Management Measures for Scrapping Instruments and Equipment and Disposal and Reuse of Scrapped Equipment

In order to standardize the management procedures of instrument and equipment scrapping in our school, these measures are formulated according to the Measures for the Management of Fixed Assets in Colleges and Universities in Heilongjiang Province and the Measures for the Management of Instrument and Equipment Scrapping and Reuse in our school:

I. Scrapping of instruments and equipment

(1) scrapping conditions

Instruments and equipment that meet one of the following conditions may apply for scrapping:

1 (Under normal circumstances, the equipment whose service life exceeds the natural life has indeed failed.

2 (Equipment that cannot be repaired due to backward technology, damage, etc. Or the maintenance cost is too high (the maintenance cost exceeds 60% of the original value) or there is no maintenance value.

(3) Due to outdated equipment, backward technology, high energy consumption and low benefit, it can't reach the minimum performance index in application and has no use and transformation value.

4 (serious damage caused by accidents or unexpected disasters can not be repaired.

5) The equipment is in disrepair for a long time, and the important parts are damaged, so it cannot be supplemented.

6 (due to the change of national standards, it can't meet the requirements of the current standards, and it can't meet the standards.

In addition, if the equipment is lost or damaged due to work errors, it does not belong to the scope of scrapping, and compensation shall be made in accordance with the Measures for Compensation for Loss and Damage of Instruments and Equipment of Northeast Petroleum University.

(2) Scrapping principle

1. For the instruments and equipment scrapped in advance before reaching the service life, it is necessary to find out the reasons, distinguish the responsibilities and implement the results before applying for scrapping.

2. Before applying for scrapping, the Equipment Management Department shall organize relevant departments to carry out accident analysis, find out the reasons and make treatment results.

3. To apply for scrapping unused instruments and equipment, we should carefully find out the reasons, investigate the responsibility of the parties, and then apply for scrapping after making the processing results.

For the equipment to be scrapped, there must be originals, and the machine parts shall not be disassembled without authorization.

Otherwise, it will not be scrapped and will be treated as equipment loss; Parts of the original machine are not treated as equipment damage.

(3) Scrapping procedure

1. For the equipment that needs to be scrapped, the receiving unit shall fill in the Application Form for Scrapping of Instruments and Equipment of Northeast Petroleum University, which shall be audited by the equipment management department, signed by the equipment manager and the competent leader of the unit and reported to the supervisor of the branch.
