6. The terms of the economic contract shall be consistent with the relevant provisions of the tender. Article 5 Scope of Bidding
1. It is stipulated that the State Bureau of Materials shall organize and approve the instruments, medical devices and electronic components that need to be imported with the value of 20,000 US dollars for a single unit or 200,000 US dollars for a batch; and other electromechanical equipments that need to be imported with the value of 50,000 US dollars for a single unit or 500,000 US dollars for a batch.
2. Provided by the State Economic Commission for the organization and approval of the introduction of projects above the limit of the need to import electromechanical equipment.
3. Included in the State Economic Commission formulated the "state control of imports of electromechanical products" catalog of electromechanical equipment.
4. State regulations to tender the limit of the introduction of projects require the import of electromechanical equipment and other electromechanical equipment need to be imported.
5. Provided by the localities and departments to organize and approve the import of electromechanical equipment and all aspects of the need for domestic electromechanical equipment in the need for bidding part. After bidding can not win the bid, the bidding company to sign the opinion, stamped with the "Import Seal" as the departments, regions and banks, foreign trade and customs and other relevant units for the basis of import procedures. Do not have the conditions for bidding for electromechanical equipment, still in accordance with the current approach by the Office of the Review for approval.
Where the need to import the electromechanical equipment listed in Article V, item 3, equipment demand will be imported order card and card description together with the bidding power of attorney sent directly to the bidding center, the bidding center to arrange to the bidding company to organize bidding throughout the country. After bidding can not win the bid, the bidding company to sign the opinion, and issued by the "import seal" stamped documents, as the departments, regions and banks, foreign trade and customs and other relevant units for import procedures and exemptions from import regulation tax basis.
Listed in Article V, item 4 of the need to import electromechanical equipment bidding regulations are formulated separately.
Listed in Article 5, item 5 by the departments and regions to approve the need for imported electromechanical equipment and domestic equipment, equipment demand side can be freely entrusted to the bidding company to organize bidding throughout the country. Article 7 Bidding Procedures
1. The equipment demander submits a bidding commission to the bidding company.
2. The bidding company and the equipment demander **** together prepare the bidding documents.
3. Bidding company to publish a tender notice or issue an invitation to tender.
4. If necessary, the bidding company of the bidding unit for pre-qualification examination.
5. The bidding company to sell the tender.
6. Bidding units in accordance with the specified time to the bidding company mail tender documents.
7. The bidding company opens the bids in public at the specified time and announces the names of the bid evaluation team and the notary public.
8. Organize the evaluation of bids, qualification review, determine the pre-successful unit, the winning unit, and issue a notice of award.
9. Organize the equipment demand side and the winning unit to sign an economic contract. Chapter II Tendering Article 8 The form of tendering is divided into two kinds, namely, open tendering and inviting tenders.
Open bidding: the bidding company publishes bidding advertisements in national newspapers and magazines through the bidding center.
Invited bidding: the bidding company pre-determines the qualification conditions according to the special requirements of the commissioned bidding project and issues the invitation to vote in a targeted manner. Article 9 After the bidding project is finalized, the equipment demander shall submit to the bidding company the bidding invitation (see Attachment I for the format) and the technical requirements of the bidding equipment (see Attachment II for the format). At the same time, the equipment demander shall issue to the bidding company, through its account bank, a letter of guarantee for the bidding deposit, the amount of which shall be 2% of the total amount of the bidding equipment.
