and the second and third-class poverty was cancelled.

When the rural construction station is abolished, its administrative functions will be assigned to the Economic Development Office and its staffing will be assigned to the Agricultural Service Center.

(2) Under the dual leadership and management of county-level government departments and townships (towns), the extension of personnel management of county-level government departments is:

Forestry stations, water conservancy stations, primary and secondary schools, health centers, animal husbandry and veterinary stations, production safety supervision and management stations (with the brand of township enterprise management station and the brand of township coal management station with legal coal mining rights), and immigration workstations (Lezhi Town, Laoaoba Township, Shabao Township and Chenghua Township).

(3) The accredited institutions of dual leadership, dual management, personnel relations and personnel management of county government departments are: police station, judicial office and land and resources management office.

The people's courts, industrial and commercial administrations, local tax bureaus and other institutions established by districts still maintain the current management system.

3. Strictly control the staffing. The township administrative establishment and career establishment are based on the administrative establishment of 704 (excluding superior posts, the same below) approved by the reform of county and township party and government institutions in 2006 and the career establishment of 1386 approved by the end of 2004. According to the factors such as the area under the jurisdiction of towns, population and the total output value of industry and agriculture, the staffing and leadership positions should be appropriately adjusted. Establish and improve the support, coordination and restraint mechanisms in organizational establishment, cadre and personnel management, financial budget management, labor and social security, and resettlement of veterans.

4. Appropriately expand the cross-posts of township party and government leaders and reduce the number of township party and government leaders. There are 9 leadership positions in a township. There are 8 second-class township leadership positions. The over-allocation of township leaders and non-leading cadres can be gradually reduced during the three-year transition period. During the transition period, the number of approved leadership positions is not accounted for, and there is no assistant to the head of the township.
